00:06:06peace.
00:06:08A surge of mistrust
00:06:10and misinformation
00:06:11is polarizing people
00:06:12and paralyzing societies.
00:06:15Human rights are under fire
00:06:17and science is under assault.
00:06:20And the economic lifelines
00:06:21for the most vulnerable
00:06:22are coming too little
00:06:24and too late
00:06:25if they come at all.
00:06:27Solidarity is missing
00:06:29in action
00:06:30just when we need it
00:06:32most.
00:06:34Perhaps one image
00:06:35tells the tale of our times.
00:06:37The picture we have seen
00:06:38from some part of the world
00:06:39of COVID-19 vaccines
00:06:41in the garbage.
00:06:44Expired
00:06:44and then used.
00:06:47On the one hand
00:06:48we see the vaccines
00:06:48developed in record time.
00:06:50A victory of science
00:06:52and human ingenuity.
00:06:54On the other hand
00:06:55we see that triumph
00:06:56undone
00:06:57by the tragedy
00:06:58of lack of political will
00:07:00selfishness
00:07:01and mistrust.
00:07:03A surplus
00:07:04in some countries
00:07:05empty shelves
00:07:07in others.
00:07:09A majority
00:07:10of the wealthier world
00:07:11vaccinated
00:07:11over 90%
00:07:13of Africans
00:07:14still waiting
00:07:15for the first dose.
00:07:17This is a moral
00:07:18indictment
00:07:19of the state
00:07:20of our world.
00:07:21It is an obscenity.
00:07:22We passed
00:07:24the science test
00:07:25but we are getting
00:07:26an F
00:07:27in ethics.
00:07:29Excellencies
00:07:29the client alarm bells
00:07:32are also ringing
00:07:33at fever pitch.
00:07:35The recent report
00:07:36of the Intergovernmental Panel
00:07:37on Climate Change
00:07:38was a code read
00:07:39for humanity.
00:07:41We see
00:07:41the warning signs
00:07:43in every continent
00:07:44and region.
00:07:45Scorching temperatures
00:07:47shocking
00:07:48biodiversity
00:07:48loss
00:07:49polluted air
00:07:51water
00:07:51and natural spaces
00:07:52and climate
00:07:54related disasters
00:07:55at every turn.
00:07:58As we saw recently
00:07:59not even this city
00:08:00the financial capital
00:08:01of the world
00:08:01is immune.
00:08:04Climate scientists
00:08:05tell us
00:08:05it is not too late
00:08:07to keep alive
00:08:08the 1.5 degree goal
00:08:10of the Paris Climate Agreement
00:08:11but the window
00:08:13is rapidly closing.
00:08:16We need a 45%
00:08:17cut in emissions
00:08:18by 2030.
00:08:19Yet
00:08:21a recent UN report
00:08:22made clear
00:08:24that with present
00:08:25national climate
00:08:26commitments
00:08:27emissions
00:08:28will go up
00:08:30by 16%
00:08:32by 2030.
00:08:33That would
00:08:35condemn us
00:08:35to a hellscape
00:08:36of temperature rises
00:08:37of at least
00:08:382.7 degrees
00:08:39above pre-industrial
00:08:41levels.
00:08:42A catastrophe.
00:08:44Meanwhile
00:08:44the OECD
00:08:46just reported
00:08:46the gap
00:08:47of at least
00:08:4720 billion
00:08:48US dollars
00:08:50in essential
00:08:50and promised
00:08:51climate finance
00:08:52to developing
00:08:52countries.
00:08:54We are weeks
00:08:55away from
00:08:56the UN
00:08:56climate conference
00:08:57in Glasgow
00:08:58but seemingly
00:08:59light years
00:09:01away
00:09:01from reaching
00:09:02our targets.
00:09:04We must
00:09:05get serious
00:09:06and we must
00:09:06act fast.
00:09:08Excellencies
00:09:09COVID
00:09:10and the
00:09:11climate
00:09:11crisis
00:09:11have exposed
00:09:12profound
00:09:13fragilities
00:09:13as societies
00:09:14and as a
00:09:15planet.
00:09:16Yet
00:09:17instead of
00:09:17humility
00:09:18in the face
00:09:19of these
00:09:19epic
00:09:20challenges
00:09:20we see
00:09:21hubris.
00:09:23Instead
00:09:23of the
00:09:23path of
00:09:24solidarity
00:09:24we are
00:09:26on a
00:09:26dead end
00:09:26to destruction.
00:09:28At the
00:09:29same time
00:09:29another
00:09:30disease is
00:09:30spreading
00:09:31in our
00:09:31world
00:09:31today
00:09:32a
00:09:32melody
00:09:33of
00:09:33mistrust.
00:09:35When
00:09:35people see
00:09:35promises of

00:11:00migrants.
00:11:00excellencies,
00:11:03we face
00:11:04a moment
00:11:04of truth.
00:11:06Now is
00:11:07the time
00:11:07to deliver.
00:11:09Now is
00:11:10the time
00:11:10to restore
00:11:11trust.
00:11:12And now
00:11:12is the time
00:11:13to inspire
00:11:14hope.
00:11:15And I
00:11:16do have
00:11:17hope.
