00:56at Southern Philippines Medical Center

00:58sa Davao City.

00:59Ikalawang paglilinaw ng DOH

01:01para ito sa basic accommodation

01:03o yung tinatawag na ward

01:05sa mga DOH hospital.

01:07Basta huwag lang kayo nasa private

01:08kasi pag nagpunta ka sa private

01:10may bayad yung doktor,

01:11may bayad yung room.

01:13Basta nasa basic accommodation ka ng DOH,

01:15bayad na bill mo.

01:17Ayon sa DOH,

01:19sa ngayon,

01:20hindi kasama sa zero balance billing

01:22yung mga ospital na

01:23government-owned and controlled corporation.

01:25Ito yung

01:26Philippine Heart Center,

01:27Lung Center,

01:28National Kidney and Transplant Institute,

01:30at Philippine Children's Medical Center.

01:32Yung GOCC kasi,

01:34it has more private rooms

01:37than the basic accommodation.

01:39Kasi yung GOCC,

01:41they earn income

01:42and then it subsidizes the ward accommodation.

01:45Pero pag na-admit ka sa,

01:47meron kaming mga packages doon,

01:49yung mga benefit packages na,

01:51like for example,

01:52sa heart,

01:53yung PCI package,

01:55na co-cover nila na,

01:58wala nang babayaran yung patient.

02:00Sabi pa ni Herbosa,

02:01pinatupad na ito sa DOH hospitals noong Mayo

02:04o bago pa man i-anunsyo ng Pangulo.

02:06Ang no-balance billing,

02:08essentially it's a field health coverage

02:11for all our patients

02:13for government hospitals.

02:15We ask for the field health membership.

02:19So one, we ask for the ID.

02:21Then if the patient cannot provide the ID,

02:25meaning baka hindi siya member,

02:28the hospital will facilitate

02:30for the enrollment of the patient

02:32to the PHIC or field health.

02:35Ilan na ito yung guarantee letter

02:39Ang pondo para malibre sa hospital bill,

02:43sasagutin ng field health

03:41and all other hospital services pa.

03:44Isa rin sa kadalas ang pinagkakagastusan

03:49ang paggamit ng mga hospital equipment.

03:51Pero sabi ni Herbosa,

03:53may sapat na kagabitan naman daw

03:54ang mga DOH hospital.

03:56Aminado ang DOH,

03:57bilyon-bilyon ang pondong kailangan lalot.

03:59Inaasahan daw niyang lulobo

04:02ng 20% ang pasyente sa mga DOH hospital.

04:05Pero hindi naman umano duduguin

04:07sa gastos ang gobyerno.

04:09May budget talaga kami.

04:10Capital outlay, personal services

04:12and maintenance and operating expense.
