00:00I understand the president has now begun to speak on this announcement when it comes to the Golden
00:04Dome, and perhaps as well when it comes to Afghanistan. Let's listen in. I also want to
00:09recognize Senators Dan Sullivan, Kevin Kramer, and Jim Banks. Fantastic senators, great talents,
00:16great political talents, and people that love our country. In the campaign, I promised the
00:21American people that I would build a cutting-edge missile defense shield to protect our homeland
00:26from the threat of foreign missile attack, and that's what we're doing. Today, I'm pleased to
00:32announce that we have officially selected an architecture for this state-of-the-art system
00:37that will deploy next-generation technologies across the land, sea, and space, including space-based
00:43sensors and interceptors, and Canada has called us, and they want to be a part of it,
00:49so we'll be talking to them. They want to have protection also, so as usual, we help Canada.
00:56We'll do the best we can. This design for the Golden Dome will integrate with our existing
01:02defense capabilities and should be fully operational before the end of my term, so we'll have it done
01:07in about three years. Once fully constructed, the Golden Dome will be capable of intercepting
01:14missiles even if they are launched from other sides of the world and even if they are launched
01:20from space and we will have the best system ever built. As you know, we helped Israel with theirs
01:27and it was very successful, and now we have technology that's even far advanced from that,
01:34but including hypersonic missiles, ballistic missiles, and advanced cruise missiles, all of them
01:39will be knocked out of the air. We will truly be completing the job that President Reagan started
01:4640 years ago, forever ending the missile threat to the American homeland, and the success rate is
01:53very close to 100%, which is incredible. When you think of it, you're shooting bullets out of the
01:57air. I'm also pleased to report that the one big, beautiful bill will include $25 billion for the
02:04Golden Dome to help construction get underway. That's the initial sort of a down posit, and we have
02:12probably, you're talking about, General, we're talking about $175 billion total cost of this
02:20when it's completed. This afternoon, I'm also announcing that I will appoint, very importantly,
02:26General Gutlein to lead the ambitious new effort as the direct reporting program manager for the
02:33Golden Dome. Very talented man, and I'm very honored to have been the one that helped or really created
02:39Space Force. Space Force has turned out to be a tremendous success. We were third in space,
02:44and now we're number one in space by a lot. It's not even close. And Mike is a four-star Space Force
02:51General, the recipient of the Defense Distinguished Service Medal, one of the most respected people in
02:59the world having to do with defense. You know, we have offense and we have defense. I bet he's good at
03:03offense, too. And he has an unmatched background in missile warning technology and defense procurement.
03:10General Gutlein also knows that we need to move fast. No one is more qualified for his job,
03:16and everybody, this was a universal acceptance of General Gutlein. Everybody that knows him and
03:24knows everybody else has said there's only one man for the job, so I have a feeling we have the right
03:28guy. But now I'd like to invite Secretary Hegseth and the General to please say a few words and
03:34describe the system a little bit. And we appreciate you being here. The press has really been very
03:40fair over the last period of a couple of months. I don't know what happened to you. It was so much
03:45more exciting the other way. But you've been very, very fair. We have very high poll numbers,
03:50the highest we've ever had. And I think we're doing a great job. We had a tremendous trip to the
03:56Middle East, as you know. It was a really amazing trip. And now I came home, and this is the one I
04:02was really looking forward to this day, because this is very important for the success and even
04:08survival of our country. It's a pretty evil world out there. So this is something that goes a long way
04:13toward the survival of this great country. And as I said, we'll be discussing Canada. They want to
04:22hook in, and they want to see if they can be a part of it. And sort of makes sense. I guess that's what
04:27I was talking about from day one. You know, it just automatically makes sense. And it won't be very
04:32difficult to do, but they'll pay their fair share. Thank you very much, everybody. And Pete, go ahead.
04:37Well, Mr. President, add this to the long and growing list of promises made and promises kept.
