01:27We're talking about the terrible stampede that has taken place in Bengaluru last evening that has led to 11 deaths.
01:34The mantri here is asking, should we put off the celebrations up until next year?
01:38An insensitive remark that's been made by a mantri at a time when it was celebrations regarding the victory of RCB, which is, in fact, during IPL, when they lifted the trophy for the first time in 18 long years.
01:54Well, there were fans who had gathered and in the chaos and confusion, a stampede broke out because of which 11 people had died.
02:02The mantri here in question is talking about the fact that the celebrations could have not been put off until next year.
02:09Was that possible is the question that the mantri has asked.
02:14This is Santosh Ladd asking this question, a rather insensitive comment when a stampede took place from celebrations really to morning was the situation that we saw.

03:43Not a word, you know, to address the problem that was at hand essentially which was a stampede.
03:50And now this insensitive remark saying that could have the celebrations be put off for next year.
03:55Well, definitely, you know, we are seeing the kind of, you know, if I can just ask my cameraman to pan around and show you.
04:07You know, this is the leftover chappals here right outside the Chinnaswami Stadium.
04:13And as you can see, these are all, you know, visuals from yesterday.
04:17What is left behind of the massacre that took place yesterday.
04:21You know, 11 people have lost their lives in this incident.
04:25And among several people who have been injured.
04:28And the only thing that the administration is able to say is that they didn't anticipate these kinds of crowds to take place.
04:36Yesterday, the very place where I am standing at this entire stretch, if I might add, has been completely blocked off.
04:44It was chock-a-block with RCB fans who had gathered here.
04:48Even right now, you can also see those horns that they had been using to, you know, celebrate there as well.
04:56All around, if you see, it's just debris.
05:00A very jarring reminder of what had gone wrong yesterday.
05:06You know, footwear that is still, that is kept strewn across in each and every corner of the gates there.
05:13Even at this side, if you see all of the people who have been waiting there just to catch glimpses of the RCB.
05:22And what the administration has to say is nothing but that they were, you know, unprepared to see these kind of crowds that are happening.
05:31You do realize that RCB is a team, it's a franchise that has won after 18 years.
05:3618 years they have been waiting for a cup, but when victory is so near, when they have already reached the, you know, across the point.
05:46Unfortunately, what happens is that due to lack of proper coordination, due to lack of proper management and a complete disarray of law and order,
05:57the stampede-like situation took place yesterday and officials don't have any possible explanation to give regarding what went wrong yesterday.
06:05Well, absolutely, no explanation, but we can get a sense of how poorly managed things were, really.
06:12Why were so many people allowed to gather?
06:14Two to three lakh people, 5,000 cups, was that good enough?
06:17Clearly not.

06:24RCB's victory celebrations outside the Chinnaswami Stadium in Bengaluru turned tragic.
06:29After 11 lives were lost, the stampede that has also left 33 injured has put the Sidramaya government in a bit of a situation there.
06:37Well, the government is facing the ire of the BJP and the citizens for several lapses.
06:42Questions are being raised as to why did the government have no clarity on the event that was being conducted at the stadium?
06:48How did two to three lakh people turn up for a ticketed event?
06:53Why was there no proper crowd management measures taken?
06:565,000 policemen, enough to control a swarm of RCB fans?
07:02Well, even as these questions are being raised, the Chief Minister of Karnataka has come up with the bizarre defects,
07:07blaming the crowd for the tragedy.
07:10Not just that, he deflected the blame on the Cricket Association,
07:13saying that it was planned by it and the government's job was just police deployment.
07:17In fact, Sidramaya has also name-dropped Maha Kumbh Stampede to save his government's face.
07:32Nobody has expected so much a crowd will come up because the capacity of the stadium is only 35,000 people.
07:45Only 35,000 seats are there.
07:52But two to three lakh people
07:55have come to participate in the celebration.
08:02It is Cricket State, Cricket Association, which arranged the program.
08:18See, earlier also, the same police people were doing the security job.

10:07And we are taking the owner's responsibility.
10:10And also, we are taking all the best possible measures to help the victims.
10:1617 have been injured and they are being treated.
10:20In that 17, three people have fractured injuries.
10:24And other injuries, minor injuries are there.
10:26They are being treated and they are stabling.
10:28But unfortunately, we have lost six youngsters.
10:31These are all who have attended, all the youngsters.
10:34And one was a 14-year-old girl.
10:36So, it's very disheartening to know this.
10:44I'm going straight across to Sagay Raj, getting in more details.

