At today's House Homeland Security Committee hearing, Rep. Lou Correa (D-CA) warned that ICE is detaining U.S. citizens.

00:00And I now recognize my friend from California, Mr. Carrere, for five minutes for his questioning
00:06of the witnesses. Thank you, Mr. Chairman, and I do hope to continue to work with you as a friend
00:12here in this committee. I would also, though, want to point out that some of our witnesses have to
00:18be careful with the testimony. Mr. Rosa has pointed out Catholic Charities as being one of
00:25those organizations that receive funding. I'm a Catholic. I'm kind of disappointed in that.
00:35Why? Because of what the chairman said. This Catholic Charities does good work,
00:43and you pointed out somebody who got money to do something that was unethical or illegal.
00:49Thank you. But, Mr. Chairman, big job here of this committee is oversight, okay? Homeland Security's
01:02budget is doubled. The mission, as was pointed out, some of the witnesses here today, was to go after
01:10undocumented criminals. Yet, back home every day, we're a peaceful, loving community. Masked ICE agents,
01:23no badge, no identification, grabbing people off the streets on the suspicion that they may be
01:33undocumented. Today, 70% of those apprehended undocumented are not criminals. They're hardworking
01:42taxpayers. Recently, a pastor in Florida that had been here for 20 years with a stay of removal was
01:52arrested. All of you have known, told you the story, I'll tell you again. Father, 25 years, not a traffic
02:02ticket to his name. Father of three Marines, was apprehended. DHS recently raided a church in California.
02:15Sanctuary. I thought we're supposed to go after criminals. What authority does DHS have to go after
02:26our churches? Are these the right people? Not quite sure. Are we creating a national federal police here
02:35with unlimited powers? But, you know, let's not talk about undocumented here. Let's talk about U.S.
02:44citizens, okay? Countless U.S. citizens being detained in this country.
02:51In my district, an attorney, woman, female, walking down Centennial Park, apprehended by ICE, did not
03:02touch, did not do anything offensive to the ICE agent, was arrested, put in a van with no windows,
03:11cuffed, taken to a detention center for hours.
03:15What are we coming to? Many stories like that. U.S. citizens being detained by ICE, not for a few
03:27hours, but for a few days. So are U.S. citizens speaking with an accent? U.S. citizens. Do I have to
03:37carry around a passport now? Do I have to tell children that are American citizens to have their
03:43ID and passports with them? Is that what we're coming to? Mr. Chairman, I want to work with you.
03:52Let's work on oversight, okay? A lot of these ICE agents, their performance, are probably going to
04:01rely on that defense called qualified immunity when they do things like violate our constitutional rights.
04:08What's our defense for not doing a job of oversight? Facial recognition technology now?
04:17Everybody now, citizens or not, U.S. citizens, facial recognition technology without your permission,
04:25without a warrant. We should, Mr. Chairman, today have Todd Lyons, acting director of ICE,
04:32come before this committee and explain what's going on. Mr. Chairman, pursuant to Clause 2 Sub-K Sub-6 of
04:41Rule 11, I move that the committee subpoena Mr. Todd Lyons, the acting director of ICE.
