During remarks on the Senate floor Wednesday, Sen. Jacky Rosen (D-NV) spoke about an amendment that would protected funding for global health programs from the Republican rescissions package.

00:02Mr. President, I call up my Amendment 2878, and I ask that it be reported by number.

00:10Senator from Nevada, Ms. Rosen, proposes Amendment 2878 to Amendment 2853.
00:17Mr. President, I rise today to speak on behalf of global health.
00:22Global health programs, well, they save lives, they grow economies, they create more stable societies.
00:27And this cruel bill eliminates $500 million in global health funding that would gut family planning programs.
00:37That means that 47 million women and couples could lose access to essential care around the globe,
00:43and tens of thousands of women will die as a result.
00:47When women have the right to decide when and how many children to have, they succeed.
00:53Families succeed.
00:55This means we spend less, not more, in foreign assistance.
00:59My amendment makes sure women have the ability to make decisions about their own bodies, their lives, and their futures,
01:04and we will all be better for it.
01:07I urge my colleagues to support the Rosen Amendment.

01:17Thank you, Mr. President.
01:18President, I object to the senator's motion to strike the provision that protects taxpayer dollars
01:24from funding foreign abortion programs through the global health program.
01:29And the American people agree with me.
01:32I've got a poll right here.
01:3573% of Americans oppose or strongly oppose using their tax dollars to support abortion services in other countries.
01:47While the substitute amendment protects critical life-saving initiatives in the global health account,
01:55including maternal and child health care,
01:58there is absolutely zero, nada, not, no reason that taxpayers should be funding abortion programs abroad.
02:08We are $37 trillion in debt.
02:13The American people are demanding fiscal responsibility,
02:17and they do not want their hard-earned tax dollars funding a far-left agenda
02:23that violates their closely held beliefs,
02:26especially when it comes to protecting the dignity of human life.
02:32I urge a no vote on this amendment.
02:35The question is on the amendment.
02:38I ask for the yays and nays.
02:40And if my Republican colleagues were so worried about the debt,
02:43they wouldn't have added $3 trillion to the reconciliation.
