During a House Energy Committee markup meeting before the Congressional recess, Rep. Cliff Bentz (R-OR) spoke about the SCORE Act and the caution that Congress must take with it.

00:02Thank you, Mr. Chair, and thank you for this.
00:03This is bill, and I want to compliment the, well, I'm sorry, to the bill.
00:09I'll get this right language here.

00:15Thank you, Mr. Chair.
00:17I want to begin by thanking staff and fellow members for the excellent work done on this bill,
00:22and I see clearly the need for the guardrails that have been referenced in previous presentations.
00:30I also see the essential need for incredible care that I believe has been exercised in crafting this bill,
00:39and by that I mean this is a business, an incredibly huge and valuable business to this nation
00:45and to the colleges that enjoy college football programs and to others.
00:51It seems to me that the enthusiasm expressed by some who have participated in these conversations
00:57is reflective of the fact that they're in positions of power,
01:03and the fear that I've seen expressed by other colleges reflects the fact that they're not.
01:08And this have and have not situation is incredibly challenging,
01:13and one I look forward to further discussions on during the course of this week
01:16before our next meeting on Wednesday.
01:19I am hopeful that we'll be able to address some of the issues that I've raised previously
01:25and that we've heard mentioned this morning,
01:27and I think we absolutely need to do something in this space,
01:31and it may well be this bill.
01:32But I must say there are concerns being expressed by colleges in my state that give me pause,
01:38and I look forward to discussing those with you, Mr. Chair,
01:42and I think we can probably reach some solution that fits this space.
01:47I have to say the power that we enjoy here in Congress, if that's the right word for it,
01:54the responsibility for carving out exceptions to antitrust law
01:58and for providing preemptions is enormous and once granted hard to reel back in,
02:06and therefore I look forward to the conversations that we've been having
02:12and look forward to next week.
02:14But today is a very, very important day, I think, for both the haves and the have-nots.
