03:19What do you say about criticisms that the House doesn't have the credibility to conduct its own investigation into flood control projects?

03:27I actually agree.

03:28Kabilang daw kasi sa pinaghihinalaan ang ilang mambabatas.

03:41I think we shouldn't get ahead of ourselves.

03:43Although the House, I believe, should assist in being able to identify where the anomalies are,

03:50I think it will be primarily the prerogative of the executive to be able to identify where these anomalies lie,

04:02given the fact that, again, the accused, so to speak, are within the legislature.

04:09Kaya sabi ni Quezon Representative at House Senior Deputy Speaker David Suarez,

04:14isang independent body ang mag-iimbestiga.

04:17We need a third party to look into it because, you know, mag-Congress kasi mag-iimbestiga,

04:22sasabihin na we're investigating ourselves, so dapat talaga may third party na mag-iimbestiga.

04:26Are you open to a third party investigation of the House and it's possible guys to conduct that?

04:31I don't see anything wrong with that.

04:33May pinatawag na House Committee on Public Accounts ang DPWH para magbigay linaw sa issue.

04:38Pero kuenestyo ni Navotas Representative Toby Tshanko ang hurisdiksyon nito.

04:42Kasama tayo sa tinitignan dito.

04:44So, Mr. Chair, gusto ko lang siguraduhin na talagang sinusunod natin ng stricto ang ating rules.

04:58Hindi po ba dapat ang committee na sumasakop dito ay yung good government and mas shoot siya doon?

05:07Yung pong Committee on Public Accounts principally is a committee assigned to the minority.

05:14And the minority would like to be very relevant on current issues.

05:18Kung hindi po nagpatawag ng meeting yung Committee on Good Government, kami po, inunahan na namin.

05:28Hindi pa na pag-uusapan ang tungkol sa flood control projects.

05:32Hinimay muna nila ang problema sa baha.