00:11:18The problems
00:11:18we have
00:11:19created are
00:11:19problems we
00:11:20can solve.
00:11:21Humanity has
00:11:22shown that we
00:11:23are capable of
00:11:23great things
00:11:24when we work
00:11:24together.
00:11:25And that
00:11:26is the
00:11:26raison d'etre
00:11:27of our
00:11:28United
00:11:28Nations.
00:11:29But let's
00:11:30be frank.
00:11:32Today's
00:11:32multilateral
00:11:33system is
00:11:33too limited
00:11:34in its
00:11:34instruments
00:11:35and capacities
00:11:36in relation
00:11:37to what
00:11:37is needed
00:11:38for effective
00:11:39governance
00:11:39of managing
00:11:40global
00:11:41public
00:11:41goods.
00:11:42It is
00:11:43too fixed
00:11:43on the
00:11:44short
00:11:44term.
00:11:45We need
00:11:46to strengthen
00:11:46global
00:11:47governance.
00:11:47We need
00:11:48to focus
00:11:48on the
00:11:48future.
00:11:49We need
00:11:50to renew
00:11:50the social
00:11:50contract.
00:11:52And it
00:11:52provides
00:11:54a 360
00:11:54degrees
00:11:55analysis
00:11:55of the
00:11:55state
00:11:56of our
00:11:56world
00:11:56with 90
00:11:58specific
00:11:58recommendations
00:11:59that take
00:12:00on the
00:12:00challenges
00:12:01of today
00:12:01and strengthen
00:12:03multilateralism

00:12:22pathway to
00:12:23a better
00:12:23world.
00:12:23But to
00:12:25reach that
00:12:25land of
00:12:26our
00:12:26promises,
00:12:27we must
00:12:28bridge
00:12:28great
00:12:29divides.
00:12:31Excellencies,
00:12:32I see
00:12:32six great
00:12:34divides,
00:12:34six Grand
00:12:35Canyons,
00:12:36that we
00:12:37must bridge
00:12:37now.
00:12:39First,
00:12:39we must
00:12:40bridge the
00:12:40peace
00:12:40divide.
00:12:42For far
00:12:42too many
00:12:43around the
00:12:43world,
00:12:44peace and
00:12:44stability
00:12:45remain a
00:12:45distant
00:12:45dream.
00:12:47In
00:12:47Afghanistan,
00:12:49where we
00:12:49must boost
00:12:50humanitarian
00:12:50assistance,
00:12:51and defend
00:12:51human rights,
00:12:52especially of
00:12:53women and
00:12:53girls.
00:12:54In
00:12:55Ethiopia,
00:12:55where we
00:12:56call on
00:12:56parties to
00:12:57immediately
00:12:57seize
00:12:57hostilities,
00:12:58ensure
00:12:59humanitarian
00:12:59access,
00:13:00and create
00:13:01the conditions
00:13:02for the
00:13:02start of
00:13:02an Ethiopian-led
00:13:03political
00:13:04dialogue.
00:13:05In
00:13:06Myanmar,
00:13:07where we
00:13:07reaffirm
00:13:08unwavering
00:13:08support to
00:13:09the people
00:13:10in their
00:13:10pursuit of
00:13:11democracy,
00:13:12peace,
00:13:12human rights,
00:13:13and the
00:13:13rule of
00:13:13law.
00:13:15In
00:13:15the
00:13:15Sahel,
00:13:16where we
00:13:17are committed
00:13:17to mobilizing
00:13:18international
00:13:18assistance for
00:13:19regional
00:13:20security,
00:13:20development,
00:13:21and
00:13:21governance.
00:13:23In
00:13:23places such
00:13:24as Yemen,
00:13:24Libya,
00:13:25and Syria,
00:13:26where we
00:13:27must overcome
00:13:27stalemates and
00:13:29push for
00:13:29peace.
00:13:30In
00:13:30Israel and
00:13:31Palestine,
00:13:32where we
00:13:32urge leaders to
00:13:33resume a
00:13:34meaningful
00:13:34dialogue,
00:13:35recognizing the
00:13:36two-state
00:13:36solution as
00:13:37the only
00:13:37pathway to
00:13:38a just
00:13:38and
00:13:39comprehensive
00:13:39peace.
00:13:41In
00:13:41Haiti,
00:13:41and so
00:13:42many other
00:13:42places left
00:13:43behind,
00:13:44where we
00:13:44stand in
00:13:45solidarity
00:13:45through
00:13:46every step
00:13:47out of
00:13:48crisis.
00:13:49Excellencies,
00:13:50we are
00:13:51seeing an
00:13:52explosion in
00:13:53seizures of
00:13:54power by
00:13:54force.
00:13:56Military
00:13:56coups are
00:13:57back, and
00:13:59the lack of
00:13:59unity among
00:14:00the international
00:14:00community does
00:14:01not help.
00:14:03Geopolitical
00:14:04divisions are
00:14:04undermining
00:14:05international
00:14:06cooperation and
00:14:07limiting the
00:14:08capacity of the
00:14:09Security Council
00:14:09to take the
00:14:10necessary
00:14:10decisions.
