00:36chronic understaffing, and the shortage of mental health professionals in schools.
00:42They highlighted that the national average of one guidance counselor for 14,000 students remains far from the international recommendation of one per 250.
00:51ACTS noted that while the revised Anti-Bullying Guidelines are a positive development,
00:57the absence of support systems means that teachers will once again be burdened with responsibilities beyond their capacity.
