00:41And in a city filled with Victorian terraces and dense residential streets, parking is already competitive.

00:54could find it nearly impossible to benefit from the scheme.

01:05So, if the spot isn't open, you can't charge.

01:09The gullies will be installed and owned by the council, paid for by the applicant,