00:14:12A sense of
00:14:13impunity is
00:14:14taking hold,
00:14:15and at the
00:14:16same time,
00:14:17it will be
00:14:18impossible to
00:14:18address dramatic
00:14:19economic and
00:14:20develop challenges
00:14:21while the
00:14:22world's two
00:14:23largest economies
00:14:24are at odds
00:14:25with each
00:14:25other.
00:14:26Yet, I
00:14:27fear our
00:14:27world is
00:14:28creeping towards
00:14:29two different
00:14:29sets of
00:14:30economic,
00:14:31trade,
00:14:31financial,
00:14:32and technological
00:14:32rules,
00:14:34two divergent
00:14:34approaches in
00:14:35the development
00:14:35of artificial
00:14:36intelligence,
00:14:37and ultimately,
00:14:39the risk of
00:14:39two different
00:14:40military and
00:14:41geopolitical
00:14:41strategies.
00:14:43And this
00:14:43is a recipe
00:14:44for trouble.
00:14:47It would be
00:14:48far less
00:14:48predictable than
00:14:50the Cold
00:14:50War.
00:14:52To restore
00:14:52trust and
00:14:53inspire hope,
00:14:54we need
00:14:54cooperation,
00:14:55we need
00:14:55dialogue,
00:14:56we need
00:14:56understanding.
00:14:58We need to
00:14:59invest in
00:14:59prevention,
00:15:00peacekeeping,
00:15:01and peace
00:15:01building.
00:15:02We need
00:15:02progress on
00:15:03nuclear
00:15:03disarmament,
00:15:04and in our
00:15:05shared efforts
00:15:06to counter
00:15:06terrorism.
00:15:07We need
00:15:08actions anchored
00:15:09in respect for
00:15:10human rights,
00:15:11and we need
00:15:11a new
00:15:12comprehensive
00:15:12agenda for
00:15:13peace.
00:15:15Excellencies,
00:15:16second, we
00:15:17must bridge
00:15:18the climate
00:15:19divide.
00:15:20This requires
00:15:21bridging trust
00:15:22between North
00:15:23and South.
00:15:25It starts by
00:15:26doing all we
00:15:27can now to
00:15:27create the
00:15:28conditions for
00:15:29success in
00:15:29Glasgow.
00:15:31We need
00:15:31more ambition
00:15:32from all
00:15:32countries in
00:15:33three key
00:15:34areas,
00:15:35mitigation,
00:15:36finance,
00:15:36and adaptation.
00:15:38More ambition
00:15:39on mitigation
00:15:40means countries
00:15:41committing to
00:15:42carbon neutrality
00:15:43by mid-century
00:15:44and to
00:15:45concrete 2030
00:15:46emissions
00:15:47reductions
00:15:47targets that
00:15:49will get us
00:15:50there,
00:15:51backed up
00:15:51with credible
00:15:52actions now.
00:15:54More ambition
00:15:54on finance
00:15:55means developing
00:15:57nations finally
00:15:59seeing the
00:16:01promised US$100
00:16:01billion a year
00:16:03for climate
00:16:03action,
00:16:04fully mobilizing
00:16:05the resources
00:16:06of both
00:16:06international
00:16:07financial institutions
00:16:08and the
00:16:09private sector
00:16:09too.
00:16:11And more ambition
00:16:12on adaptation
00:16:12means developed
00:16:14countries living
00:16:14up to their
00:16:15promise of
00:16:16credible support
00:16:17to developing
00:16:17countries to
00:16:18build resilience
00:16:19to save lives
00:16:20and livelihoods.
00:16:22And this means
00:16:2250% of all
00:16:23climate finance
00:16:24provided by
00:16:25developed countries
00:16:26and multilateral
00:16:27development banks
00:16:28should be dedicated
00:16:29to adaptation.
00:16:31The African
00:16:32Development Bank
00:16:33set the bar
00:16:34in 2019
00:16:34by allocating
00:16:36half of its
00:16:37climate finance
00:16:37to adaptation.
00:16:39Some donor
00:16:40countries have
00:16:40followed their
00:16:41lead.
00:16:42All must do
00:16:43so.
00:16:44My message to
00:16:45every member
00:16:46state is this.
00:16:47Don't wait for
00:16:48others to make
00:16:49the first move.
00:16:51Do your part.
00:16:53Around the world
00:16:53we see civil
00:16:54society led by
00:16:55young people
00:16:56fully mobilized
00:16:57to tackle the
00:16:57climate crisis.
00:16:59The private sector
00:17:00is increasingly
00:17:00stepping up.
00:17:02Governments
00:17:03must also summon
00:17:04the full force
00:17:05of their fiscal
00:17:06policy-making
00:17:07powers to make
00:17:08the shift
00:17:09to green
00:17:09economies.
00:17:11By taxing
00:17:11carbon and
00:17:12pollution
00:17:13instead of
00:17:13people's income
00:17:14to more easily
00:17:15make switch
00:17:16to sustainable
00:17:16green jobs.
00:17:18By ending
00:17:19subsidies to
00:17:19fossil fuels
00:17:20and freeing up
00:17:21resources to
00:17:22invest back
00:17:23into health care,
00:17:24education,
00:17:24renewable energy,
00:17:26sustainable food
00:17:26systems and
00:17:27social protection
00:17:28for their people.
00:17:30By committing
00:17:30to no new
00:17:31coal plants.
