On June 24, the UN Security Council held a briefing on Resolution 2231 (2015) and Iran’s nuclear program. Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs, highlighted how recent military escalations between Israel and Iran and U.S. airstrikes on Iranian nuclear sites have complicated the full implementation of the JCPOA. She condemned Iran’s missile strikes on a U.S. base in Qatar, warning of increased regional insecurity. DiCarlo stressed that the recent ceasefire offers a vital chance to avoid further conflict and achieve a peaceful resolution of Iran’s nuclear issue. The UN continues efforts to revive the JCPOA and ease tensions between Iran and Israel.

00:00I now give the floor to Ms. Rosemarie DiCarlo.
00:04Madam President, thank you for the opportunity to brief the Council on the Joint Comprehensive Plan of Action
00:11and the implementation of Resolution 2231.
00:17As the Secretary General noted in his latest report,
00:21with less than four months left until the termination of its provisions,
00:25the objectives of Resolution 2231 and those of the JCPOA have yet to be fully realized.
00:35This is regrettable.
00:37The JCPOA was adopted in 2015 to ensure that the Islamic Republic of Iran's nuclear program would be exclusively peaceful.
00:48It included sanctions relief, nuclear program restrictions, and monitoring and verification.
00:56The JCPOA has faced many challenges since its inception,
01:01including the withdrawal of the United States from the agreement in 2018
01:05and Iran's withdrawal from some of its commitments, as outlined in the plan.
01:11Still, over the last few months, JCPOA participants increased their efforts to identify a way forward
01:20for full implementation of the plan.
01:23In addition, Iran and the United States engaged in five rounds of bilateral talks facilitated by Oman.
01:32Regrettably, neither of these initiatives produced a way forward to ensuring the peaceful nature of Iran's nuclear program.
01:43The military escalation between Israel and Iran since 13 June
01:48and United States airstrikes on Iran's nuclear facilities on 21 June
01:54complicated prospects for achieving full implementation of Resolution 2231.
02:02Iran strikes yesterday an abase in Qatar,
02:06an action which the Secretary General condemned further exacerbated insecurity in an already tense region.
02:16Madam President,
02:18Earlier today, the Secretary General welcomed the announcement by the United States,
02:25in coordination with Qatar, of a ceasefire agreement between Israel and Iran
02:30and urged them to respect it fully.
02:33This is a significant achievement that potentially pulls Iran, Israel, and the region back from the brink.
02:43The people of Iran in Israel have already suffered too much.
02:47According to the Iranian Ministry of Health,
02:52since the start of the conflict, at least 606 people have been killed,
02:57with 107 killed in the past 24 hours and 5,332 injured.
03:05According to Israeli authorities, 28 people were killed and 1,472 were injured during the conflict.
03:14The International Atomic Energy Agency observed that the significantly increased production
03:29and accumulation of highly enriched uranium by the Islamic Republic of Iran was of serious concern.
03:37The IAEA reiterated that its verification and monitoring activities related to the JCPOA
03:47have been seriously affected by the secession of implementation by Iran of its nuclear-related commitments under the plan.
03:57The agency also again noted that it had lost its continuity of knowledge on many aspects of Iran's nuclear program,
04:07as it had not been able to perform verification and monitoring activities in the Islamic Republic of Iran for more than four years.
04:17In addition, the IAEA noted it was unable to verify the total stockpile of enriched uranium in the country,
04:26and had not done so since February 2021.
04:31During the reporting period, the Secretary General received several communications from JCPOA participants.
04:41On 17 March, the Permanent Representatives of China, the Islamic Republic of Iran, and the Russian Federation
04:49shared a joint statement adopted at their meeting of 14 March in Beijing,
04:54in which they stressed the importance of Resolution 2231, including its timeframes.
05:02In a separate letter received the same day, the Permanent Representative of China
05:07shared a proposal for the settlement of the Iranian nuclear issue,
05:12highlighting the JCPOA as the basis for a new consensus and cooperation through dialogue,
05:18and a step-by-step and reciprocal approach.
05:24In letters received on 9, 11, and 12 June,
05:28the Permanent Representatives of France, Germany, the United Kingdom,
05:32the Islamic Republic of Iran, and the Russian Federation
05:36shared their different views regarding the causes of the impasse
05:40in the implementation of Resolution 2231.
05:45Despite their diverging outlooks,
05:48all five member states reiterated the importance of negotiations
05:53and reaffirmed their commitment to finding a diplomatic solution.
05:59Madam President, I'll now turn to the restrictive measures set out in Annex B to Resolution 2231.
06:06The only measures that remain in effect pertain to nuclear activities and transfers.
06:12Those measures will remain in place until 18 October 2025,
06:18unless decided otherwise by the Council.
06:22The Secretariat received no allegations of violations of these provisions during the reporting period.
06:28However, no new proposals have been submitted in the procurement channel in the last six months of the reporting cycle.
06:38The Security Council, however, received eight notifications regarding the nuclear-related restrictive measures
06:45for certain activities consistent with the JCPOA.
06:48Madam President, at the heart of this conflict is the nature of Iran's nuclear program.
06:59Following the deadly clashes of the past 12 days,
07:02the ceasefire agreement is an opportunity to avoid a catastrophic escalation and achieve a peaceful resolution of the Iran nuclear issue.
07:14Diplomacy, dialogue, and verification remain the best option to ensure the exclusively peaceful nature of Iran's nuclear program
07:24and to bring about concrete economic benefits to the people of Iran.
07:30As the Secretary General said earlier today,
07:33the United Nations stands ready to support all efforts that advance peace, dialogue, and stability in the region.
07:40And finally, Madam President, the Secretariat will continue to support the implementation of 2231 until the termination date of 18 October.
07:54I'd like to take this opportunity to thank His Excellency, Samuels Bogar of Slovenia,
07:59for his leadership as Security Council facilitator for the implementation of the resolution.
