Sam, un chimpanzé qui parle, est un agent réputé de la C.I.A. Avec l'aide de sa jeune partenaire Bondi James, il doit contrecarrer les plans d'Alpha Dog, un homme dangereux qui cherche à conquérir le monde. Sam se rend alors sur l'île Wolfhound, et découvre qu'Alpha Dog est train de mettre au point des chiens robots, les armes clés de son projet machiavélique. Lors de sa mission, le singe est perturbé par sa rencontre avec Rebecca, la fille du génie malfaisant. Etrangement, les deux commencent à se lier d'amitié...
