The ACT Chief Police Officer says he is concerned about raising the age of criminality in the the territory from 12 to 14. He says there are not currently services available 24/7 for young people who fall within that category.

00:00It's a change aimed at keeping children out of detention.
00:06The age of criminal responsibility will rise from 12 to 14 in just a few weeks, but police
00:13still hold concerns.
00:14We will need to look at then ensuring that support services are available 24-7.
00:20So that's going to be an extra drain on your resources as well.

00:24And I have had conversations with government and the other directorates that I have concerns
00:31that those services will not be fully in place, ready for 1st of July.
00:36Except for the most serious crimes under the change, rather than facing criminal charges,
00:41children and young people under the age of 14 will instead be referred for support to
00:46address their behaviour.
00:48Legislation passed in November 2023, first rolling the age of criminal responsibility
00:53from 10 to 12, with time allowed to prepare services for the next step up to 14 next month.

01:06The nearly year and a half lead-in time is clearly long enough.
01:10The concerns being pointed to by the Chief Police Officer point to a lack of focus or a lack
01:15of investment in the necessary support services.
01:17The Safer Youth Service, which has just transitioned to a 24-hour service that will be able to respond
01:26to police when they do have a young person that comes into their contact.
01:32There's also the therapeutic support panel, which that has been in place now for the last year.
01:36The government acknowledged police concerns, but insists things will go to plan.
01:41Any new thing, there's going to be some hesitation or some nervousness about the implementation.
01:49The opposition says it's not just police who are nervous, pointing to concerns about organised crime.
01:55Because they know that a child who's under the age of criminal responsibility will encounter
