10:45این شهر بسیار مهم

10:47خوشمه

11:17why day zero was important we knew that if we were going to get through the drought crisis as a city

11:25we had to mobilize public support to drastically reduce daily consumption of water and so we had

11:32to get people to understand that this was a crisis serious enough that it could result in one day

11:38opening the tap and there being nothing coming out the taps running dry and that is what we called

11:45day zero the day at which there would be no fresh water left and that to a certain extent did have

11:52great success in mobilizing the public behind the the the idea of reducing their daily water

11:59consumption we also launched a public campaign called together we can defeat day zero to make

12:05it clear to the public that this is not something that was inevitable this is something that if we

12:09work together we could defeat together and we had a huge success in reducing consumption in fact

12:16comparatively we rank right up there among the very best performers in the world if not the best

12:25performers in the world in reducing our daily consumption from a high of about 1.2 billion

12:31liters a day to current consumption which is around 500 million liters a day so around a 50

12:37more than 50 reduction in in daily consumption uh so that was the purpose of the day zero campaign

12:44however there was also a flip side to the campaign it got global coverage it was uh you know being

12:52spoken about in newspapers around the world on news reports around the world and that had a profound

12:58effect on the southern the capetonian tourism industry which is the bread and butter of our economy

13:03and so what we needed to to show the world and and the public was that because of our excellent

13:11efforts in getting together to defeat day zero it was now unlikely to occur in 2018 and that if we

13:20continued our current low consumption patterns we would not have day zero in 2018 for more than a year

13:27we have not been able to flush our toilets with fresh water in cape town so people have been encouraged to

13:34use gray water only for flushing of toilets and more recently we've been limited to only 50 liters of

13:41water per day per person which means that you can usually only have about a 60 second or 90 second at

13:48most shower absolutely no bathing allowed and so you have to use and collect gray water wherever you can

13:56around the house uh in order to uh to wash dishes in order to flush the toilets uh and pot if you want to

14:07in order to use it to to water your garden as well you're absolutely not allowed to use fresh water to water

14:13your garden so uh capetonians have really invested massively in in gray water collection and rain water

14:22collection so you will see now very commonly in most uh homes you know middle class homes in cape town

14:31those who can afford tanks uh they have they have undertaken the expense and the investment

14:38and bought rain water collection systems for themselves some have even gone further than that

14:43and installed you know full-scale gray water collection systems in their homes

14:48some have gone further and installed pumps that use that are able to pump the rain water and gray water

14:55directly into their toilet cisterns so depending on the financial capacity of of families people have

15:03invested massively in saving water and bringing down consumption you will hardly find a a home in the

15:10suburbs of cape town that does not have rain water collection now and people are using that to water their

15:15gardens to wash their cars to flush their toilets uh you know even to wash clothes so they really have

15:22come to the party in a magnificent way yeah i think we will we will emerge from this drought uh having

15:30incredibly improved our awareness of the scarcity of water and the precious nature and and and value of

15:41water in our lives and we will never again be so wasteful with water as we were in the past i hope i hope i hope

15:48we will never return to that wastefulness and that capetonians will continue this so i think it's a crisis that

15:54won't be wasted uh it's a crisis that that cape town will use to emerge stronger and much wiser as to the value of water

16:01even here you know we are doing this interview now in in dakar in senegal which is uh right on the border of the

16:07the sahara desert it's a very water scarce area uh and you know staying in a hotel one feels terrible

16:16even flushing the toilet because i haven't done that in cape town for more than a year

16:20and to see that wonderful beautiful fresh water just being flushed down the toilet seems like a criminal waste

16:28so that is the mindset that is now formed uh in cape town and i hope it survives after this long after

16:35this crisis is gone so as i said cape town has periodically experienced droughts in the past

16:42but nothing close to the severity and duration of this drought and so when we got to the third year of the

16:49drought we realized that we would have to take urgent steps to uh to provide new water what we call water

16:58augmentation in the short term and we also realized that we had to start preparing ourselves for what

17:05we call the new normal which is a sustained permanent lower rainfall pattern in cape town

17:10and so it was at that point that we began the process of investigating how to invest in aquifer

17:18extraction which is what we are doing already and in desalination plants so what has happened in the

17:27interim is that we have proceeded with the aquifer extraction we have now uh six aquifer drilling

17:34sites in the city of cape town which are already producing yield every day and we are undergoing a

17:41process of of investing uh in medium scale desalination plants which will be constructed over the next few

17:49years uh which will provide a basic level of water security for us going forward so that if ever

17:55or if this drought persists now or if there is ever such a severe drought again in the future then we

18:02will have the ability to withstand it uh as a city

18:05two years ago in the conference rozenberg which is in cape town which is in cape town which is in

18:13When I'm going to get it, it makes me feel like I'm going to get it into my own situation.

21:00So the city experienced a drought, which was a 1 in 600 year event, which resulted in the city almost running out of water.

21:13So our dams went down to under 20% and if they had reached 13% it would have meant that the city couldn't provide water to its citizens

21:23and that was dubbed day zero, the moment when the municipality couldn't provide water to households.

21:30We got to a stage that the dams reached a collective capacity, the lowest number I think was around 16% or 17%.

21:47So at 13.5% we would have hit the day zero scenario.

21:56So it got very close and we were really saved by less water use by farmers largely.

22:05They donated at least two weeks of water supply into the system

22:08and the fact that water conservation was very, very closely followed.

22:14So the key that the city did to avert the crisis was to reduce our demand

22:26and that was about putting in meters and leak detection, raising our tariffs

22:33and communicating extensively with the public on reducing water, but I think we learnt a lot of other lessons from the drought as well.

22:42We learnt that the city is affected by climate change, our rainfall is going to reduce by 25% in the next 20 or 30 years.

22:51We also learnt that you can't build your way out of a drought, there's not enough time during a drought to really respond.

22:57And we also learnt that from that we need to be resilient going forward.

23:02We need to use not just rainfall but groundwater, desalination and reuse for our future supply.

23:08And lastly, we've used the drought to build what we hope will be a world-class utility that funds itself through its own revenues

23:19and is customer-oriented and is able to deliver services at the world-class level.