00:17:33If all
00:17:33coal power
00:17:35plants become
00:17:36operational,
00:17:38we will not
00:17:38only be clearly
00:17:39above 1.5
00:17:41degrees, we
00:17:42will be well
00:17:43above 2
00:17:43degrees and
00:17:45the Paris
00:17:45targets will
00:17:46go up in
00:17:47smoke.
00:17:48This is a
00:17:49planetary
00:17:49emergency.
00:17:51We need
00:17:51coalitions of
00:17:52solidarity between
00:17:53countries that
00:17:54still depend
00:17:55heavily on
00:17:55coal and
00:17:56countries that
00:17:57have the
00:17:57financial and
00:17:58technical
00:17:58resources to
00:17:59support their
00:18:00transition.
00:18:01We have the
00:18:02opportunity
00:18:03and the
00:18:04obligation to
00:18:05act.
00:18:06Excellencies,
00:18:08third, we
00:18:09must bridge the
00:18:09gap between
00:18:10rich and
00:18:11poor, within
00:18:12and among
00:18:13countries.
00:18:14That starts by
00:18:15ending the
00:18:16pandemic for
00:18:17everyone,
00:18:18everywhere.
00:18:19We urgently
00:18:20need a global
00:18:21vaccination plan
00:18:22to at least
00:18:22double vaccine
00:18:23production and
00:18:25ensure that
00:18:25vaccines reach
00:18:2670% of the
00:18:27world's population
00:18:28in the first
00:18:29half of 2022.
00:18:30This plan
00:18:32could be
00:18:32implemented by
00:18:33an emergency
00:18:34task force
00:18:35made up of
00:18:35present and
00:18:36potential vaccine
00:18:37producers,
00:18:38the World Health
00:18:39Organization,
00:18:40ACT
00:18:41Accelerator
00:18:41Partners and
00:18:42international
00:18:43financial institutions
00:18:44working with
00:18:45pharmaceutical
00:18:46companies.
00:18:47We have no
00:18:48time to lose.
00:18:49A lopsided
00:18:50recovery is
00:18:51deepening
00:18:52inequalities.
00:18:54Reacher
00:18:54countries could
00:18:55reach pre-pandemic
00:18:56growth rates by the
00:18:57end of this
00:18:57year, while
00:18:58the impacts
00:18:59may last
00:19:00four years
00:19:00in low-income
00:19:01countries.
00:19:02Is it any
00:19:03wonder?
00:19:04Advanced
00:19:05economies are
00:19:05investing nearly
00:19:0628% of their
00:19:07gross domestic
00:19:08product into
00:19:09economic recovery.
00:19:11For middle-income
00:19:12countries, that
00:19:13number falls to
00:19:136.5%, and it
00:19:16plummets to
00:19:171.8% for the
00:19:18least developed
00:19:19countries, a
00:19:20tiny percentage
00:19:21of a much
00:19:22smaller amount.
00:19:24In sub-Saharan
00:19:25Africa, the
00:19:26International Monetary
00:19:26Fund,
00:19:27projects that
00:19:28cumulative
00:19:29economic growth
00:19:30per capita over
00:19:31the next five
00:19:32years will be
00:19:3475% less than
00:19:36the rest of the
00:19:37world.
00:19:39Many countries
00:19:40need an urgent
00:19:41injection of
00:19:42liquidity.
00:19:43I welcome the
00:19:44issuance of
00:19:45650 billion

00:19:55that need them

00:19:56advanced economies
00:19:58should relocate
00:19:59their surplus
00:20:00SDRs to
00:20:01countries in
00:20:01need.
00:20:03SDRs are not
00:20:03a silver bullet,
00:20:05but they provide
00:20:05space for
00:20:07sustainable recovery
00:20:08and growth.
00:20:09I renew also
00:20:10my call for a
00:20:12reformed and more
00:20:13equitable international
00:20:15debt architecture.
00:20:16future.
00:20:17The debt service
00:20:18suspension initiative
00:20:19must be extended
00:20:19to 2022 and
00:20:22should be available
00:20:22to highly
00:20:24indebted,
00:20:25vulnerable and
00:20:25middle-income
00:20:26countries that
00:20:26request it.
00:20:28This would be
00:20:29solidarity in
00:20:30action.
00:20:31Countries
00:20:32shouldn't have to
00:20:33choose between
00:20:34servicing debt
00:20:35and serving
00:20:37people.
00:20:37With effective
00:20:39international
00:20:39solidarity, it
00:20:41would be possible
00:20:41at the national
00:20:42level to forge
00:20:44a new social
00:20:44contract that
00:20:46includes universal
00:20:47health coverage
00:20:47and income
00:20:48protection, housing
00:20:49and decent work,
00:20:51quality education
00:20:52for all, and an
00:20:53end to discrimination
00:20:54and violence against
00:20:55women and girls.
00:20:56I call on countries
00:20:58to reform their
00:20:59tax systems and
00:21:00finally end tax
00:21:01evasion, money
00:21:02laundering and
00:21:03illicit financial
00:21:04flows.
00:21:05And as we look
00:21:06ahead, we need a
00:21:07better system of
00:21:08prevention and
00:21:09preparedness for all
00:21:10major global
00:21:11risks.