10:52We were, in fact, up until afternoon yesterday, just having a word about how excited the fans were.
10:57But here, the government is saying that, you know, nobody expected these crowds.
11:0135,000 is this capacity.
11:03But we know that up to 3 lakh people actually turned up.
11:06You know, where does the buck stop here?
11:08At the end of the day, 11 people have died.
11:10Absolutely, close to 2 to 3 people had died in this particular spot, according to one of
11:23the eyewitnesses who spoke to us yesterday.
11:26See, I was reporting here yesterday.
11:28And this particular gate, the gate next to P3, this gate was open fully.
11:34And it was open fully.
11:36And people started to rush in.
11:38And after that, they closed it.
11:40They closed one part of the gate.
11:42And they opened, they partially opened this gate, probably this much of a space.
11:47And the crowd, the crowd was huge.
11:49Everybody wanted to get inside this particular gate.
11:51And there was no space.
11:53And there were barricades here.
11:54You can see there were barricades here.
11:56You can see the chappers here, all the abandoned chappers.
11:59There were barricades which were being put.
12:00And the people were asked to come inside the barricade and enter inside the gate.
12:05And nobody followed the rules.
12:07Everybody tried to jump the barricade, gate crash and get inside.
12:12Because there was no ticket which was being given.
12:15They said, first come, first serve.
12:17After 2.30, the gates will open.
12:19Whoever goes inside, whoever gets the seat first,
12:22then you are all set.
12:24If you are coming late, if there are no seats, you are not allowed inside.
12:27So people were panicking.
12:29People wanted to get inside.
12:30Because they were waiting as early as 9.30, 10 o'clock in the morning.
12:35Everybody took metro train.
12:36The complete road was blocked yesterday.
12:39There was not even a single vehicle.
12:42And police couldn't do anything.
12:43Even the ambulance, the emergency vehicles were not allowed.
12:46Because the entire road was full of fans.
12:50And everybody was cheering.
12:52And there was no space even to walk from one spot to the other.
12:56And it was an utter failure.
12:59Remember, the police deployment was deployed as for a cricket match.
13:03When you have a cricket match, there will be around 1,000 or 2,000 police personnel,
13:07including constables and senior police.
13:09At that point, there was around, say, 1,000 police personnel in and around this particular vicinity
13:17to take care of close to 3 lakh audience.
13:20And there was only one DCP, DCP North.
13:22He was trying to control the crowd.
13:26All the senior officers, all the other police personnel were in Vidant Souda, trying to give VIP security.
13:33They were in a airport escorting the players.
13:37And there was nobody here to control the crowd.
13:41That's when everything went out of control.
13:44And it was a bottleneck situation when huge crowd tried to get inside.
13:51Only this much of passage, this much of passage, which did not allow them to get inside.
13:58And they started to panic.
14:00And that's when this entire incident unfolded.
14:03I saw around three to four people in front of my own eyes.
14:07They were being carried to medical commanding center inside Chinnaswami Stadium.
14:12There were three to four people who were bleeding.
14:15And three of them were unconscious.
14:18And this was the situation yesterday.
14:20And now, unnatural death has been registered.
14:23The question is, why RCB management and KCA did not plan?
14:28If you're allowing them free of cost without charging them,
14:32why you did not allow from morning?
14:35Why you had fixed that time only after 2.30?
14:39Because from morning, people started to come.
14:41Everybody were waiting here for this gate or the other gates to open.
14:46And there was a huge crowd in this part of a stretch in near Chinnaswami Stadium to enter this huge gate.
14:53But the gate did not open.
14:55It is a clear mismanagement.
14:57And it is the onus of KSEA, RCB and Karnataka government, the failure of intelligence, security, mismanagement, crowd handling and not organizing properly.
15:11So, these are the collective responsibilities of all these three organizations.

15:18We are just explaining and describing to us what things could have been like yesterday and how things turned out to be, given the crisis there.

18:09She's questioning as to how come a stadium that had the capacity to only accommodate 35,000 members,
18:16how come LACS could turn up without enough police deployment.
18:20That's the kind of question that she's putting forward, calling out the government's mismanagement

