00:50Thank you very much. I welcome the President of the Legislative Plurinational Assembly to say its message to the nation on the bicentennial independence of Bolivia.

03:01Church in Bolivia and University Authorities, Vice Ministers, Representatives of Businessmen,
03:13Private Businesses, Brothers, Former Presidents of Bolivia, to all Bolivians that accompany
03:23us today through social media and television, brothers from the media, compatriots that live abroad,
03:42to all Bolivians, with the permission of the great Ahayo, with the permission of all those
03:52present in this historical room, with the permission of our sacred coca leaf, with the permission
04:04of our Mother Earth, I will address a few words on this occasion.
04:16That the eternal light shines evermore the unnamed heroes and consecrated heroes that laid down
04:32their lives for our sovereignty, for independence and the defense of our natural resources.
04:44Brothers and sisters, from the awareness, from the roots of the great majorities, we must acknowledge
04:58that the war for independence did not make us independent and free to all.
05:10The plurinational state, colonial, patriarchal, racist, and throughout centuries did not manage to solve the issues,
05:26basic issues of the majorities of the national territory.
05:31It did not have also the capacity to build the freedom of belonging to a Bolivian nation and build unity.
05:45It is moment to go over the conquests and defeats in this my centennial, the determination to build the plurinational state,
05:57for the well-being of all Bolivians continues to be the historical project most just and necessary of these 200 years.
06:12Since its installation of the plurinational state, the plurinational state needed the gathering between the north and the south,
06:24between the west and east, between up and down.
06:30As it is above has to be down, as it is to your right has to be to your left.
06:39We must find equilibrium to raise national flight with identity, with our own identity and destiny.
06:52This historical debt continues pending. We still don't understand and don't accept that the strength of our nation lies in the complementary management of the diverse.
07:10Still, we offend on differences and dishonor the opposite.
07:17Unfortunately, the convictions and opportunities were not enough to promote the sought-after national people.
07:30History teaches, but very often it is hard to learn, that being independent will recycle schemes of colonialism and we feed saboteurs of the nation,
07:45who are those that call for division and confrontation.
07:49We must recognize diversity as the greatest strength of our nation, needs, heal, the sense of complementarity understood as the principle that orders our connections, our relations and links.
08:10Complementarity strengthen national sovereignty and guarantees common well-being.
08:18In turn, division and confrontation do of the nation a vulnerable nation to the sacking of unnatural resources and left us defenseless before new impositions.
08:37So, for this, to avoid this, the solution is to continue to struggle.
08:44But it is unkind that building the nation from complementarity and break the cycle of divisionism and confrontation continues to be ignored,
09:00in the political circles of extremists, in the political scenario pre-election, political operators of the extremes,
09:11used different intentions according to their own interests, faithful to the reach of the truth,
09:27they fabricate to pulse and distort reality, while the people is left with a fracture that has not chosen and does not deserve.
09:42There are going to be firm reactions and convincing because the plurinational state is patrimony of the Bolivian people and is untouchable.
09:54Today, the people knows more and recognizes that during the two decades of the plurinational state,
10:06political actors involved have not built a plurinational government with their own roots.
10:13It is the moment to think how we want to build the groundwork of the plurinational government.
10:26So, we must choose two options, continue to advance on the grounds of colonialism of the four republican powers or, on the contrary,
10:36build a plurinational government, freed from the four institutions of the states and put an end to the sabotage of the nation.
10:49There will be no decolonization as long as the four colonial powers remain in the institutions of the state.
10:59A government with colonial structure cannot decolonize.
11:04We will not move forward as long as the political system inherited from the colony continues.
11:17There will be no well-being as long as the rights of Mother Earth are not complementary with the rights, with human rights, brothers and sisters.
11:29Despite all these absences and mistakes, the plurinational state and the will of welfare for all continues to be the most solid formula for the future of our beloved homeland.
11:45The implementation of the political constitution of the state in 2009 is the greatest challenge of the contemporary history of the Bolivian people, but it is not for the opposition of the extremes.