00:21:12We must support
00:21:13the recommendations
00:21:14of the independent
00:21:15panel for pandemic
00:21:16preparedness and
00:21:17response.
00:21:18I have put
00:21:19forward a number
00:21:20of other proposals
00:21:21in our common
00:21:22agenda, including
00:21:24an emergency
00:21:25platform and a
00:21:26future's lab.
00:21:30Excellencies,
00:21:32fourth, we must
00:21:34bridge the
00:21:36gender divide.
00:21:38COVID-19 exposed
00:21:40and amplified the
00:21:41world's most
00:21:42enduring injustice,
00:21:44the power imbalance
00:21:45between men and
00:21:47women.
00:21:48When the pandemic
00:21:49hit, women were
00:21:51the majority of
00:21:52frontline workers.
00:21:54They were the
00:21:55first to lose
00:21:56their jobs and
00:21:58first to put
00:21:59their careers on
00:22:00hold to care for
00:22:02those close to
00:22:03them.
00:22:05Girls were
00:22:06disproportionately hit
00:22:07by school closures
00:22:08that limit their
00:22:10development and
00:22:10increase the risk of
00:22:11abuse, violence and
00:22:13child marriage.
00:22:15Bridging the gender
00:22:16divide is not only a
00:22:18matter of justice for
00:22:20women and girls.
00:22:20It is a game
00:22:23changer for
00:22:24humanity.
00:22:26Societies with
00:22:27more equal
00:22:27representation are
00:22:28more stable and
00:22:29peaceful.
00:22:30They have better
00:22:31health systems and
00:22:32more vibrant
00:22:33economies.
00:22:35Women's equality
00:22:35is essentially a
00:22:37question of power.
00:22:38We must
00:22:39urgently
00:22:39transform our
00:22:41male-dominated
00:22:42world and
00:22:43shift the
00:22:44balance of
00:22:45power to
00:22:46solve the
00:22:47most challenging
00:22:48problems of
00:22:49our age and
00:22:50that means more
00:22:51women leaders in
00:22:52parliaments,
00:22:53cabinets and
00:22:54boardrooms.
00:22:56It means
00:22:58women fully
00:22:59represented and
00:23:00making their
00:23:01full contribution
00:23:02everywhere.
00:23:04I urge
00:23:05governments,
00:23:06corporations and
00:23:07other institutions
00:23:08to take bold
00:23:09steps, including
00:23:11benchmarks and
00:23:12quotas, to
00:23:14create gender
00:23:15parity from the
00:23:17leadership down.
00:23:19At the United
00:23:20Nations, we
00:23:21have achieved
00:23:22this among the
00:23:23senior management
00:23:23and our
00:23:25country team
00:23:25leaders.
00:23:27We will keep
00:23:28going until we
00:23:30have parity at
00:23:32every level.
00:23:33At the same
00:23:34time, we need
00:23:35to push back
00:23:36against regressive
00:23:38laws that
00:23:38institutionalize
00:23:39gender
00:23:40discrimination.
00:23:41Women rights
00:23:42are human
00:23:42rights.
00:23:44Economic
00:23:44recovery plans
00:23:45should focus on
00:23:46women, including
00:23:47through large
00:23:48scale investments
00:23:49in the care
00:23:50economy.
00:23:52And we need
00:23:53an emergency
00:23:53plan to fight
00:23:55gender-based
00:23:55violence in
00:23:56every country.
00:23:58To achieve the
00:23:59sustainable
00:23:59development goals
00:24:00and build a
00:24:01better world, we
00:24:03can and we
00:24:04must bridge the
00:24:05gender divide.
00:24:09Excellencies,
00:24:10restoring trust
00:24:14and inspiring
00:24:16hope means
00:24:17bridging the
00:24:18digital divide.
00:24:19Half of
00:24:20humanity has
00:24:21no access to
00:24:22the Internet.
00:24:23We must
00:24:24connect everyone
00:24:25by 2030.
00:24:26And this is a
00:24:28vision of my
00:24:29roadmap for
00:24:30digital cooperation
00:24:31to embrace the
00:24:32promise of
00:24:33digital technology
00:24:34while protecting
00:24:35people from its
00:24:36perils.
00:24:37One of the
00:24:38greatest perils
00:24:39we face is a
00:24:41growing reach
00:24:42of digital
00:24:43platforms and
00:24:45the use and
00:24:46abuse of
00:24:47data.
00:24:48A vast
00:24:49library of
00:24:50information is
00:24:51being assembled
00:24:52about each
00:24:53one of us
00:24:54and we
00:24:55don't even
00:24:57have the
00:24:57keys to
00:24:58that.
00:25:00We don't
00:25:01know how
00:25:02this information
00:25:02has been
00:25:03collected, by
00:25:04whom or for
00:25:05what purposes.
00:25:06But we do
00:25:06know our
00:25:07data is being
00:25:08used commercially
00:25:09to boost
00:25:10corporate profits.
00:25:11Our behavior
00:25:12patterns are
00:25:13being commodified
00:25:14and sold
00:25:15like futures
00:25:16contracts.
00:25:17Our data is
00:25:19also being
00:25:19used to
00:25:20influence our
00:25:20perceptions and
00:25:21opinions.
