00:00Stopping criminals and the worst drivers is only one part of the traffic cops job.
00:07Increasingly the police are both the first port of call and the last resort for the most vulnerable in our society.
00:15So when they stop a car or a pedestrian, the cops never know what they'll find.
00:21What you've got to deal with is what's in front of you.
00:24People think we're here for catching criminals and recording crime.
00:28We're not. We are the last port of call for everybody.
00:34It's late afternoon on the hard shoulder of the M606 outside Bradford, West Yorkshire.
00:41When we've come down there, we've seen you reversing down the hard shoulder.
00:44Traffic cops Andy Howarth and Richard Clarke are dealing with a driver who has reversed down the hard shoulder
00:50to help a friend who has run out of fuel.
00:53Can't do that.
00:55On average, it's 11 minutes before someone on the hard shoulder is hit by another vehicle.
01:01If that vehicle reverses across the slip road entrance and somebody hasn't noticed,
01:07that's a 70, 80 mile an hour impact.
01:10You're not just going to walk away with that with a cut and a bruise.

05:51Having abandoned the vehicle, the driver and his passengers have jumped over a fence and are heading towards a supermarket.
05:57I must admit, when I looked, I thought, well, that's too getting away. Then we'll get other cars to go pick them up in Asda.

06:11I can see the two lads, and one of them is taking his top off.
06:17And it is a big place. It's a massive supermarket.
06:20And a very helpful member of the public said, two lads have gone right, mate, in the self-serve checkouts.
06:28The two suspects are doing their best to blend in with other shoppers.
06:32They did stand out a bit because they're mucky, they're sweaty, they're out of breath.
06:37They're buying a Kit Kat with a ┬г50 note each.
06:40It's not the sort of normal behaviour you'd expect.
06:43So I just clocked them out at the corner of my eye and thought, well, they're not going anywhere because they're penned in.
06:47So I just walked past them.
06:52Other lads thinking, oh, he's got one, I'll keep quiet.
06:55And I've got him as well.
06:58And he's bagged his suspects.
07:01And now other shoppers are taking an interest.
07:04I looked up and I saw this man mountain of a bloke.
07:07And I just thought, oh, please be on my side, please don't want to help them.
07:10And he just smiled and says, do you want to help, mate?
07:12I says, just stay there, mate.
07:13And these lads also looked as well and thought, there's two of them now and he's a lot bigger than either of us.
07:19So, yeah, they just gave up until the rest of the troops come and help me get rid of them.
07:26Back at the van, Richard Clarke discovers the most likely reason for the driver and passengers trying to get away.

08:43Policing Yorkshire's roads is not just about catching criminals.
08:48With social services increasingly stretched, the cops are having to deal with more and more people struggling with mental illness.

08:58PC Martin Willis often has to use his 15 years experience as a cop to deal with what are sometimes life and death situations.
09:06We can have all these computers and all these fancy gadgets we've got on the NPR and all that sort of thing.
09:11But a lot of policing comes down to using that and you can be able to communicate with people.
09:17And, you know, that's your best tool you've got in your toolkit.
09:20It's 9pm in the control room at Bradford.

09:30A member of the public has spotted someone walking on the hard shoulder of the M606.
09:343-0-2, we've just got a part of a pedestrian and it's just climbed over the barrier onto the hard shoulder.

11:30We do have quite a bit of training in relation
11:32to dealing with people who are suffering
11:33from mental illness, and that does help a lot.
11:38But I guess also, as well, from your own experiences
11:42in life as well, when things aren't gone well for you
11:46and there's been stressful times in everybody's life,
11:50from my point of view, I want to look at dealing
11:53with people who are in bad times.
11:56I think to myself, well, how would I like to be dealt
11:59with by somebody?
12:00Our concern at the moment is your safety
12:04and your welfare, okay?
12:05And that's why I'm here to look after you, okay?

13:11arrest somebody for under 136 of the Mental Health Act,
13:15would put them in a cell,
13:17and then they'd be left in that cell
13:19until such time as the doctor came and assessed them,
13:21and then the doctor would then maybe call out,
13:23you know, a psychologist,
13:24and then they may be taken off to a hospital then.
13:29I'm just going to drive up to the services
13:31to find out where we're going to take you.
13:35I knew this day would come.
13:39All right, well, you're obviously in a bad place at the moment.
13:42Clearly, a very bad place, because...
13:45Now there's an understanding where we can...
13:48They don't have to go through the custody system.
13:50We can take them straight to a part of a hospital
13:53that deals specifically with mental health,
13:55that has the experts to deal with it,
13:58and the doctors to deal with it.
13:59Have you ever done a thing like this before?