12:02From that extreme political opposition, they don't understand and we don't accept the plurinational state and its historical mission.
12:15From its birth, the plurinational state has been the scenario of sabotage and boycotts, where warlords of extreme policies show that we need to produce crises.
12:33The anniversary of Independence Day on the year of the bicentennial is for the great majorities of the country the opportunity to examine and curb the conservative forces against the plurinational state.
12:52The people will continue to defend firmly its patrimony, to limit gradually racism on any kinds of discrimination, democratization of the land, health and education, nationalization and industrialization of natural resources,
13:13the recognition of justice, the recognition of justice, of plural justice, the recognition of the rights of Mother Earth,
13:22the destigmatization of the sacred coca leaf, which has been unfairly condemned to extermination, distribution of wealth.
13:37No one will work our problems out. No one will give us anything. The only path is to defend our sovereignty, our natural resources, the conquests of the plurinational state to deepen and optimize them.
13:53For two decades, since 1985 to 2005, our country was a field for neoliberal experiments where the facade of modernization policies were tried as the privatization which meant a great sacking and treason and betrayal to the national
14:22national good. The punishment of the people did not wait. It arrived with insurrection for water, for gas, for taxes, for lands and territory and for life.
14:35During the last two decades, since the year 2006 to 2025, the political awakening of the year 2006 and the awakening of the pre-national conscience and awareness of 2020 determined that it is not enough to just reach the government if that structure continues with the grounds of colonialism.
15:00Today, people knows better. The change process will only continue when the government accepts that while these groundwork republicans and colonial continue, we won't be able to decolonize.
15:17While this system political of parties continue, the government will not be able to advance. A pre-national government with serial decolonization is the historical goal of the second stage of the process of change.
15:42The government of the process of change? The government of the pre-national state still remains trapped by a republic and system away from the plural thinking under international reality of our times.
15:58It hides technocracy and bureaucracy and corruption.
16:03in the political system continues the remains of warlords, giving life to the owners of parties
16:24and fanatic attitudes of its followers. Today the people know better, knows the true strength is not in words, it's in the organization and in social movements that will take the destiny in their own hands.
16:52Today the people knows that governments of left or right both will clash with the strength of resistance before this of our own thinking in the face of the foreign powers.
17:12To live well is our ultimate goal which is protected by the Constitution. The doctrine of well-being will be born from the grounds of the Union of the South together with the policies of its people.
17:30To live well is not a slogan, it's a conviction, it's a project. It's a way to live and to be on earth that challenges patriarchy and colonialism and capitalism.
17:47In times that we live, that we experience, no one will be safe alone. What we do for Bolivia, we do for the world and for life.
17:57Bolivia and the world experience an emerging cycle of recolonization, of servitude, of willing servitude.
18:09We live times we are experiencing life of darkness and crisis, of leadership in the world, lack of credibility, management that do not produce results, war of values and away from the truth.
18:28Humanity in the world knows that there is no one at the wheels. It feels deceived and it won't be deceived anymore.
18:38The old system of world power is broken in pieces. Policies contrary to equilibrium and freedom continues to the point, arrive to a point of no return.
18:50The plurinational state is a new system of self-governance that takes its first steps in a historical moment which is very complex that demands flexibility to strengthen its potential.
19:07Without results or mistakes, it is not possible to return to a moment of equilibrium.
19:18People and unity depend on the size of the achievements and comprehension of our mistakes to return to equilibrium.
19:29Against the thieves of capitalism, indigenous peoples, we are learning to walk with our own feet.
19:39Our indigenous peoples are beginning to think with our own heads from our roots, only recognizing our roots. Humanity will be free, denying itself to be submitted and humiliated.
19:56The indigenous peoples who are learning to walk with our own feet, self-governance to live well for the well-being of all Bolivians.
20:11Until Xhapacha will continue, Xhaya Bolivia, long live the pre-national state of Bolivia, long live the peoples of the world.
