01:03Budget Secretary Amenapangandaman says Wednesday, August 13,
01:06under the proposed 2026 national expenditure program,
01:104.6 billion pesos would be for confidential expenses,
01:13and 6.398 billion pesos for intelligence expenses.
01:17The Office of the President is allocated 4.5 billion pesos,
01:21the same amount since 2020.
01:23It is followed by the Department of National Defense with 1.8 billion pesos.
01:27If Congress approves this proposal as is,
01:30it would be the third consecutive year that the Office of the Vice President
01:33gets zero funding for secret expenses.
01:35The House in February cited her alleged misuse of confidential funds in 2022
01:40when it impeached her.
01:41Confidential expenses refer to surveillance activities in civilian government agencies,
01:46while intelligence expenses pertain to information-gathering activities
01:50of uniformed personnel related to national security.
01:54The Marcus administration did not request Congress funding for ayuda para sa Kaposangkita,
01:59or ACAP, the pet cash aid program of Speaker Martin Romualdez in the proposed 2026 budget.
02:05Budget Secretary Amenapangandaman says due to liminal fiscal space,
02:08they did not include ACAP for now.
02:11Last year, the Senate cut 39 billion pesos in ACAP funding
02:14from the proposed General Appropriations Bill for 2025 that originated from the House.
02:19But about 26 billion pesos was later restored
02:22after closed-door talks in the bicameral conference committee.
02:26It is still unclear if the 2026 House budget will include ACAP funding.
02:30Appropriations Chairperson Mika Swan Singh says in an interview
02:33that it is an ongoing discussion whether the House would fund ACAP.
02:37ACAP is a program under the Department of Social Welfare and Development
02:40that provides one-time cash assistance of up to 5,000 pesos to middle-class workers.
02:46Critics have expressed concern that ACAP funds have been used as a pork barrel of lawmakers.
02:53The Philippines Department of Foreign Affairs says it was seriously concerned
02:57about China's unlawful interference and a humanitarian mission
03:00for Filipino fishermen at the Scarborough Shoal.
03:02This, a day after two Chinese vessels collided in the West Philippine Sea.
03:07A China Coast Guard vessel collided with a People's Liberation Army Navy destroyer on August 11
03:12as the two were chasing the Philippine Coast Guard's BRP Suluan
03:15some 10.5 nautical miles away from Scarborough Shoal.
03:19The DFA says in a statement,
03:20quote,
03:21Their actions not only posed a grave danger to Philippine personnel and vessels,
03:25but also resulted in the unfortunate collision between the two Chinese vessels.
03:30The DFA adds,
03:31the Philippine Coast Guard offered medical aid and other assistance to the Chinese side.
03:35However, the CCG did not respond.
03:38Chinese maritime forces, whether the CCG,
03:41Chinese Navy, or the so-called Chinese Maritime Militia,
03:44routinely employ dangerous maneuvers against Philippine ships in the West Philippine Sea.
03:48Comedian Vice Ganda is not declared persona non grata in Davao City.
03:55Persona non grata is a Latin phrase meaning unwelcome person.
03:58This amid a supposed resolution letter from the Davao City Council circulating online
04:03declaring him persona non grata.
04:05It supposedly cites a recent comedic stint by the comedian
04:08during a collaboration concert with singer Regine Velasquez last August 8.
04:13Vice Ganda performed a parody of a viral ad song
04:16that supposedly mocked Duterte and his jet-ski remarks on the West Philippine Sea.
04:20The resolution supposedly encouraged Davao City residents,
04:24institutions, and private businesses
04:25to refrain from supporting products and services endorsed by him.
04:29The purported resolution is fake.
04:31It lacks the official seal of Davao City,
04:34which is present in official documents published on the local government's website.
04:37The document bears no date of passage or list of signatories,
04:41and the resolution number is left blank.
04:44The City Council of Davao has not yet released any announcement or resolution
04:47declaring Vice Ganda persona non grata in the city.
04:51Acting Davao City Mayor Rigo Duterte also debunks the claim.
04:54He says the City Council would rather tend to other priority policies and programs over
04:59quote,
04:59cheap insults and distasteful jokes made for clout.
05:03Four of Spades makes a surprise return with the release of Nanaman,
05:07with Blaster Silonga stepping up as the lead vocalist
05:10a month after the surprise reunion track Aura.
05:13Nanaman is the band's second track since its four original members,
05:16Unique Salonga, Zildo Benitez, Silonga, and Bajau de Castro, reunited last month.
05:22Silonga wrote the track, which carries a more upbeat, disco-inspired piece than Aura,
05:27exploring the dizzying realities of losing oneself when falling in love.
05:31He has been the band's lead guitarist and has also taken on lead vocals
05:34in many live shows since Unique Salonga left in 2018.
05:38The song and official music video were released midnight August 13,
05:42with Four of Spades credited as producers.
