During a House Homeland Security Committee hearing on Wednesday, Rep. Al Green (D-TX) spoke about Acting FEMA Administrator David Richardson's response to deadly flooding in Texas.

00:00From Texas, Mr. Grain. Thank you, Mr. Chairman. Mr. Chairman, I'm concerned about children.
00:09I'm concerned about the 37 children who've lost their lives to the Guadalupe River in Texas.
00:17I'm concerned that we're not having a hearing to address the needs of these families.
00:23These are people who had their children at a summer camp.
00:35They expected to pick their children up.
00:39They didn't expect to see their children waste away.
00:44Many of them haven't been found.
00:48I'm concerned about children, too.
00:51But I'm concerned about all children.
00:54I don't segregate children.
00:56I don't conclude that some children have lives that are worth more than others.
01:01I want to see something done about those children.
01:04Why aren't we having a hearing to deal with the needs of the people of the state of Texas?
01:11And other states, too, that may have similar needs.
01:14I don't segregate.
01:16I integrate children.
01:18Let's do something about all children.
01:21And to proclaim this hearing to be one that is related to charities.
01:32I'm going to defend Catholic Charities.
01:36I don't believe you think that Catholic Charities would have 65,000 children mistreated.
01:43I just don't believe you think that.
01:47I don't think so.
01:50Catholic Charities does an outstanding job.
01:52I would love to think that we could resolve all of these things today, but apparently we cannot.
02:03Let me go to something that I think would be relevant for this hearing as it relates to the state of Texas.
02:08This, my friends, is a picture of Mr. David Richardson, missing.
02:22Have you seen the acting FEMA administrator?
02:32Where is he?
02:34Why is he not here?
02:36To help us understand what's happening to those children in Texas.
02:41To explain to those parents why FEMA has been feckless and ineffective.
02:47I have intelligence in my hand, indicating that an internal FEMA assessment ordered by David Richardson,
03:01the current senior official performing the duties of FEMA administrator, dated May 12, 2025,
03:08paint a dire and deeply troubling picture.
03:16According to these internal reviews, FEMA is fundamentally unprepared to respond to national emergencies
03:26due to severe workforce reductions,
03:30hello, workforce reductions,
03:34terminated contracts,
03:35and systemic management
03:38under the current Trump administration.
03:42I care about all children.
03:45I want to help resolve any issues
03:49that we have with children.
03:54I don't want to see us decide
03:56that we can't have a hearing to deal with this man who's missing in action.

04:05Missing at a time when he ought to be on the ground
04:08in the state of Texas.