00:25:23Governments and
00:25:24others can
00:25:25exploit it to
00:25:26control or
00:25:27manipulate
00:25:28people's
00:25:29behavior to
00:25:30violating human
00:25:32rights of
00:25:32individuals or
00:25:33groups and
00:25:34undermining
00:25:36democracy.
00:25:37This is not
00:25:38science fiction.
00:25:39It is
00:25:40science fact.
00:25:42And it
00:25:42requires a
00:25:43serious
00:25:44discussion.
00:25:45So too
00:25:46do other
00:25:47dangers in
00:25:47the digital
00:25:48frontier.
00:25:49I'm certain,
00:25:50for example,
00:25:51that any
00:25:51future major
00:25:52confrontation,
00:25:54and heaven
00:25:55forbid it
00:25:56should ever
00:25:56happen,
00:25:57will start
00:25:58with a
00:26:00massive
00:26:00cyber attack.
00:26:01attack.
00:26:03Where are
00:26:04the legal
00:26:04frameworks to
00:26:05address this?
00:26:07Today,
00:26:08autonomous
00:26:08weapons can
00:26:09choose targets
00:26:10and kill
00:26:11people without
00:26:12human
00:26:12interference.
00:26:14They should
00:26:14be banned.
00:26:16But there's
00:26:17no consensus
00:26:17on how to
00:26:18regulate those
00:26:19technologies.
00:26:21To restore
00:26:22trust and
00:26:23inspire hope,
00:26:25we need to
00:26:26place human
00:26:27rights at the
00:26:28center of our
00:26:29efforts to
00:26:29ensure a
00:26:31safe,
00:26:32equitable,
00:26:32and open
00:26:33digital future
00:26:33for all.
00:26:34Excelencias.
00:26:36Excellences,
00:26:37sixth and
00:26:38finally,
00:26:39we need to
00:26:40bridge the
00:26:41divide among
00:26:41generations.
00:26:43Young people
00:26:44will inherit the
00:26:45consequences of
00:26:46our decisions,
00:26:47good and
00:26:48bad.
00:26:49At the same
00:26:50time, we
00:26:51expect that
00:26:5110.9 billion
00:26:53people will be
00:26:54born by
00:26:55century's end.
00:26:56We need
00:26:57their talents,
00:26:58their energies,
00:26:59their ideas.
00:27:01Our common
00:27:01agenda proposes
00:27:02a transforming
00:27:03education summit
00:27:04next year to
00:27:05address the
00:27:06learning crisis
00:27:07and expand
00:27:08opportunities for
00:27:09today's 1.8
00:27:10billion young
00:27:11people.
00:27:18But young
00:27:18people need
00:27:20more than
00:27:20support.
00:27:22They need a
00:27:23seat at the
00:27:24table.
00:27:25And for this,
00:27:26I will appoint
00:27:26a special envoy
00:27:28for future
00:27:28generations and
00:27:30create the
00:27:30United Nations
00:27:31Youth Office.
00:27:33And the
00:27:33contributions of
00:27:34young people will
00:27:36be central to the
00:27:37summit of the
00:27:37future as set out
00:27:39in our common
00:27:41agenda.
00:27:43Young people need
00:27:44a vision of hope
00:27:45for the future.
00:27:47Recent research
00:27:48showed that the
00:27:49majority of young
00:27:51people across 10
00:27:52countries are
00:27:53suffering from high
00:27:54levels of anxiety
00:27:55and distress over
00:27:57the state of our
00:27:58planet.
00:27:59Some 60% of your
00:28:02future voters feel
00:28:03betrayed by their
00:28:05governments.
00:28:06We must prove to
00:28:08children and young
00:28:09people that despite
00:28:12the seriousness of the
00:28:14situation, the world
00:28:15does have a plan and
00:28:17that governments are
00:28:18committed to
00:28:19implementing it.
00:28:21We need to act now
00:28:22to bridge the
00:28:23great divides and
00:28:25save humanity and
00:28:27the planet.
00:28:29With real
00:28:30engagement, we can
00:28:32live up to the
00:28:33promise of a
00:28:34better, more
00:28:34peaceful world.
00:28:35That is the
00:28:36driving force of
00:28:37our common
00:28:38agenda.
00:28:39The best way to
00:28:40advance the
00:28:40interests of one's
00:28:42own citizen is by
00:28:43advancing the
00:28:44interests of our
00:28:45common future.
00:28:46interdependence is
00:28:48the logic of the
00:28:4921st century, and
00:28:51it is the
00:28:51lodestar of the
00:28:52United Nations.
00:28:54This is our
00:28:54time, a moment
00:28:56for transformation,
00:28:58an era to
00:28:59reignite
00:28:59multilateralism, an
00:29:01age of
00:29:02possibilities.
00:29:03Let us restore
00:29:04trust, let us
00:29:05inspire hope, and
00:29:07let us start
00:29:08right now.

00:30:37I am even more
00:30:40pleased to welcome
00:30:40all of you back to
00:30:42an in-person session
00:30:43of the General
00:30:44Assembly.
00:30:46A year and a
00:30:47half, we have
00:30:48suffered in silence
00:30:49and in anxiety.
00:30:52A year and a
00:30:53half, we have
00:30:54worried, we have
00:30:55grieved, and we
00:30:57have waited.