04:44Ultimately, this right here, the Golden Dome for America is game changer. It's a generational
04:50investment in the security of America and Americans. Mr. President, you said, we're going to secure our
04:55southern border and get 100% operational control after the previous administration allowed an
05:00invasion of people into our country. President Reagan, 40 years ago, cast the vision for it.
05:07The technology wasn't there. Now it is. And you're following through to say, we will protect the
05:12homeland from cruise missiles, ballistic missiles, hypersonic missiles, drones, whether they're
05:18conventional or nuclear. And it's not lost on me, sir, also, that you had the vision to start the
05:24Space Force. And here we are in the when the others said we didn't need it. Here we are in the Oval
05:29Office with one of the leaders of the Space Force in General Gutlein leading the charge on putting in
05:35place a game changing Golden Dome for America. So sir, it's an honor to be a part of this bold
05:40initiative. We're going to get to work on it. We have been since you signed that executive order on
05:45January 27. We've been fast forward on this. We're here on this day. And this is just one stop
05:50in delivering this defense of the homeland, which is which is something you've charged us with doing.
05:55And we'll keep going until it is complete, sir. Thank you, Pete. Pete's doing a great job,
05:59by the way. Thank you very much. General, please. President, today is a great day for the nation
06:04as we double down on protection of the homeland. As you're aware, our adversaries have become very
06:08capable and very intent on holding the homeland at risk. While we have been focused on peeping the peace
06:15overseas, our adversaries have been quickly modernizing their nuclear forces, building out
06:20ballistic missiles capable of hosting multiple warheads, building out hypersonic missiles capable
06:25of attacking the United States within an hour and traveling at 6,000 miles an hour, building cruise
06:30missiles that can navigate around our radar and our defenses, and building submarines that can sneak
06:34up on our shores, and worse yet, building space weapons. It is time that we change that equation and
06:40start doubling down on the protection of the homeland. Golden Dome is a bold and aggressive
06:44approach to hurry up and protect the homeland from our adversaries. We owe it to our children
06:49and our children's children to protect them and afford them a quality of life that we have
06:54all grown up enjoying. Golden Dome will afford that. I greatly appreciate your trust in me
07:00and your nomination in me and your trust in the team to deliver this. It is a great day for America.
07:05And also, very importantly, we're the only ones that have this, we call it super technology,
07:10nobody else has it. And nobody else has nearly, really near what we have. So this is a very exciting
07:17project. This is something that will, I mean, the general said close to 100% protection. So that's
07:23something we need. I think it's a very, and everything's going to be made in the USA, by the
07:28way, very importantly. So it's something that I've been looking forward to for a long time. And I just
07:33noticed you too, Jim, you're standing there behind you as a very important document, Declaration of
07:37Independence. And that was in the vault for many decades under, right under this area.
07:45And vaults with pictures on top, you have Abraham Lincoln. You see, that was the original Abraham
07:50Lincoln, the original Washington. And does everybody know who the middle was? General Grant.
07:56And so it's very exciting. You look over here and above Ronald Reagan, you have Thomas Jefferson.
08:02That's Monroe from the Monroe document. And you know who that is, right? Andrew Jackson. So we have a lot of
08:12very exciting pictures. And on the other side, likewise, just some great, great presidents and
08:18great people on the, these, many of these, because people were asking about them, many of them, almost all
08:24of them were in the vaults, or nearby, but generally in the vaults downstairs, where we have some great,
08:30so it's, it's very exciting. And the place has become a little different than you first saw, Jim,
08:35right? Yes, much better. A little bit different, slightly better. But to think we had them in
08:40somewhere in the vaults for over 100 years. So it's pretty, pretty cool stuff. Everybody knows Jim
08:47Banks. He's a great congressman, and now he's a great senator from Indiana. And he might want to
08:53say a few words. Well, your legacy with Space Force, Mr. President, is already big, but, but the
08:58Golden Dome is going to be an even bigger legacy for our country. And Indiana is going to help you
09:03make it. The, the space satellites that are made in Fort Wayne, Indiana by L3 Harris, all the work done
09:09at Crane Navy Base in southern Indiana is going to be a big part of it. And Hoosiers are very proud of
09:13that. We're proud of you. Thank you very much. You're going to be a big factor. Thank you. And
09:17good luck. And congratulations. You won that race by a lot. That wasn't even, that wasn't even a
09:22contest, right? Well, thank you. Thanks to you and all of your support. Thank you very much. Thanks.
