During House floor remarks on Tuesday, Rep. Glenn Grothman (R-WI) slammed an increase to state taxes amid budget talks.

00:00I ask unanimous consent to speak for a minute, revise and extend my remarks.
00:04Without objection, recognize for one minute.
00:06I feel I must address one of the key issues that we're going to be dealing with in the next two days,
00:12and that is what type of new tax cuts are we going to put in the Internal Revenue Code?
00:17Some people think if I had my choice, I'd bring back the personal exemption
00:21and put one or two or three thousand dollars per child on that return
00:25because there's no time in life in which you need money more than when you're just starting out
00:30and have children and have a big mortgage.
00:32We should look out for the average guy at a time when they're most desperate.
00:37Some people would say, and my second pick, would be to reduce the marginal tax rate
00:42on the most technical manufactured goods because we want those goods to be made here in America
00:48and it would be great to have those manufactured in America.
00:51Some people, however, think the most important thing is to encourage states
00:54to increase their taxes, higher property taxes from the local units of government,
01:00higher income taxes for the state government.
01:03They want to increase the exemption for those to encourage state governments
01:09and local governments to spend more money.
01:11No!
01:12We should be helping out the young people with children just starting out.
