00:07built for our terrain and our needs are crucial.
00:11We cannot rely on imported niche technology
00:14that are crucial for our offensive and defensive missions.
00:17We must invent and build and safeguard ourselves.
00:21So, when we design, make and innovate at home,
00:23we secure our secrets, cut costs,
00:25retain the initiative to scale up production
00:28and maintain round-the-clock readiness.
00:31Our Honorable Raksha Mantri has rightly said
00:33that adhivartha is not a choice, it is part of a duty.

00:51that are crucial for our offensive and defensive missions.

00:57Dependence on foreign technologies weakens our preparedness,
01:02limits our ability to scale up production,
01:04results in shortfall of critical spares for sustenance
01:07and round-the-clock availability.
01:09Another important aspect of this capability
01:11is that foreign weapons and sensors,
01:13their capabilities are known to all
01:15and adversaries can predict our tactics and doctoral concepts
01:18based on the capabilities of this particular system.
01:20So you may have today on very modern aircrafts,
01:24air-to-air missiles so say ranges are known to us
01:27or they are known to the adversaries also.
01:29At the moment, if they are imported,
01:32then obviously the adversary can keep out of those ranges
01:35and develop tactics accordingly.
01:37So this becomes a severe limitation.
01:38But if you are developing systems with your own,
01:42their capabilities are not known to the enemy
01:44and that may add an element of surprise
01:47when actually you are face-to-face
01:49in the initial encounters at least.
01:51So when we design, make and innovate at home,
01:54we secure our secrets, cut costs,
01:57retain the initiative to scale up production
01:59and maintain round-the-clock readiness.

02:06it's part of a duty.
02:08In warfare, you cannot win with yesterday's weapon systems,
02:12in today's warfare.
02:13In fact, today's warfare has to be fought
02:15with tomorrow's technology.
02:16And happy to note that this workshop is deliberating
02:19on crucial issues for indonization
02:22and improvement in existing US and counter-US capabilities.
