During her remarks at Turning Point USA's Student Action Summit on Saturday, Secretary of Homeland Security Kristi Noem spoke about the response to the deadly flooding in Texas.

00:00I'm also very proud of the fact that I have the superadvisory authority over the
00:09US Coast Guard. Aren't you proud about what the US Coast Guard just did in Texas
00:13to help those individuals? Texas just went through an incredibly credible
00:22tragedy with the flooding event that happened and is still looking for their
00:26loved ones and for children and have been absolutely devastated and the
00:30individuals who showed up there from the Coast Guard from Border Patrol those
00:35individuals from the BORTAC teams from FEMA that showed up immediately and
00:39supported that state in its response to its individuals I'm so proud of them
00:44because for the very first time we acted in a way that disaster response should
00:49you know the way statute lays out is that every emergency that happens in this
00:54country should be locally executed that means the people that are closest to
00:59that emergency need to be the ones making the decisions to respond to people it
01:03should be state managed which means the state makes the decisions on how they're
01:08going to universally handle this disaster and the federal government our role
01:12should be to support we should be there to support we shouldn't be making the
01:16decisions we should be sending the support that is necessary to get that state
01:24through that situation and that's exactly how we implemented it in Texas and are
01:28continuing to do so to support Texas as it gets through this and at the exact same
01:33time New Mexico was flooding North Carolina had some flooding events going on
01:38and we continue to stand on watch to make sure that we're there to support
01:41people across this country regardless if you're Republican Democrat independent if
01:45you love freedom and if you love this country we are going to be there for you
01:49to help support you and get you through the most challenging days of your lives
01:57now I'm here tonight and I'm not going to talk much longer I guess it says I have
02:0319 minutes I'm not going to talk that long but what I do want to talk to you
02:07about is that you guys are the future people will tell you throughout life that
02:12there are things that will determine what you're going to be they will tell
02:16you that the family that you're raised in or the city that you're in or the
02:19community is is going to impact your future I would disagree with that people
02:24will tell you many times that your education will determine who you're going to
02:28be and what you will be it'll open up doors for you and create new
02:32opportunities I would say that I disagree with that our Department of Homeland Security
02:36interacts with all of those areas it interacts with even the jobs that
02:41you're going to have the one thing I want to remind all of you here today and
02:45one of the important reasons why I think it's in that you should recognize
02:49that you are here is because what still makes the world move what still will
02:53determine your success in life is relationships is the people that you meet
02:58the people that you spend time with the people that you talk to I would
03:03encourage you to continue to stay involved to go out there and to come to
03:07conferences like this meet people go shake hands you never know when the next
03:11person that you meet may be your next mentor that will give you the greatest
03:15advice that turned your life around that changed everything for you the next
03:19person you meet may be the person that gives you a reference for your next
03:22internship or your first job position that you get or maybe the
03:26scholarship that you need to get the degree that you want maybe you will meet
03:30somebody when you show up for an opportunity when that door is open that
03:34will be your next business partner don't leave this conference without
03:38recognizing that the most valuable thing that you gained here was the
03:42relationships that you built the people that you talked to and the people that
03:47you were with
03:52I've got a team around me and staff with me that every single day helped me do the
03:58job that I do and I'm so proud of them