30:58On one hand were pictures of the stampede.
31:01On the other hand were images of the victory bash, the celebrations that essentially continued yesterday.
31:09These are questions that is now being asked of the opposition BJP in the state of Karnataka
31:14that why this criminal callousness, 35,000, that was the capacity of the Chinnaswami Stadium
31:23where the stampede took place.
31:24But over 3 lakh people turned up.
31:28Why was that allowed?
31:30Who was responsible for this?
31:33The Karnataka government in its defense has said that even they didn't know that so many people would turn up.
31:38It was a ticketed event.
31:41Were tickets sold to over 2 and 3 lakh people?
31:44That's the big question here.
31:45What about crowd management?
31:49Just 5,000 policemen were deployed to manage crowds that ran into lakhs essentially.
31:57Also drawing the analogy with the case of Alu Arjun during the release of his film when his stampede took place,
32:03the BJP is asked that the actor was promptly arrested.
32:06Should that not be the case?
32:08With the administrators of Karnataka as well.
32:11I'm going back to Sagay for more on that.
32:14Sagay is where the stampede took place.
32:16Sagay, the BJP they're raising these questions and also asking something that India today also, you know, showed.
32:23The irony of which images of the stampede on the other side, the victory celebrations continue.
32:31Not a word for those who had died, isn't it?
32:33Absolutely, incident happened after 2.33 o'clock and the government were informed about this particular stampede
32:44and DK Shukuman, the deputy chief minister of Karnataka, who spoke to India today inside the Children's Zombie Stadium.
32:49He has also mentioned that they were informed about it and they communicated to the RCB management
32:56that there were so many people who were killed, so you need to cut short the celebration event in Children's Zombie Stadium.
33:01So they were well aware that the fans were killed in stampede.
33:05Probably at that point of time, the numbers, initially the numbers were less.
33:08Probably four to seven people who had been reported.
33:10And later on, we got to know that there were 11 people who were killed in this particular stampede.
33:15But the larger question is, when you call your fans as a 12th man army, as a family, when your family members are dying,
33:24or died on the streets waiting for you to get a glimpse of your team, to get a glimpse of their superstar,
33:32to get a glimpse of their favorite player, but they died waiting for that and you still go ahead and celebrate.
33:38It's such a human, such a shameful act by any management who does all these things,
33:44despite knowing that your fan follower, your fan has died just waiting for you.
33:49This clearly shows us insensitive of KACA, RCB management, and even the government.
33:55Government, which takes the onus of everything, who should give the security, who should take care of the crowd management.
34:02They should be aware that there are so many people who are traveling in metro.
34:06Their intelligence should have reported to the government, stating that, see, these many people are coming.
34:10You should be very careful that there are large number of gathering which is happening, but you have very less police force.
34:16You should rather deploy more police force, get a police force from your reserve police department and try to shift here.
34:22There were hardly few people.
34:23We could even count the police personnel because everybody were in Kaki and they were controlling.
34:28And the crowd, crowd was 10 times more than what this stadium could accommodate.
34:33Apart from this, there were also crowds at Vidant Souda.
34:36And thankfully, there was no mischief, no tragedy at Vidant Souda.
34:39Everything unfolded here at the stadium.
34:41And even the KACA did not manage properly.
34:44They didn't open the gate.
34:45They didn't allow the people to enter.
34:47When they realized there are so many people rushing inside, they closed the gate.
34:51That's when everybody started to panic.
34:53They were worried that whether they will be allowed inside, whether they will be getting a seat.
34:56It was on a first-come, first-serve basis.
34:59And that's when everything unfolded.
35:0211 people, most of them died here.
35:05And again, on the gate number 7 on the other side, the barricade fell on them.
35:09Everybody tried to jump the wall.
35:11And they even gate crashed and tried to do all kinds of circus to ensure that they get inside
35:18or to get to see a glimpse of their favorite player, favorite team.
35:24And ended up giving their life to their team.
35:27This is a tragedy.
35:28And this is a plight.
35:30And this is a fate of these people who came here yesterday to see the victory celebration of RCB here in Bengaluru.
35:39That's right.
35:40You know, Sagai, you rightly put, just for a glimpse of the favorite cricketer.
35:44But at what cost, really?
35:46The manner in which the lives were lost, snuffed out in a few moments.
35:50A terrible tragedy that we're reporting on from Bengaluru.
35:53Sagai continues to be with us to tell our viewers about what could have possibly been the lapses here.
36:00The victory bash was announced at a short notice.
36:04Remember, the day after, less than a day after the victory, this was announced.
36:08And clearly unplanned.
36:10There was no clear entry and exit points and barricades.
36:14And that is a big concern when it comes to huge crowd management.
36:18There was no clarity, none whatsoever, on ticket and the entry pass.
36:24Nobody had an idea.
36:25Netas ignored crowd safety.
36:28They opted for the bash.
36:30Cops concern overlooked by Netas, who were very keen on bash.
36:34We saw that Netas turned RCB win to a photo opportunity and selfies, as was evident, even after the stampede took place.
36:44The family members of several Netas turned up just to get a glimpse and take a selfie with the cricketers there.
36:50The venue was not equipped to hold massive crowd surge.
36:54No adequate cops to control crowd.
36:575,000 of them for a crowd of 2 to 3 lakh people who had just turned up.
37:03Many were on VVIP duty.
37:05Heavy VVIP management was there.
37:07Movement was there.
37:08And hence, cops were busy.
37:10Outnumbered cops.
37:12Lati charged.
37:13And things was for the fans who eventually got Lati charged.
37:18Many of them were caught in that stampede.
37:20Karnataka minister owing up to glaring lapses.
37:25The mantri says needed better planning and coordination.
37:28Young Khadige says did best we could to manage this crowd.
37:31The mantri hits out at his own government about crowd management.
37:36B.J.P. likes to politicize everything.
37:58The same B.J.P. when we told that a victory parade in an open bus would not be feasible on such short notice because of the lack of time to make arrangements.
38:13They said we were insulting the cricketers.
38:16But that post has now been deleted and now they are saying that it should not have been done at all.
38:21So, B.J.P. intention of politicizing and communalizing everything is not healthy.
38:46Absolutely.
38:48And if you notice that probably all the ministers are quite well aware that it should have handled a better way.
38:54But nobody is coming out and talking about it.
38:56In fact, everybody knows that there is a collective failure of government, RCB and KACA management in this entire tragedy of killing 11 people.
39:05Imagine this particular road, one particular footpath, which is just accommodating close to 3 lakh people who want to enter the stadium.
39:12It is a mere joke and bouncers handling the entry and exit of the fans and the police controlling the crowd.
39:20This clearly shows that there was no planning.
39:23It was a short notice.
39:24And even if they would have organized on a Friday or a weekend, there would have been more crowd.
39:29Whether you organize the next day or a previous day or whichever day it is after the match, you will find this kind of crowd when there is a celebration for RCB.
39:37Because RCB has a huge fan following.
39:40Even on a cricket match day when we come near the stadium, there will be around 35,000 people inside.
39:45But still outside, there will be around 30,000 people still waiting for tickets.
39:49That is the kind of fan following that RCB has where everybody wants to get a glimpse.
39:55Even there were followers, even during the match time, to get a glimpse of their players when they pass through the vehicles.
40:00You might have seen multiple videos on social media.
40:03And this is a kind of fan following.
40:05The government should have anticipated, the intelligence should have anticipated that this is the kind of crowd that you are going to get.
40:13Because the RCB management has clearly mentioned that there will be a victory parade the next day.
40:18They had mentioned in their social media.
40:20And people from Kolar, people from Haasan.
40:22I'll come back to you, Sagay, in a moment from now, we are talking about the Stampede case.
40:28The news that we have is the court now taking a Swoomoto PIL on the Chinnaswami tragedy.
40:35And the matter is going to be heard at 2.30.
40:37This matter has now gone to court as a PIL.
40:41And the court has taken this matter up.
40:44Sagay, this matter is now going to be heard at 2.30.
40:47I'm presuming this has obviously got to do with the serious lapses in crowd management that we've seen?
40:52There is a PIL which has been filed.
41:00And subsequently, the Karnataka High Court has also taken a Swoomoto on this.
41:04And the case will be heard around 2.30 p.m. this afternoon.
41:09And the court have taken cognizance of the entire incident which has unfolded in front of Chinnaswami Stadium.
41:14Remember, this is one of the tragedies.
41:16And even there was a terrorist attack in one of the IPL matches a few years back, probably 10 years back.
41:22But nobody was killed.
41:23And that particular incident, it is worse than a terrorist attack in front of Chinnaswami Stadium
41:27where 11 people were killed because of the mismanagement.
41:31Thankfully, the court has taken a cognizance of it.
41:34And there will be a PIL which will be heard around 2.30 p.m. this afternoon.

