The Manila City regional trial court (RTC) has nullified the 2022 proclamation of Alice L. Guo as mayor of Bamban, Tarlac for being a Chinese national.
In 2024, the Office of the Ombudsman (OMB) ordered the dismissal of Guo as mayor for grave misconduct on complaints filed by the Department of the Interior and Local Government (DILG).

00:23The Manila RTC, through Judge Liu Liwa Hidalgo Buko of Branch 34, ruled that Alice Guo is nothing more than a usurper of the mayoral post in Bambantarlac, declaring her 2022 proclamation void.
00:40This comes after the Umbudsman ordered Guo's dismissal in 2024 for grave misconduct following complaints filed by the DILG.
00:48The Office of the Solicitor General then filed a co-warantor before the RTC, challenging Guo's authority and qualifications to serve as mayor.
01:00In its decision, the court ruled that Guo Waping is undoubtedly a Chinese citizen born by Chinese parents Guo Jianzong and Lin Wenyi.
01:09The OSG presented immigration records showing Guo arrived in the Philippines on July 12, 1999 with her parents all holding Chinese passports.
01:22The court also noted the lack of birth, death, and marriage records for her claimed parents and a match between Guo's fingerprints and those of the Chinese national Guo Waping.
01:33In 2024, the DOJ filed a non-vailable trafficking case against Guo followed by 62 money laundering charges in 2025.
