00:00U.S. President Donald Trump said that he would increase tariffs on neighboring Canada to 35%.
00:07Ursula von der Leyen and her commission survived a motion of censure tabled against her by the far right in the European Parliament on Thursday.

00:30U.S. President Donald Trump said that he would increase tariffs on neighboring Canada to 35%.
00:38He said these tariffs were aimed at pressuring Canada to curb fentanyl trafficking,
00:43despite limited evidence of significant flows, and to address what he described as unfair trade practices.
00:51The letter, addressed to Canadian Prime Minister Mark Carney,
00:55marks a sharp increase from the 25% tariffs which Trump imposed in March.
01:00Carney was elected to office in April on a platform of assertive foreign policy.
01:05Since then, he has sought to distance Canada from the U.S.
01:09while seeking to strengthen its ties with the European Union and the U.K.
01:14Canada has previously responded to earlier tariffs with retaliatory measures and pushed back against Trump's repeated jabs,
01:23including that Canada could become the 51st U.S. state.

01:38Russia's latest wave of unprecedented attacks against Ukraine has dominated discussions here
01:44at the fourth edition of Ukraine's recovery conference that is taking place here in Rome.
01:50In June alone, Russia launched around 5,500 drones against Ukraine, a record number.
01:57Now, on the first day of the conference, Ukrainian President Zelensky, speaking to journalists,
02:02said that as Russia wants to continue the war, unity among countries is the only way to stop the fighting.
02:10He also said that it's important to have guarantees in the next round of negotiations and not just words.
02:17And he stressed the importance of reaching an agreement among Western partners on the need to increase drone production.
02:25Now, we know that a few days ago, U.S. President Donald Trump said that he will send more weapons to Ukraine
02:31after early reports had suggested that the U.S. was going to hold some shipments.
02:38Zelensky confirmed in the press conference that he had discussed the Patriot missile system with U.S. President Donald Trump,
02:47something that Ukraine sees as crucial to defend itself against Russian attacks.
02:52Now, on the first day of the conference, according to official figures, around 8,300 people took part in the event,
03:01which is going to continue on Friday, which is the second and last day of the conference.

03:09At least two people were killed on Thursday and 16 others injured after Russia attacked Kyiv, the Ukrainian capital,
03:21with another mass missile and drone attack.
03:25According to Ukrainian officials, the overnight attack reportedly caused fires across the city
03:31and came a day after the heaviest aerial attack of the three-year war so far.
03:36Rescue workers worked on Thursday at a residential district in Kyiv after falling debris caused the fire
03:43on the top floor of an apartment building, according to Ukrainian officials.
03:48Russia had fired more than 700 attack and decoy drones at Ukraine,
03:53topping previous nightly barrages for the third time in two weeks.
03:58Many residents in the Ukrainian capital sought refuge in underground metro stations.
04:04The attack comes as the Trump administration resumed sending some weapons to Ukraine.
04:10The Pentagon had previously directed that weapons shipments be paused.
04:15Russia's military has not commented on the reported latest attack.
04:19Russian President Vladimir Putin has signed a decree allowing foreigners to serve in the Russian army,
04:30not only during a state of emergency or martial law, but also during draft periods.
04:36Moscow has recently intensified its summer offensive against Ukraine.
04:41Allowing foreigners to serve in the army would therefore strengthen the recruitment process while avoiding formal conscription.
04:49According to a British intelligence update, the majority of foreign recruits came from South and East Asia.
04:55The UK Ministry of Defence suggested the main factors motivating foreigners to sign up are financial incentives and the possibility of obtaining Russian citizenship.
05:08The European Commission survived a no-confidence vote that has just been voted here in the European Parliament in Strasbourg.
05:15175 members of the Parliament voted in favour of the motion of censure while 360 voted against and 18 abstained.
05:26The motion of censure was well below the votes needed to be successful, which was two-thirds of the votes cast representing at least the majority of the total number of the MEPs.
05:44So 360 votes were needed to topple the Commission.
05:49But most of the political groups of the European Parliament backed the Commission by rejecting this emotional censure.
05:58Of course the European People's Party voted unanimously against, but also the Socialists and Democrats renew Europe and the Greens voted against, even with some abstentions.
06:10The far-right groups, Patriots for Europe and the European Conservatives and Reformists and some delegations of the left voted against the Commission in favour of the motion of censure.
06:25So for the moment, Ursula von der Leyen, which was not present in the hemicycle during the vote, is safe.
06:32But the vote and the debate previous to the vote has left some doubts about the support for her agenda here in the Parliament.