09:28Please go ahead. You missed that. This is a Senator Kramer, and he's, he's one of our best. Can't get any
09:35better. Go ahead. Well, you're very nice, Mr. President. And thanks for this. And I remember the day in
09:41your first term, when you called, I was a brand new baby freshman senator on the Armed Services
09:46Committee and said, you said, I want to have a space force. Would you lead the effort on the Senate
09:52Armed Services Committee? And I felt so proud thinking that you chose me and only to find out
09:57later no one else would do it. But nonetheless, it worked out really, really, really well because
10:01North Dakota has some great space assets and that contributed to that. And to Golden Dome, no surprise
10:08that you would be the one, the president that would come along and put the homeland first.
10:13And, and this is just one more example of that. So thanks for, for this and for, for allowing
10:18me to stop doing. By the way, let me just add my strong endorsement of General Goodline's
10:22role in leading this. I don't know anybody better, for sure, better equipped to do it than he is.

10:31Thank you, Mr. President. And thank you for your continued leadership on missile defense.
10:36We were talking earlier how in 2019 at the Pentagon, you laid out a speech about the missile defense
10:43review that had all these principles on missile defense that you articulated then during your
10:49first term. And now the Golden Dome is all of that. So you're continuing to lead. We really
10:55appreciate it. You know, the, the Congress is stepping up, as you mentioned right now in
11:00the budget reconciliation bill, $25 billion for the Golden Dome in what Senator Cramer and
11:06Senator Banks and I and many others, we're working on our, you know, I briefed you on
11:10this before, sir, on our Golden Dome Act, which we think we'll have in terms of legislation
11:16that can help cement what you're doing right here, getting the Congress behind it, not just
11:22with the funding, but with authorizations. So we're working closely with Secretary Hegseth,
11:27General Guttlein, the whole team. So we're very honored to be here, sir. And, you know,
11:31Alaska is the cornerstone of missile defense right now in terms of ground-based missile
11:35interceptors, in terms of radar systems and track incoming missiles. So my state is honored
11:41to continue to play a critical role in all of this and build on it. And we're really excited
11:46to be here. Thank you. Thank you very much, Dan. Great. Any questions?
11:50Mr. President, you had mentioned at the beginning of your remarks that this was a campaign promise
11:54of yours. Have military commanders asked for this system specifically? Because NORAD
11:59had said previously that the current system was adequate. So what does this get the United
12:04States that isn't already in before? There really is no current system. We have
12:08certain areas of missiles and certain missile defense, but there's no system. We just have
12:14some very capable weapons that hopefully we never have to use, but we have some very capable
12:20weapons. Now, this is a different league. There's never been anything like this. This
12:24is something that's going to be very protective. I think you can rest assured there'll be nothing
12:29like this. Nobody else is capable of building it either.
12:32Was it something that military commanders asked you for? Did they ask you to do this?
12:37Well, let me put it differently. I suggested it, and they all said, we love the idea, sir.
12:41Right. The way it's got to be, right? But they want it, and they wanted it badly once it was suggested.
12:46I don't know if they ever thought they would be lucky enough to have it, but we were able
12:51to get it done, and we have all the funding, so pretty much tucked away. I think most people
12:57feel it's very important to have. Yeah, please. Thank you, Mr. President. When you first announced
13:01this idea, critics said it would be prohibitively expensive, potentially ineffective, and could
13:06trigger an arms race in space. What do you say to those critics about that?