41:44This is on the Chinnaswami tragedy hearing at 2.30 p.m. in the afternoon.
41:53The spotlight in Bengaluru has shifted from cricket to tragedy.

42:30In minutes, fan frenzy in Bengaluru turned fatal.

42:47all eyes turned to the Sidramaya Sarkar.
42:49The government which went on with its event at the Chinnaswami Stadium despite the tragedy unfolding outside.
43:01Sidramaya government, which is facing BGP and public's ire for negligence, was quick enough to shift blame.
43:11From people to the cricket association, Chief Minister Sidramaya blamed everyone left, right, and center, except his own government.
43:20He first called the crowd who turned up at the stadium uncontrollable.
43:26The Chief Minister also said the stadium's capacity was 35k.
43:31But a crowd of two to three lakhs turned up, which made the cops' job difficult.
43:37Not just that.
43:38He also said that only those who had tickets should have come for the celebrations.
43:42Nobody has expected so much of a crowd will come, because the capacity of the stadium is only 35,000.
43:53But two to three lakh people have come to participate in this celebration.
44:00In another deflection, he said, the event was organized by the Cricket Association,
44:06suggesting the government merely handled police deployment and wasn't involved in planning at all.
44:11It is Cricket State, Cricket Association, which arranged the program.
44:18See, earlier also, the same police people were doing the security job.
44:25During the matches.
44:26This time also, they were doing this security job.
44:30But the Chief Minister did not stop there.
44:34Facing BGP's criticism of negligence, Sidramaya invoked a tragedy from the past.
44:39He brought up the Kumbh Mela Stampede, where several lives were lost.
44:44He insisted he wasn't defending himself, but not many were convinced.