06:44More than 500 migrants were transferred to the port of Labrio near Athens on Thursday
06:52after being intercepted south of the island of Crete.
06:56The migrants, mainly young men, were transferred overnight on a bulk carrier.
07:00Another group of 200 people were transferred to the port of Perios near the capital in a separate operation from Crete.
07:07The migrants will be sent to detention facilities on mainland Greece.
07:11Transfers to the mainland were ordered because makeshift reception centers on Crete have reached capacity
07:16as migrant arrivals surged to 500 per day since the weekend.
07:20It also comes after Prime Minister Kyriakos Mitsotakis announced the implementation of emergency measures
07:26to address the surge in Mediterranean crossings from Libya.
07:29Mitsotakis also announced on Wednesday that Athens will suspend asylum processing for migrants arriving by sea from North Africa for three months.
07:37The new emergency measures are expected to go into effect following the completion of a final formal proceeding.
07:43The EU's Ursula von der Leyen meeting with Mediterranean leaders in Rome agreed on the need to reactivate the Team Europe initiative
07:55with a new delegation of the European Commission to redeploy to Libya to tackle the ongoing migrant crisis.
08:01The meeting, which also featured Greek Prime Minister Kyriakos Mitsotakis, Italian Prime Minister Georgia Maloney,
08:08and Maltese Prime Minister Robert Abella, was held on the sidelines of the Ukraine Recovery Conference.
08:14The leaders agreed to bolster efforts to crack down on the surge of migrant boats arriving at European shores,
08:20largely originating from Libya.
08:22The Commission delegation will also be accompanied by relevant ministers from Greece, Italy, and Malta.
08:28They will redeploy to Libya to hold talks with authorities on the worsening crisis after the previous mission was expelled from the country.
08:35Greece says it's been intercepting boats carrying hundreds of migrants daily along its shores, all of which originate from Libya.
08:42Athens has introduced emergency measures to tackle the surge in migration,
08:47recently announcing a suspension in asylum processing for migrants from North Africa.
08:52A spokesperson for the European Commission says Brussels is committed to helping its member states address the crisis
08:58and will offer all support necessary to combat what they called an exceptional situation.
09:03Trap or strategic error?
09:13Why did the EU want to meet Marshal Haftar, the strongman of eastern Libya?
09:18The Commissioner for Migration and three European ministers were expelled from Libya on Tuesday
09:22due to a protocol problem, according to Brussels.
09:25After a meeting with the Libyan government in Tripoli,
09:28the European delegation was supposed to meet Marshal Haftar in Benghazi.
09:32But Haftar reportedly tried to force the EU's hand by imposing the presence of his ministers.
09:37It was simply a ruse by Haftar to try to legitimize this government
09:41and the civilian face of his military dictatorship.
09:44And so when the ruse didn't work,
09:46and when the EU ambassador and other diplomats said that they are unable to meet with the government,
09:52well, Haftar, as the English say, he threw his toys out of the pram.
09:57He PNG'd the European diplomats and essentially sent them back to Europe
10:04because he was not able to use them for this political charade that he was trying to pull off.
10:10Libya is divided in two.
10:12In the west of the country, the UN-recognized government of national unity is led by Prime Minister Abdelhamid Dibayba.
10:19The European Union cooperates with Libya to combat illegal immigration and smuggling networks.
10:31In recent years, crossings to Europe from eastern Libya have been on the rise.
10:35The EU has been collaborating both from the EU and from the member states, especially from Italy,
10:41with the Libyan Coast Guard in the west to try to somehow cut down the flows of migration.
10:49And the EU has also been supporting the efforts of the Libyans to take back the migrants once they're back on Libyan soil.
10:57That, of course, has been controversial because there's been a lot of questions about their human rights,
11:01about the treatment that they receive when they're in Libya.
11:05However, there are questions about the EU's need to meet Marshal Haftar.
11:10We are empowering a Russian proxy who is antagonistic to European interests.
11:16And so, you know, once we clear away all of the mess of the current crisis,
11:20it becomes quite clear that what Europe really needs in Libya is a stable government and a sovereign government.
11:27In particular, he accuses the Haftar family of using migration as a tool to obtain concessions from the EU.
