00:11I know many of you are feeling deep anxiety, stress, and fear,
00:15but I want you to know that you are the antidote to that fear and that anxiety.
00:21What Donald Trump wants most is your fealty, your silence, to be complicit in this moment.
00:27Do not give in to him.
00:30If you incite violence, I want to be clear about this.
00:33If you incite violence or destroy our communities, you're going to be held to account.
00:38That kind of criminal behavior will not be tolerated.
00:40Full stop.
00:41Already more than 220 people have been arrested,
00:45and we're reviewing tapes to build additional cases,
00:48and people will be prosecuted to the fullest extent of the law.
00:52Again, thanks to our law enforcement officers and the majority of Angelenos who protested peacefully,
00:59the situation was winding down and was concentrated in just a few square blocks downtown.
01:06But that, that's not what Donald Trump wanted.
01:09He again chose escalation.
01:11He chose more force.
01:13He chose theatrics over public safety.
01:16He federalized another 2,000 Guard members.
01:19He deployed more than 700 active U.S. Marines.
01:24These are the men and women trained for foreign combat, not domestic law enforcement.
01:29We honor their service.
01:31We honor their bravery.
01:33But we do not want our streets militarized by our own armed forces.
01:37Not in L.A., not in California, not anywhere.
01:41California will keep fighting.
01:43It will keep fighting on behalf of our people, all of our people, including in the courts.
01:47Just yesterday, we filed a legal challenge to Donald Trump's reckless deployment of American troops to a major American city.
01:56Today, we sought an emergency court order to stop the use of the American military to engage in law enforcement activities across Los Angeles.
02:04If some of us could be snatched off the streets without a warrant, based only on suspicion or skin color, then none of us are safe.
02:14Authoritarian regimes begin by targeting people who are least able to defend themselves.
02:19But they do not stop there.
02:22Trump and his loyalists, they thrive on division because it allows them to take more power and exert even more control.
02:29And by the way, Trump, he's not opposed to lawlessness and violence as long as it serves him.
02:36What more evidence do we need than January 6th?
02:40I ask everyone, take time, reflect on this perilous moment.
02:46A president who wants to be bound by no law or constitution, perpetuating a unified assault on American traditions.
02:54This is a president who, in just over 140 days, has fired government watchdogs that could hold him accountable, accountable for corruption and fraud.
03:05He's declared a war, a war on culture, on history, on science, on knowledge itself.
03:11Databases, quite literally, are vanishing.
03:14He's delegitimizing news organizations, and he's assaulting the First Amendment and the threat of defunding them.
03:21At threat, he's dictating what universities themselves can teach.
03:26He's targeting law firms and the judicial brands that are the foundations of an orderly and civil society.
03:32He's calling for a sitting governor to be arrested for no other reason than to, in his own words, for getting elected.
03:41And we all know this Saturday, he's ordering our American heroes, the United States military,
03:46and forcing them to put on a vulgar display to celebrate his birthday, just as other failed dictators have done in the past.
03:55Look, this isn't just about protests here in Los Angeles.
04:00When Donald Trump sought blanket authority to commandeer the National Guard,
04:04he made that order apply to every state in this nation.
04:07This is about all of us.
04:09This is about you.
04:11California may be first, but it clearly will not end here.
04:14Other states are next.
04:16Democracy is next.
04:19Democracy is under assault before our eyes.
04:22This moment we have feared has arrived.
04:25He's taking a wrecking ball.
04:27A wrecking ball to our founding fathers' historic project.
04:30Three co-equal branches of independent government.
04:34There are no longer any checks and balances.
04:36Congress is nowhere to be found.
04:39Speaker Johnson has completely abdicated that responsibility.
04:43The rule of law has increasingly been given way to the rule of Don.
04:49The founding fathers, they didn't live and die to see this kind of moment.
04:53It's time for all of us to stand up.
04:55Justice Brandeis, he said it best.
04:58In a democracy, the most important office, with all due respect, Mr. President, is not the presidency.
05:04And it's certainly not governor.
05:05The most important office is office of citizen.
05:08At this moment, at this moment, we all need to stand up and be held to account a higher level of accountability.

05:41California is no stranger to immigration enforcement.
05:44But instead of focusing on undocumented immigrants with serious criminal records and people with final deportation orders,
05:51a strategy both parties have long supported, this administration is pushing mass deportations,
05:58indiscriminately targeting hardworking immigrant families, regardless of their roots or risk.
06:05What's happening right now is very different than anything we've seen before.
06:10On Saturday morning, when federal agents jumped out of an unmarked van near a Home Depot parking lot,
06:15they began grabbing people, a deliberate targeting of a heavily Latino suburb.
06:21A similar scene played out when a clothing company was raided downtown.
06:25In other actions, a U.S. citizen, nine months pregnant, was arrested, a four-year-old girl taken,
06:33families separated, friends quite literally disappearing.
06:37In response, everyday Angelenos came out to exercise their constitutional right to free speech and assembly.
06:45to protest their government's actions.
06:48In turn, the state of California and the city and county of Los Angeles sent our police officers to help keep the peace.
06:56And with some exceptions, they were successful.
07:00Like many states, California is no stranger to this sort of unrest.
07:05We manage it regularly and with our own law enforcement.
07:08But this, again, was different.
07:10What then ensued was the use of tear gas, flashbang grenades, rubber bullets,
07:17federal agents detaining people and undermining their due process rights.
07:22Donald Trump, without consulting California law enforcement leaders,
07:27commandeered 2,000 of our state's National Guard members to deploy on our streets, illegally and for no reason.
07:35This brazen abuse of power by a sitting president inflamed a combustible situation,
07:41putting our people, our officers and even our National Guard at risk.
07:46That's when the downward spiral began.
07:49He doubled down on his dangerous National Guard deployment by fanning the flames even harder.
07:55And the president, he did it on purpose.