00:30:58Let us wait no
00:31:00more.
00:31:01Excellencies, I
00:31:02would like to
00:31:03express my deep

00:31:49Our country may be
00:31:51small, and I
00:31:53may be even
00:31:54smaller, but
00:31:56today we are
00:31:58mighty.
00:31:58Today we stand
00:31:59with giants.
00:32:00My standing here
00:32:01today in the
00:32:02General Assembly is
00:32:03a reflection of the
00:32:05success of
00:32:06President Sohle's
00:32:07foreign policy.
00:32:09Excellencies, ladies
00:32:11and gentlemen, we
00:32:14have plenty of
00:32:14challenges, but for
00:32:16just a moment let us
00:32:17celebrate all that we
00:32:19have achieved in the
00:32:20past two years.
00:32:21In the current time,
00:32:23humanity has
00:32:23developed multiple
00:32:25viable vaccines for
00:32:26COVID-19.
00:32:28Scientists and
00:32:29researchers from
00:32:30dozens of countries
00:32:31collaborated on a
00:32:32remarkable feat of
00:32:34human ingenuity, and
00:32:37the largest vaccine
00:32:38rollout in the history
00:32:40of mankind is
00:32:41currently underway.
00:32:42While certainly not
00:32:44without flaws, it is
00:32:46monumental in its
00:32:47undertaking.
00:32:48For these
00:32:50accomplishments alone, we
00:32:52should be proud.
00:32:55Excellencies, before I
00:32:57outline the 76th
00:32:59session and the
00:33:00hopeful theme I've
00:33:02chosen to pursue,
00:33:03allow me to ask you
00:33:04this.
00:33:06Where do we want to
00:33:07be at this time next
00:33:10year?
00:33:11What is it that we,
00:33:13as a people, intend to
00:33:15achieve over the next
00:33:1712 months?
00:33:19From my discussions
00:33:21with many in this
00:33:22room, from social
00:33:23media, from the
00:33:24UN 75 survey, and
00:33:28from the Secretary
00:33:28General's Common
00:33:29Agenda report, the
00:33:31answer is clear.
00:33:33The world wants
00:33:34peace of mind.
00:33:36The people want
00:33:36solutions to the
00:33:37challenges we
00:33:39collectively face, and
00:33:40challenges are not in
00:33:42short supply.
00:33:44Fragility, conflict,
00:33:46COVID-19,
00:33:47climate change, the list
00:33:49goes on.
00:33:51These issues and
00:33:53more keep our
00:33:54citizens awake at
00:33:55night.
00:33:57They fuel a collective
00:33:58anxiety and a worry
00:34:00that things are
00:34:01progressively getting
00:34:02worse.
00:34:04They worry that we are
00:34:05not doing enough to
00:34:07solve the problems
00:34:08facing our world.
00:34:09And my friends, they are
00:34:13not wrong.
00:34:15We can do more.
00:34:17We know this in our
00:34:19hearts.
00:34:20On COVID-19, we had the
00:34:23vaccine, the know-how, the
00:34:24capacity for distribution.
00:34:26We lack only the political
00:34:28support.
00:34:30On climate change, we have
00:34:32incredible innovations in
00:34:34renewable energy, in
00:34:35adaptive technologies, and in
00:34:37transitioning away from
00:34:38fossil fuels.
00:34:40We lack, again, only the
00:34:43political support and the
00:34:44related financing.
00:34:47On conflict and
00:34:48instability, we have near
00:34:50universal desire for nuclear
00:34:52disarmament and non-proliferation.
00:34:54Yet, we falter at the finish
00:34:56line, leaving treaties
00:34:58unratified.
00:34:59On humanitarian concerns, we
00:35:02have enough food and water to
00:35:04provide for the planet many,
00:35:06many times over.
00:35:07Yet, there is genuine fear
00:35:09that we will see the return of
00:35:11famine and the impacts of
00:35:12drought.
00:35:14Hundreds of millions will
00:35:15require humanitarian assistance
00:35:17by year's end.
00:35:20My friends, there are moments in
00:35:23time that are turning points.
00:35:25and this is one such
00:35:28moment.
00:35:30We can choose a path of
00:35:31isolationism, of mutual
00:35:33destruction, of a slow
00:35:35retreat of human
00:35:36experiment, or we can forge
00:35:38together a new path, a
00:35:40sustainable and resilient
00:35:41path that changes the future
00:35:43of our planet.
00:35:46COVID-19 may have been a
00:35:48tragedy of the grandest
00:35:49scale, but it may also have
00:35:52been a canary in the coal
00:35:54mine, warning us of the
00:35:56perils we face if we
00:35:58continue to drag our feet
00:35:59to avoid making the hard
00:36:02but necessary choices.
00:36:05Excellencies, I wholeheartedly
00:36:08believe in the power of
00:36:10humanity to overcome these
00:36:11challenges.
00:36:13You cannot live in the
00:36:14Maldives and face the
00:36:16existential threat of sea
00:36:18level rise without having
00:36:20hope on humanity.
00:36:22Well, that hope extends far.
00:36:25I am hopeful that we too can
00:36:27overcome differences, that we
00:36:29can bypass protocols and
00:36:31obstacles to transform our
00:36:33societies.
