00:00According to others, it's okay to be the political dynasty, only to be fair and to be honest.
00:06The question is, is it really?
00:1038 years have passed since the Filipino people ratified the 1987 constitution,
00:17where it is clearly stated that the state shall prohibit political dynasties as may be defined by law.
00:25It's about 40 years ago, but according to the Philippine Center for Investigative Journalism,
00:34113 of 149 cities in the country is controlled by political dynasties.
00:43While we're not in a political, anti-political dynasty law,
00:49many families are only in our country.
00:53It's not just a dynasty that we're talking about.
00:57According to the Ateneo School of Government,
01:00there are two to three members of a family members who have been exposed.
01:07More recently, there are experts who have been exposed to the obese dynasty
01:13where there are four to five families who have been exposed in politics.
01:18a very few professors on the Marine Corps.
01:20There are a lot of people that have been exposed to themezipalist's panelists.
01:24Many studies have been exposed by this,
01:25among the other partners at the public.
01:27While there are many children who have been exposed to the same thing,
01:28and many people who have been exposed to the ones who have been exposed in the struggle.
01:30By doing that, it's such a difficult,
01:32it's important, the political dynasty.
01:33It's actually a difficult, intuitive,
01:35as the problem of a political dynasty.
01:36Do not have something that has been exposed to the base of thebahom.
01:37It'sысciousness,
01:38where there are enough people who have been exposed to privacy
01:39?
01:41What do you have been exposed to this,
01:42if there aren't the right forces?
01:43The sooner we answer all of these difficult questions,
02:13the sooner we will be able to end the concentration of public power among the few and the powerful.
02:55The areas where there are fat dynasties are also areas where there are cases of procurement-related corruption.
03:19That is clear to me and to our committee chair, Senator Ping Lakson.
03:23We must fulfill the constitution's mandate and now define and set the terms on what legally constitutes a political dynasty.
03:45For decades, the concentration of political power in the hands of few families has raised question about fairness, inclusiveness, and integrity of our democratic system.
03:58The framers of our 1987 constitution foresaw this danger.
04:02That is why Article 2, Section 26 of the Constitution expressly provides the state shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.
04:18At the heart of the problem, however, lies the constitutional gap.
04:22The provision itself is not self-executing.
04:25Ang ibig pong sabihin nito.
04:28The prohibition is clear but the mandate is incomplete.
04:32Because Congress has yet to define through law what constitutes a political dynasty.
04:50We must wrestle with difficult questions.
04:53Up to what degree of consanguinity or affinity should be considered a dynasty?
04:58Does it cover only elective post or should it also include appointive positions?
05:14Should the law apply only to simultaneous holding of power, sabay-sabay, or also to succession, sunod-sunod?
05:24Tatay-asawa sa legislative, anak-apo sa isang probinsya, sa isang bayan?
05:33Should we draw distinctions between the national-local levels?
05:54This vagueness has allowed a problem for this.
05:57Let me be candid to everyone here.
06:00I myself come from a family of emerging politicians.
06:04This, that is precisely why I say this issue is not about attacking families,
06:10but also strengthening the institutions and giving every Filipino a fair chance of leadership.
06:27Our people deserve a political system that is open, competitive,
06:34and truly representative of the nation.
06:36Thank you, Cody.
