00:28Hello, viewers. I'm Sheeb Naath and you're watching Democratic News TV.
00:35Now, we dive into a growing national controversy.
00:39As Bihar prepares for its upcoming assembly elections, a special intensive revision of electoral rolls has sparked outrage.
00:48At the heart of the debate, exclusion of Aadhaar, fears of disenfranchisement and accusations of voter suppression.
00:55Is this a democratic safeguard or a silent purge?
01:00Stay tuned as we break down the entire issue.
01:04The Association for Democratic Reforms, Aadhaar, a prominent electoral watchdog,
01:10has filed a sharp rejoinder in the Supreme Court against the Election Commission of India's ECI, Special Intensive Revision, Sir, of electoral rolls in Bihar.
01:25What are you doing?!
01:39Well, I would lose...
01:41Right here I see.
01:44Okay, cool.
01:48Thanks.
02:48The most widely held identity document for electoral verification lacks rationality and fairness.
02:56The NGO further stated that the 11 documents the ECI has accepted are equally prone to misuse and can be acquired using fake or false paperwork.
03:06More troubling, says ADR, is the lack of a defined process in the current CERP.
03:12Electoral registration officers, EROs, are granted excessive discretion without adequate checks.
03:20Some EROs reportedly handle enumeration forms of over 3 lakh voters, raising concerns over administrative capacity and transparency.
03:30Media reports indicate that in many cases, forms are being filled out without the voter being present.
03:37This, ADR warns, can result in arbitrary decisions and potential large-scale disenfranchisement, especially among marginalized voters who lack proper documentation.
03:49With elections in Bihar expected by October-November 2025, the short timeline poses risks to eligible voters who find their names missing from the revised rolls.
04:01ADR also challenged the ECI's rationale.
04:03ADR also challenged the ECI's rationale.
04:04ADR also challenged the ECI's rationale.
04:05that the CERP is necessary due to voter migration.
04:09ADR also challenged the ECI's rationale that the SIR is necessary due to voter migration,
04:34saying that electoral roll updates are already an ongoing process nationwide.
04:40It accused the ECI of shifting the burden of proving citizenship to existing voters,
04:46a move that contradicts Supreme Court judgments which affirm that those already on the electoral roll are presumed citizens.
04:54Furthermore, ADR cited the 1985 Inderjeep Barua case and 1995 Lal Babu Hussein verdict
05:02to assert that the ECI has no legal right to presume existing voters as non-citizens without due process.
05:10The NGO warned that the entire SIR operation could violate constitutional rights under Articles 14, 19, 21, 325 and 326
05:21and does not adhere to provisions under the representation of the People Act 1950.
05:32The Nismina and the National Recurderment
05:45What?
05:45The Nismina and the Nismina and the Nismina and the Nismina and the Nismina and the Nismina.
05:53In its defense, the ECI has asserted that it possesses plenary powers under Article
06:22324 of the Constitution and Section 21 of the Representation of the People Act 1950 to
06:30conduct such revisions. The poll body insists that the SIR is essential to cleanse the roles
06:37of inaccuracies caused by urban migration, deaths and duplications. As of 25th July, the last day for
06:45form submissions under SIR, the ECI reported that 7.23 crore enumeration forms had been
06:52received and digitized. However, data reveals that approximately 66 lakh voters may not find
07:00their names in the upcoming draft role set to be published on 1st August. Among these,
07:0622 lakhs are reportedly diseased, 7 lakhs are duplicates and 35 lakhs have either migrated
07:13or couldn't be traced. Another 1.2 lakh enumeration forms are still pending.
07:19The ECI says all major political parties in Bihar, including the BJP, Congress, RGD, JD, U and
07:29others have been given voter data lists for verification and claims can be filed between 1st August and
07:361st September. The SIR exercise has triggered an uproar in Parliament. Leaders from the India
07:44Bloc, Rahul Gandhi, Priyanka Gandhi Wadra, Rabdi Devi and Mahua Moitra have accused the ECI
07:51of acting as a political tool of the BJP.
07:54Voter deletion, voter addition, new voters who are way above 18, so we have caught them.
08:04Okay, and I want to send a message to the election commission. If you think you are going to get
08:08away with this, if your officers think you are going to get away with this, you are mistaken.
08:12You are mistaken. You are not going to get away with it, because we are going to come for
08:15you. Protests rocked both Lok Sabha and Rajya Sabha for five consecutive days, with opposition
08:21MPs marching to Parliament, raising slogans like Save Democracy and Stop Vote Bandi. In a
08:29symbolic protest, Congress President Mallikarjun Khadge and other India Bloc leaders placed their
08:35posters in a bin outside Parliament, calling the exercise a disguised National Register of
08:41Citizens, NRC, attempt targeting Dalits, Thiawan BILS, backward classes and migrants.
08:48Khadge wrote on X that the Modi government is trying to reduce voter strength of the marginalized
08:54to rewrite the constitution as per Manusmriti. He also accused BLOs in Bihar of prefilling forms
09:01on behalf of voters without consent, potentially sidelining entire communities from casting votes.
09:10TMC MP Mahoa Moitra alleged that the ECI is now functioning like a department of the ruling
09:16party, calling the SAR process unprecedented in Indian history.
09:21Union Minister Chirak Paswan defended the SAR exercise, stating that such revisions have taken
09:27place at least four times before. He assured the public that no genuine citizen will be harmed,
09:34but illegal infiltrators would be stopped from manipulating the electoral system.
09:39On the ground, nearly 1.60 lakh booth-level agents, 77,000 BLOs and over 3,000 officers are reported
09:48to have participated in the month-long SAR drive, starting 24th June.
09:53The ECI maintains that 99.8% of Bihar's electorate has been covered and that any errors can be corrected
10:01during the claims and objections window in August.
10:05To counter Priyanka Gandhi's allegation that voter lists weren't provided to parties,
10:10the ECI even posted a fact-check video on social media declaring her claims incorrect.
10:17However, critics argue that the timeline is too tight and the impact on thousands of legitimate voters,
10:24especially those without documents or technological access, may be irreversible.
10:30As Bihar gazes up for its crucial assembly elections, the storm surrounding the special intensive revision
10:37of voter rolls raises serious questions. Is this a genuine effort to clean the rolls,
10:43or a calculated attempt at voter cleansing?
10:47With court battles, political protests, and citizen fears mounting, one thing is clear,
10:53democracy is not just about votes, but about who gets to vote.
10:58This is Sheebnath, signing off for Democratic News TV.