00:36:35With this hopeful vision for a
00:36:37better tomorrow, I intend to
00:36:40pursue five rays of hope that
00:36:42will direct the efforts of the
00:36:44General Assembly this year.
00:36:45First, I will stand firmly behind
00:36:49the need to ensure vaccine
00:36:50equity, to vaccinate the world.
00:36:54As President of the General
00:36:55Assembly, I intend to host a
00:36:57high-level meeting on just this
00:37:00issue and to address the
00:37:02practical obstacles that have
00:37:04emerged around supply, storage,
00:37:07and distribution.
00:37:09Second, on the longer-term
00:37:11recovery from COVID-19, I will
00:37:14push for a recovery that builds
00:37:16back better, stronger, greener,
00:37:18and bluer.
00:37:20By following the paths laid out
00:37:21by Agenda 2030, we can pivot
00:37:24away from destructive practices
00:37:25and embrace a better future.
00:37:29Third, we must return our
00:37:31attention to the climate crisis,
00:37:34which has taken a backseat to
00:37:36COVID-19.
00:37:37The IPCC report and others speak
00:37:41for themselves.
00:37:43We are no longer on the wrong
00:37:44path.
00:37:45Excellencies, we are on the edge
00:37:47of the cliff.
00:37:50I am pleased to note that I will
00:37:52host a series of events on
00:37:54climate action.
00:37:56The first in the lead-up to COP26
00:37:58will help to build ambition and
00:38:00ensure that action is very much
00:38:02on the agenda.
00:38:04We must bridge the capacities
00:38:05needed to actually deliver on
00:38:07climate promises.
00:38:09It is one of the things to have
00:38:10innovative renewable technologies.
00:38:13It is an entirely different
00:38:14thing if a country or a community
00:38:17cannot absorb that technology.
00:38:19I believe we can close the gap.
00:38:23Another event later in the session
00:38:25will acknowledge the other major
00:38:27environmental efforts underway
00:38:29on the ocean, on desertification,
00:38:31on biodiversity and will aim to
00:38:34address these interlocking issues
00:38:37during this super session on the
00:38:39environment.
00:38:41My fourth ray of hope focuses on
00:38:43human rights, one of the
00:38:44fundamental pillars of our
00:38:46organization.
00:38:48We must uphold the principles of the
00:38:50Universal Declaration of Human
00:38:51Rights above all else, particularly
00:38:55during moments of conflict or strife,
00:38:57as we have so recently seen.
00:39:01We must also endeavor to always
00:39:03empower and support those most
00:39:05vulnerable and those who have been
00:39:08disadvantaged.
00:39:10As president of the General Assembly,
00:39:12I'm determined to have a cross-cutting
00:39:14gender approach to my presidency,
00:39:17including advocating for a build
00:39:19back better approach to COVID-19
00:39:21that prioritizes gender sensitive
00:39:23policies and initiatives.
00:39:25Fifth, and finally, UN reform and
00:39:29revitalization must continue, and it
00:39:32must also continue here in the
00:39:34General Assembly.
00:39:35This is not about balance of power.
00:39:38This is about efficiency.
00:39:40Every organ of the United Nations
00:39:42must be at its peak, must be able to
00:39:45deliver as it was intended.
00:39:48One of the first things I will do in
00:39:50this regard is to listen to our
00:39:52constituents by engaging better with
00:39:55the civil society organizations and by
00:39:57bringing more youth on board, such as
00:40:00through our youth fellowship program.
00:40:02We will hear about the priorities that
00:40:04matter to people and come to know new
00:40:07ways that the General Assembly can make
00:40:09a difference.
00:40:11Excellencies, ladies and gentlemen,
00:40:15allow me to remind you of what this
00:40:17hall represents.
00:40:19Out of the ashes of the greatest war,
00:40:22of the greatest atrocities of human history,
00:40:25we came together and agreed to collaborate
00:40:27to tackle the challenges we face.
00:40:31For the seven-plus billion constituents
00:40:33around the world, this is what they see
00:40:36when they think of the United Nations.
00:40:39Iconic world leaders standing before a
00:40:41marble-green backdrop, debating not whether
00:40:45to help, but how to help.
00:40:49Let us not let them down.
00:40:51We have never been so technologically
00:40:54advanced.
00:40:55We have never been so connected.
00:40:57We have never had the wealth, the resources,
00:41:00or the know-how that we have now.
00:41:03There's nothing in our path to stop us
00:41:06but ourselves.
00:41:09Let us be the United Nations that people
00:41:12want us to be.
00:41:14Excellencies, ladies and gentlemen,
00:41:17in the darkest days of the pandemic,
00:41:20when cities were shuttered and vaccines
00:41:21still a dream, the peoples of the world
00:41:24came together as they were before.
00:41:27They left messages of support on their
00:41:28windows.
00:41:30They sang for each other from balconies.
00:41:32They clapped in the evenings for their
00:41:34frontline workers, their heroes.
00:41:37They prayed in unison, asking for that
00:41:40miracle that could give us back the normalcy
00:41:43that we took for granted.
00:41:46It was hope and a sense of shared humanity
00:41:49that allowed them to do this.
00:41:52Let us give them hope now.
