00:00building narrative. And so that has a strong, that shift has a strong constituency on the
00:07ground in Gaza. And that's what I want to see empowered and elevated. And that's what I'm
00:15trying to do. And that's where I worry about what Prime Minister Netanyahu and this military
00:20operation and the mismanagement of the war, because it is killing. I do apologize. We do
00:25want to transition to the United Nations because the discourse is continuing down there in New
00:31York City. I apologize for interrupting your thought there. But we do want to get to those
00:36remarks really as quickly as possible. We always do appreciate your time here.
00:40Though at LiveNet from Fox after we did hear the Israeli Prime Minister there outlining some of
00:45those next steps that he's hoping, given this war with Hamas. So Amir Fuad al-Khatib, the director
00:54for Realign for Palestine, also a senior fellow there for the Atlantic Council. We'll check in
01:00with you soon, of course, as we follow the story. Thank you. Of course. We do want to step away for
01:06one brief commercial break, though, before we get out to the United Nations, bringing us back out to
01:11this live image. We are going to be hearing from several of these delegates there. This is a special
01:16session that is being hosted on this Sunday, given the situation that does continue down there in Gaza.
01:22And also following those comments made by the Israeli Prime Minister regarding the next steps.
03:30We want to bring you straight out here to New York City as we are seeing a special session
03:42being hosted today by the United Nations to discuss the situation in Gaza.
04:39France, once again, robustly calls upon Hamas to ensure their immediate unconditional release
04:46and to seize upon the ceasefire proposals rather than to, through its obstructionist attitude,
04:52to continue the plight of the population of Gaza.
04:57France calls for the disarmament of Hamas and for its surrender.
05:02Mr. President, the future of the Gaza Strip must be in the context of a future Palestinian
05:10state run by the Palestinian Authority.
05:15France will continue to mobilize for the implementation of the two-state solution, which is the only
05:20solution that can guarantee lasting peace and security for Israelis and Palestinians.
05:30And we did this at the New York conference that we co-chaired with Saudi Arabia.
05:36We call upon all states to join this collective momentum by endorsing the New York Declaration,
05:43which proposes concrete measures to preserve the two-state solution and to work towards the
05:48stabilization of the Gaza Strip.
05:51It also proposes the deployment of a temporary international stabilization mission to ensure
05:58the security of Israelis and Palestinians.
06:04Mr. President, after 22 months of suffering, the immense pain endured by the population
06:12of Gaza and the hostages must end immediately.
06:17For that reason, we call upon the government of Israel to reverse its decision to take military
06:22control of the Gaza Strip.
06:25France reiterates its call for an immediate and permanent ceasefire for the release of
06:30the hostages and for the massive, unhindered delivery of humanitarian assistance.
06:36I thank the delegation of France for their statement.
06:43I now give the floor to the delegation of Greece.
06:45Thank you, Mr. President, and thank you for convening this urgent meeting upon the request of
06:51the European members of this Council.
06:54I also wish to thank Assistant Secretary General Mr. Miroslav Agentsa and OTSA Director Mr.
07:01Ames Rajas-Singham for their briefings.
07:04Only days ago, the international community gathered in New York with a clear yet urgent message.
07:12The war in Gaza must end, the two-state solution must be realized, Palestinians, Israelis and
07:19all peoples of the region deserve a fair chance at peace.
07:23Yet recent developments seem to have pushed this proposal further out of reach.
07:30We condemn Israel's decision to further expand its military operations in Gaza, and we urge
07:36Israel to reconsider it.
07:39Such actions would endanger the lives of all civilians in Gaza, deepen the humanitarian suffering,
07:46and exacerbate the anguish over the fate of the remaining hostages.
07:53They would also worsen the already dire humanitarian situation in Gaza, and risk further loss of life
08:00and large-scale displacement of Palestinians.
08:03We strongly oppose any attempts to forcibly displace the Palestinian population, and reiterate
08:10that any potential annexation of Gaza or any other part of the occupied Palestinian territories
08:17would contravene international law and numerous Security Council resolutions, including Resolution
08:2323-34, would jeopardize regional stability and security, and would undermine the prospect
08:31of a two-state solution.
08:33Mr. President, the humanitarian crisis in Gaza is severe and worsening.
08:39Hospitals are overstretched, starvation and malnutrition, especially among children, are worsening, access
08:46to clean water remains limited, and civilians risk their lives daily in search of food.
08:53We cannot turn a blind eye to this tragedy.
08:57Nor remain silent while hostages continue to suffer at the hands of Hamas.
09:03We call once again for the immediate, unimpeded, and large-scale delivery of humanitarian aid to Gaza.
09:11The blockade must be lifted, civilians and humanitarian workers must be protected in accordance with
09:17international humanitarian law, and the work of the aid agencies should be facilitated.
09:24Greece has taken concrete steps to alleviate suffering in Gaza.
09:29Just yesterday, in close cooperation with the European Union and other partners of the region,
09:35we conducted an airdrop of food supplies over Gaza.
09:39We also stressed the need to fully implement the humanitarian steps agreed upon between Israel
09:45and the European Union to improve the situation in Gaza.
09:50The expertise of the United Nations systems, particularly UNRWA, is pivotal.
09:56In addition, OTSA, as we have just heard again today, has repeatedly expressed its readiness
10:03to initiate a UN-coordinated humanitarian plan in the event of a ceasefire or pause in hostilities.
10:11We reaffirm our unwavering support for the agency in this regard.
10:17Mr. President, Greece's position remains principled and consistent.
10:22We have repeatedly condemned the atrocities of October 7.
10:26Hamas ruling Gaza must end.
10:30All hostages must be released immediately and unconditionally.
10:35At the same time, the humanitarian crisis in Gaza must be addressed without delay.
10:41And we remain steadfast in our support for the international call to implement the two-state solution.
10:48Mr. President, violence in all its forms is never the answer.
10:54Dialogue and diplomacy are the only viable path to lasting peace.
11:00We, therefore, call on both parties to agree to an immediate and permanent ceasefire to secure the release of all hostages
11:09and to advance efforts towards a two-state solution in line with relevant Security Council resolutions,
11:16while guaranteeing Israel's right to exist in peace and security.
11:21I thank the delegation of Greece for your statement.
11:28I now give the floor to the delegation of Slovenia.
11:31Thank you, Mr. President.
11:33Thank you for convening the urgent meeting at the request of the members of the Council, including my own country, Slovenia.
11:44We thank Assistant Secretary General Yencha, as well as Director Rajas Ingram, for their briefings.
11:51Mr. President, each time we come to this chamber to discuss the situation in Gaza,
11:57we come thinking that we cannot possibly reach new debt.
12:01And yet, we convene again today, following the reprehensible announcement by the Israel Cabinet,
12:10that it intends to expand its military campaign and take control of the Strip.
12:16A plan of horror and destruction.
12:19A new law which Slovenia utterly rejects.
12:24A new law which will end in mass civilian casualties and suffering.
12:30A new law which will make Israelis less safe in the short and long term.
12:37A new law, in spite of continuous appeals from the international community,
12:43and from the numerous voices from Israel, to end the war.
