The Kuala Lumpur Sustainable Declaration on Localising Asean Community Vision 2045 will be presented at the 47th Asean Summit in October as official input, Housing and Local Government Minister Nga Kor Ming said.

Speaking at the joint closing of the Asean Sustainable Urbanisation Forum (Asuf), the Asean Governors and Mayors Forum (AGMF) and the Meeting of Governors and Mayors of Asean Capitals (MGMAC) 2025 on Thursday (Aug 14), Nga — who also serves as UN Habitat Assembly president — said the declaration underscores that urban leadership and local voices are crucial to shaping Asean’s future.

He also launched the KL Call to Action for COP30, describing it as the “central engine” for driving Asean’s collective climate response.

00:01Your Excellencies, Honorable Ministers, Governors, Mayors, a very good afternoon and warm greetings from all of us in Malaysia.
00:11Firstly, the ASEAN Sustainable Urbanization Forum, ASUS, has reaffirmed and strengthened its alignment with ASEAN's CRI frameworks,
00:22namely the ASEAN Sustainable Urbanization Strategy, ASUS, and the ASEAN Community Vision 2045.
00:32Malaysia aims to launch an ASEAN and Sustainable Centre led by Urbanism Malaysia to support innovative, scalable projects
00:43and pairing cities' programmes aligned with ASUS and ASEAN Smart City Network priorities.
00:50Secondly, the ASEAN Governors and Mayors Forum, AGMF, has successfully adopted shared commitments,
01:00including promoting greater inclusions of women, youth, and indigenous people in urban governance.
01:08This reaffirmed the importance of bottom-up approaches in driving sustainability and inclusivity.
01:17On behalf of the Communists, we are honoured to formally submit the Kuala Lumpur Sustainable Declaration on Localising ASEAN Communities Vision 2045
01:30as an official input to the 47th ASEAN Leaders' Summit in October this year.
01:39This declaration sends a clear and urgent message that urban leadership is not a choice, it is a necessity.
01:52Local voices are not peripheral.
01:54They are pivotal.
01:55The future of ASEAN must not be written from top down, but co-authored by our cities, our communities, and our people.
02:08Those who live in the challenges every day and who hold the keys to the most enduring solutions.
02:15These milestones are not just agreement on paper, they are a living document and a promise of stronger regional cooperation and shared resolve
02:28to build cities that are resilient, sustainable, and people-centered.
02:33As President of the UN Habitat, I take note of the need for action on the ground.
02:41I hereby call for constructive and innovative action to ensure that cities and member states will work together to realise the ASEAN Vision 2045.
02:51I hereby will put forward to the COP30 Presidency a proposal to integrate the new urban agenda for the first time in the history
03:03into the United Nations Framework Convention on Climate Change, UNFCCC,
03:10so that environmental policies are not only adopted at the global level, but effectively implemented by local governments and communities on the ground.
03:24We must ensure that no one and no place is left behind in our urbanizing world.
03:32To further amplify this mission, I'm thrilled to launch the KL Call to Action for COP30, which is going to be held in Belém, Brazil, this coming November.
03:45The KL Call to Action initiative will serve as a central engine, driving our collective effort, and I urge everyone to not just participate, but to actively lead and champion this normal course.
04:00From this year's MDMAQ, I am pleased to share that all ten ASEAN capital cities, which I chair yesterday, with Dili as an observer, have agreed to establish a permanent secretariat in Jakarta to monitor
04:17and report on our commitment and support our incoming host, Manila.
04:25This will help us move from dialogue to delivery.
04:30With the generous support of the Governor of Jakarta, the Honorable Mr. Pramono Anung, the secretariat will help us coordinate, share resources, and manage projects on the ground.
04:43MDMAQ will work closely with UCLG aspect and UN Habitat, and we will coordinate through the ASEAN Sustainable Cities Platform and the ASEAN Secretariat to stay aligned with Vision 2045.
