00:02I'm about to brief the Security Council on Haiti.
00:05The humanitarian situation is appalling,
00:08but there are faint glimmers of hope.
00:11I urge the Security Council and the international community
00:14to step up for the people of Haiti at this pivotal time.
00:18I also want to say a word about the unfolding tragedy that is Gaza.
00:23Unbelievably, civilians are facing yet another deadly escalation.
00:29Israel's initial steps to military takeover Gaza City signals a new and dangerous phase.
00:39Expanded military operations in Gaza City will have devastating consequences.
00:45Hundreds of thousands of civilians, already exhausted and traumatized,
00:50would be forced to flee yet again, plunging families into even deeper peril.
00:56These must stop.
00:59At the same time, we have seen yet more unconscionable Israeli strikes,
01:05including earlier this week at Nasser Hospital in Khan Unis.
01:10One attack was followed by another.
01:13Killing civilians, including medical personnel and journalists,
01:17were carrying out their essential work.
01:20All with the world watching.
01:24I know so many of the reporters here, along with us, have lost their colleagues.
01:30These attacks are part of an endless catalogue of horrors.
01:34There must be accountability.
01:37Gaza is piled with rubble, piled with bodies, and piled with examples
01:42of what may be serious violations of international law.
01:45Hostages taken by Hamas and other groups must be released,
01:50and the atrocious treatment they have been forced to endure must stop.
01:55Civilians must be protected.
01:57And let's be clear, the levels of death and destruction in Gaza are without parallel in recent times.
02:04Famine is no longer a looming possibility.
02:08It's a present-day catastrophe.
02:10People are dying from hunger.
02:13Families are being torn apart by displacement and despair.
02:18Pregnant women are facing unimaginable risks.
02:22And the systems that sustain life, food, water, health care, have been systematically dismantled.
02:29These are the facts on the ground.
02:33And they are the result of deliberate decisions that defy basic humanity.
02:38Israel, as the occupying power, has clear obligations.
02:43It must ensure the provision of food, water, medicine, and other essentials.
02:48It must agree to and facilitate far greater humanitarian access.
02:52It must protect civilians and civilian infrastructure.
02:56And it must end the destruction of that which is indispensable for the survival of the civilian population.
03:05The International Court of Justice has given binding provisional measures.
03:11And these include the obligation to take all steps to ensure unfettered humanitarian and medical assistance
03:17to Palestinians throughout Gaza without delay and in full cooperation with the United Nations.
03:24These measures must be implemented fully and immediately.
03:29The UN and our partners are doing all we can, often at great personal risk.
03:35Indeed, 366 UN personnel have tragically been killed.
03:43Day after day, our efforts are being blocked, delayed, and denied.
03:49This is unacceptable.
