02:07The U.S. National Weather Service declared a flash flood emergency for parts of Kerr County,
02:36in the south-central Texas hill country, about 65 miles northwest of San Antonio, after thunderstorms
02:42dumped up to a foot of rain.
02:45Dalton Rice, the city manager of Kerrville, the county seat, told reporters that the extreme
02:50flooding struck before dawn, with little or no warning, leaving authorities unable to issue
02:55evacuation orders early as the Guadalupe River quickly rose above flood stage.
03:01This happened very quickly, in a very short period of time, that was unpredictable, even with
03:06radar, Rice said.
03:08This happened in less than two hours.
03:31State emergency management officials had been warning since Thursday, that West and Central
03:35Texas were facing heavy rain and the threat of flash flooding for the next few days, citing
03:40National Weather Service forecasts ahead of the long holiday.

03:49the Texas Division of Emergency Management, said at a news conference Friday night.

05:41All of the missing campers had been attending Camp Mystic, a private Christian summer camp for

05:45We are praying that all of those who are missing will be found alive, Patrick said.
05:49It was unclear if any of the unaccounted for people may be among the dead counted across
05:54the county by the sheriff.

06:36taken, given the forecast for severe weather, Kelly insisted that a disaster of this magnitude was
06:42unexpected. We have flooding all the time. This is the most dangerous river valley in the United States,
06:48Kelly said. We had no reason to believe that this would be the case here. Absolutely none.
06:54On Friday night, Governor Abbott signed a disaster declaration to speed emergency assistance
07:00to Kerr County and other hard-hit areas. Officials said personnel from the U.S. Coast Guard and the
07:06Federal Emergency Management Agency were also being deployed to assist local authorities in
07:12responding to the crisis.