14:04The biggest problem is that often
14:07you can have a lot of things going on in your life
14:09and in your head and all the rest of it.
14:11In my head, yeah.
14:12Yeah.
14:13And then all you need is just that one tiny thing
14:15or that one tiny person to push that one tiny button
14:18and a little bit more...
14:19And then that's it.
14:20We're not doctors, we're not psychiatrists.
14:24Sometimes it's very difficult to tell
14:26how serious they are about it,
14:28what sort of mental illness they've got, you know.
14:30So really, if you're in any doubt,
14:33you go down the line of,
14:34well, we're going to get you the help,
14:35get you to a place of safety,
14:37so you're not putting them in that situation
14:40where if they say, well, you know,
14:42this cry for help's not being answered here.
14:44Well, I want to take you somewhere
14:46where we can get you some help
14:47and someone can speak to you
14:48and we can, you know,
14:50just sort of assess you
14:51and make sure that we're going to get some help for you
14:54and we're going to get you sorted out.
14:56And that's the important thing.
15:01Martin takes the young man
15:03to a specialist unit at a hospital nearby.

15:13He himself actually admitted he needed help
15:16and he needed to be able to speak to somebody.
15:19And I think he actually made that first step
15:22and I think that's a very brave thing of him to do.
15:31While cops want to protect the vulnerable,
15:33some criminals see them as easy prey.
15:37Now the police are cracking down on those
15:39who go out on the roads to find vulnerable victims.
15:42So, we're focusing on vulnerability.
15:48In Harrogate, North Yorkshire,
15:50Chief Inspector Fiona Willey is briefing the late shift
15:53on Operation Target.
15:55Operation Target is set up to target the most vulnerable people
15:59within our community
16:00and ensure that they don't become victims of crime.
16:03The ANPR work.
16:04We've asked for vulnerability markers.
16:06The traffic cops are using automatic number plate
16:09recognition cameras, or ANPR,
16:12to track vehicles associated with known criminal predators.
16:16They will have markers for vulnerability,
16:18so we'll be looking at people that may be trafficking,
16:21having children who are of a young age.
16:24It's very much about building on that intelligence picture
16:27that we've got already.
16:28These type of people do anything they can
16:30to try and commit the crime on their prey.
16:33So, it's very important that we deal with them
16:36robustly and effectively.
16:37It's the start of the shift and a camera on the M62
16:43has been triggered by a car tagged as being owned
16:46by a registered sex offender.
16:48He's apparently living in his vehicle now
16:51since he's recently been kicked out of his address.
16:54He travels to West Yorkshire regularly
16:56using tape to amend that registration to avoid detection.

17:13who has been tasked with urgently stopping the suspect car.

18:19seeing that he threatened to go to an address.
18:21If he does, he's going to breach his terms.

19:46exploitation and even when the streets seem deserted the traffic cops have to be on alert
19:58it's three o'clock in the morning in leeds and traffic cop dale brown has been on shift for five hours
20:05this is a time when we start being proactive and trying to get people off the streets that
20:10sure that shouldn't be on the streets up to no good i think tonight might just one of them nights

26:26Whilst looking out for the vulnerable is a vital part of the traffic cop's role, getting
26:30law-breaking drivers off the road remains a top priority.
26:34We've got anybody, 248 South Battenborough Bridge for a possible disqual driver.
26:40In North Yorkshire's control room, an ANPR camera has flagged a suspected disqualified driver
26:45on the motorway.
26:55traffic cop David Minto is dispatched to intercept the car.
27:04But it's 10 miles away from where it's been spotted.
27:07What time did he hit?
27:09I'm looking at 940 now.
27:11I'm still a little bit behind him.
27:14If he stays on the motorway, then we've got a chance.
27:17As Minto hits the motorway, he spots the vehicle.

27:32Just behind him are two other cop cars, driven by Sergeants Julian Pearson and Paul Cording.
27:38Pretty much as soon as we come onto the A1, we've spotted the vehicle.
27:41The intelligence was that there was a disqualified driver behind the wheel.
27:44We had no idea who the driver was.
