00:00For weeks, aid to Gaza has faced serious disruptions.
00:04At the center is the Gaza Humanitarian Foundation, or GHF,
00:08a U.S.-backed, privately-run aid group that Israel now insists
00:11should handle all international relief operations.
00:14Israel's stance?
00:16That the GHF ensures transparency and prevents diversion of supplies by Hamas,
00:20something Hamas denies.
00:22But critics, including the UN, argue the GHF is not neutral,
00:25excludes key aid organizations and sidelines established humanitarian systems.
00:31The U.S. ambassador to Israel has called the scheme effective so far.
00:34Under pressure, Israel lifted its 11-week aid blockade in May.
00:38Aid flowed again, but mainly through the GHF.
00:41Since then, chaos has erupted.
00:43Palestinians overran GHF sites, Israeli troops opened fire,
00:46U.N. warehouses were stormed.
00:48At least five people died in the unrest.
00:51The U.N., Red Cross, and others have since pulled back,
00:53saying they can't safely operate under the current model.
00:56With GHF overwhelmed and other agencies frozen out,
00:59aid deliveries have stalled again,
01:01causing large-scale humanitarian assistance to Gaza.