13:10Well, they're wrong. It's about as close to perfect as you can have in terms of real production. I told
13:17you Canada wants to be a part of it, which would be a fairly small expansion, but we'll work with
13:24them on pricing. We'll be dealing with them on pricing. They know about it very much. They've asked
13:28to be a part of it, actually. They've asked us to be a part of it. I think it's something that is
13:34great. If you can afford to do it, we can afford to do it. You know, we took in $5.1 trillion in
13:40the last four days in the Middle East, and when you think about it, this is a tiny fraction of
13:47that, but we make it all here. We're going to make it all here. We have one. I will tell you,
13:53an adversary told me, a very big adversary told me, the most brilliant people in the world are
13:59Silicon Valley. He said, we cannot duplicate, and we can't. This was somebody that I won't tell you
14:03it is, but you'd be amazed. We have the most brilliant minds in the world doing this kind
14:08of thing, the equipment, the space, the computers, everything. But I said that we just can't duplicate
14:14what you have there in Silicon Valley. We never have been able to. And this is a very strong
14:18group of people and very strong minds, but they can't. So we have things that nobody else can have.
14:26You see what we've done helping Israel with that. You probably wouldn't have an Israel. They launched
14:31probably 500 missiles altogether, and I think one half of a missile got through,
14:37and that was only falling to the ground as scrap metal. It's pretty amazing. And this is,
14:42in terms of technology, far advanced from that system.
14:47And just one follow-up on the adversaries. Have you addressed Russia's ventures in space with a
14:53space-based nuclear weapon and told Putin to stop in your conversations with him?
14:57We haven't discussed it, but at the right time, we will, yeah.
15:00Mr. President, with the goal of keeping Americans safe with this, can you talk about the timeline?
15:08How long will this take to complete?
15:10We think it's going to be about a little bit less than three years,
15:14and we'll have a big phase in very early. You know, we're starting immediately with $25 billion.
15:19It'll cost about $175 billion completed, but we think in two and a half to three years.
15:25Are you confident that you can get the funding needed from Congress quickly?
15:29It's amazing how easy this one is to fund. You know, some funding is tough and some is easy.
15:34When we say we're going to save everyone's lives in a crazy world, it seems to be very easy to get.
15:40Yeah, we've already spoken to everybody that we have to speak to. Everybody's in.
15:44I would say, Dan, everybody's in line here.
15:46Yes, sir. $25 billion is a down payment in the budget reconciliation bill right now.
15:50Yeah. So I think people actually love it.
15:54Mr. President, on Russia, are you worried about the reports on a military buildup along the borders towards Finland and Norway?
16:01No, I don't worry about that at all. They're going to be very safe. Those are two countries that are going to be very safe.
16:08And the second research, if I may, is Volodymyr Zelensky saying today that he's hoping for you to impose new sanctions on Russia.
16:15Are you considering that? Well, that's going to be my determination.
16:19That's going to be nobody else's determination. We'll see how Russia behaves.
16:23We see what's going to happen. You know, we have a pretty we have a pretty critical time right now to talk yesterday for two and a half hours with President Putin.
16:32As you know, I also spoke to all of the European or to many of them leaders, but they were representing the whole.
16:39And I think we had very good conversations yesterday. Please.
16:43Thanks, Mr. President. What companies have asked to be involved in building this system and have you decided on who will be building it?
16:50Yeah, I think I'll let you answer that. You can mention some of your years from Alaska is involved.
16:55And Alaska is a big part of it because locationally, they're sort of perfect.
16:59I think that's your first line of defense in certain instances.
17:02And Kevin will tell you that his state's involved.
17:07But honestly, all Georgia is going to be very big. Florida is going to be very big.
17:11They're all going to be very big. Jim, do you want to talk about Indiana?
17:14Yeah. In Fort Wayne, Indiana, where I live, we make all the space satellites, L3 Harris.
17:20Across the board, we're the top manufacturing state in the country.
17:23By the way, the tariffs have been very good for auto manufacturing in Indiana.
