00:13We recognize Senator Bongo and then afterwards, Senator Robin Hood Padilla,
00:18who wanted to make a manifestation as well, Mr. President. Please.
00:22Senator Bongo is recognized.
00:23Thank you, Mr. President. I joined Senator Ping Laxon in condemning the irregularities in the allocation and implementation of flood control projects.
00:35Mr. President, as manifested yesterday in the Blue Ribbon hearing,
01:50In light of recent events,
01:51President Marcos Jr. has launched an investigation
01:54on the implementation of flood control projects in the past years.
02:22master plan at strategic prioritization
02:24sa kanilang mga flood control projects.
02:27During the hearing,
02:36na wala namang tao,
02:38wala namang kinokontrol o pinoprotektahang tao,
02:46That was August of 2023.
02:52Mr. President,
02:53allow me also to take this opportunity
02:55to clarify and answer malicious reports, no?
02:58Kasi ako po,
03:00wala pa ako sa mundong ito,
03:02yung aking pamilya may negosyo na po.
03:05And the insinuation that I was personally involved
03:08and had benefited in some projects,
03:10Mr. President,
03:11these are all recycled and malicious accusations
03:13noong 2018 pa po ito,
03:16nabalik na naman ang 2021
03:18habang papunta po sa eleksyon.
03:20Ulitin ko po,
03:21for the record,
03:22wala po ako sa mundong ito,
03:24meron na pong negosyo ng aking pamilya,
03:26pero ni minsan po, ni piso,
03:28hindi na kinabang ang aking pamilya
03:30sa pagiging taong gobyerno ko.
03:31In fact, hindi po nakakalapit
03:34ang aking mga kamag-anak,
03:36kahit na nasa Malacan niyang kami noon,
03:38hindi po sila nakakalapit.
03:39At isang naging condition ko noon,
03:41Mayor pa po si former President,
03:44former Mayor Duterte,
03:46na kung lalapit po ang aking kamag-anak,
03:49ay ako po ang magre-resign sa kanya.
03:52I observe delicadesa
04:16I am a senator, a legislator,
04:19wala po akong kinalaman sa implementasyon
04:21ng kahit na anong proyekto,
04:22lalong-lalo na po sa pag-identify
04:24at makikinabang po ang aking pamilya.
04:28At ngayon,
04:28I also co-authored Senate Bill No. 783.
04:32Ang panukalang ito ay layong ipagbawal
04:34na pumasok sa anumang kontrata ng gobyerno
04:36mula sa national level hanggang sa LGU level.
04:39Ang mga kamag-anak ng government officials
04:42hanggang sa fourth civil degree of consanguinity
04:48and affinity ay dapat po'y bawal po.
04:52Mr. President,
04:53sa laki po ng pondong pinag-uusapan dito,
04:56hindi po sapat ang audit o reporting
04:57sa mga ginagawang flood control projects.
05:00Hindi sapat ang eksplenasyon
05:02mula sa mga contractor o DPWH.
05:05Dapat po'y merong managot dito
05:06at dapat po'y maging accountable po sila.
05:09Dapat may managot po sa perwisyong patuloy
05:12na dulot ng pagbaha
05:14na dapat sana noon pa na solusyonan.
05:18Maraming salamat po, Mr. President.
05:20Thank you, Senator Bongo, Majority Leader.
05:23Yes, Mr. President.
05:24Mr. President,
05:25may I move that we suspend
05:27consideration of the privileged speech
05:30of Senator Ping Luxon.
05:31So move, Mr. President.
05:32Is there any objection?
05:34There being none, the motions approved.
05:35Mr. President, at this juncture,
05:37I move that we proceed
05:38with the additional reference of business.
05:42Mr. Secretary, please read
