00:32Kung kahapon sabi ni Remulia,

00:34wala siyang naging papel sa pagkakasibak ni Torre.

00:37Pag-amin ngayon ni Remulia,

00:38tinanong siya ng Pangulo kung ano ang rekomendasyon niya ukol dito.

00:42Inamin din ni Remulia,

00:43di sila nagkasundo ni Torre sa Rigodon ng mga opisyal sa PNP.

00:48Matatandaan nitong August 6 lang

00:50ay ni-reassign ni General Torre ang 13 senior police official

00:53kabilang ang number 2 senior official

00:56na si Lieutenant General Jose Melencio Nartates Jr.

00:59Hindi ito inaprubahan ng NAPOCOM

01:01na pinamunuan ni Remulia bilang ex-official chairperson nito.

01:04Pero ay pinatupad pa rin ito ni General Torre

01:07sa kabila ng utos ng NAPOCOM.

01:09It's just a difference of opinion.

01:11It's actually me first.

01:15It was me first.

01:16And then,

01:18it's a difference between me and the general.

01:22And he refused.

01:25He insisted that his system be followed.

02:13na siyang mag-isang magtalaga

02:14ng mga assignment ng mga senior official ng PNP

02:17na hindi itinadaan sa NAPOCOM.

02:19Nais na raw itama ito ng Marcos administration.

02:23Ever since PRRD's time,

02:25when the NAPOCOM was totally bypassed

02:27of all appointments,

02:30it became now the right

02:33rather than the privilege of every PNP chief

02:36na sila ang bahala sa movements

02:39ng level 3 and above.

02:41And the president merely wanted to restore that

02:43and to institutionalize it back

02:46to how the law was intended.

02:49General Torre and the president,

02:53General Torre didn't see it necessary.

02:57So, the president chose the institution

03:00over the president.

03:01So, was the president angered

03:03by the decision of General Torre

03:06to push through with his order of reassignment

03:08despite the fact that NAPOCOM disapproved it already?