17:27They've been so good.
17:28But this is going to be really good for the defense industry in my state.
17:31And there's so much money involved here.
17:34There are going to be a lot of American companies involved in making the Golden Dump possible.
17:38You might also say you're talking about the tariffs.
17:40He has some of the biggest auto plants in the world moving into Indiana, only for one reason,
17:45maybe two reasons, November 5th and the tariffs.
17:49Okay.
17:49Yes, sir.
17:49But the tariffs have driven tremendous business into this country.
17:53But you have one of the biggest in the world being there.
17:56The Honda Civics.
17:57Right.
17:57The new Honda Civic made in Indiana.
17:59GM has added jobs.
18:00Eli Lilly moving pharmaceutical manufacturing from China to the United States, $27 billion.
18:07You go on and on with good news in Indiana and across the country because of the tariffs.
18:11Our country was cold as ice a year ago.
18:16And now we have the hottest country in the world.
18:18This is the hottest country in the world.
18:20Nobody even close.
18:21If you look at even this last trip that I made, the respect that is paid to our country.
18:26We went from being laughed at all over the world and now we're the hottest country in
18:32the world by far.
18:34Dan, go ahead, please.
18:35Yes, sir.
18:35Mr. President, I think when you look at the system that you've laid out, it's an idea in
18:40your executive order of a layered defense.
18:43So you have initial ground-based missile interceptors, which are made by some of the big defense companies,
18:50Lockheed, Martin, Raytheon.
18:52But the beauty of your vision, Mr. President, is that it's layered, it's open architecture,
18:58and it goes up into space.
18:59So this is going to be some of the new defense tech companies that are very interested in
19:05it and can bring missile defense at a cost that I don't think, you said it, Mr. President,
19:10is unimaginable in terms of how much lower the cost is.
19:14So it's all across the board in terms of companies, Senator Kramer and I just met with a bunch of them
19:19last week that are interested in this, and you said it earlier, Mr. President, our technology
19:26sector is head and shoulders above any other place in the world, and they're going to be
19:32a key part of this, and I think that's why it makes it so exciting.
19:35Mr. President, I think one of the things that's, and you alluded to this, the new autonomous
19:40space age defense ecosystem is more about Silicon Valley than it is about big metal, right?
19:47And so what's exciting about this is it makes it available to everybody to participate, to
19:54compete, big companies, mid-sized companies, small companies, but General Goodline is the
19:58perfect person, again, to sort all that out because he understands how it has to work together
20:03ultimately.
20:03And Pete, maybe we'll close with you.
20:07We have been discussing this for a long time.
20:09Pete and I used to discuss it when I was going to go on a show that he did very well and did
20:14tremendous ratings, but all he wanted to talk about was the military.
20:17He didn't want to talk about anything else.
20:19We used to talk about this.
20:21How about you closing it out?
20:23Yes, sir.
20:24I mean, like I said, without your vision willing to say and do things when other people wanted
20:29to look away and pretend like the threat didn't exist or be focused on foreign adventurism,
20:34some other threat that we've been told is affecting us.
20:37When you looked at the data, sir, from Russia to the communist Chinese and other and their
20:41capabilities, what they're trying to do to supersede us and threaten us, how do we find
20:46the best innovators, the best military leaders, the best companies, tech companies?
20:51You mentioned open architecture.
20:52That's exactly right.
20:53So multiple companies can pour into this, sir.
20:55It's a layered defense.
20:56So if you miss at one, you catch at the next, and it integrates existing technologies that
21:01can speak to each other so it moves quickly while also investing in further ranging space-based
21:07interceptors.
21:08So our enemies, our adversaries are going to pay a lot of attention to this, just like
21:12they have to President Trump from day one.
21:14Sir, you're defending the homeland, defending the American people.
21:17It's going to benefit my kids and grandkids, all of ours in this room.
21:21So thank you for your leadership.
21:22We're going to charge it as fast as we can.
