00:00On the 22nd of April, terrorists brutally killed 26 tourists in Flagnum in a barbaric and savage act of violence.

00:08Most victims were killed at point-blank range by gunshots to their heads.

00:12My thoughts and prayers were with all those that are affected by this murderous, violent terrorism in Flagnum.

00:18This was an act of terrorism, and we must reflect on the fact that Flagnum has joined Mumbai, New Delhi and other places in India

00:25that will be forever scarred by an act of terror.

00:28Mr Speaker, this is clearly a precarious moment, and we want to see tensions eased between India and Pakistan.

00:36We want to avoid a state-on-state military escalation.

00:41We're also clear that India has the right to take reasonable and proportionate steps to defend itself

00:46and to dismantle the vile terrorist infrastructure that has caused death and continues to threaten them.

00:52And we know that terrorists based in Pakistan threaten India and Western interests.

00:57It was the country that Osama bin Laden was hiding in.

01:02And because of the long history of violence inflected by terrorists on India,

01:07the UK has in place long-standing security cooperation agreements with India.

01:12And in fact, last week in this House, I reminded the Government of those long-standing security agreements,

01:17why they exist and why they should matter to us here in the UK.

01:21Given these links, the UK Government should be at the forefront of working with our friends and allies

01:26to tackle the terrorist threats that we face collectively.

01:30While I know the Minister will not be able to speak about intelligence sharing between UK and India,

01:34can he at least confirm whether our intelligence and security services have been in contact with India

01:40about the incidents that took place and are supporting their investigations?

01:45Has the Government provided any specific security assistance to India in the aftermath of the terrorist attack in Kashmir?

01:52Could Britain offer specific support that might help avert escalation?

01:57Does the Minister agree with the assessment made by India that the resistance front,

02:01who claim responsibility for the 22nd April attacks,

02:04are a front for Pakistan-based terrorist group Lashgal-Tiber.

02:08Lashgal-Tiber are a prescribed terrorist group who have a clear history of committing acts of terror against India

02:15and have reported links to Hamas,

02:18including reports that Hamas representatives have met with them earlier this year.

02:22Can the Minister confirm if the UK Government is aware of any cooperation

02:26and links between Lashgal-Tiber and Hamas?

02:29I asked this off the Minister last week and he did not respond,

02:32so I would welcome an answer on this important point today.

02:35And does the Minister know which terror groups are currently operating in Pakistan

02:39and their links to other terrorist groups that threaten our interests?

02:43Last week the Minister said,

02:45we are playing our role by trying to ensure that tensions do not escalate.

02:49The British Government does have a role to play

02:50and needs to leverage its influence to help ease tensions.

02:53So can the Minister inform the House

02:55what are the direct discussions that are taking place

02:58between India and Pakistan governments

03:00since those attacks two weeks ago?

03:02Was the UK informed in advance of the actions being undertaken

03:06and does the Minister have a plan to support easing these tensions?

03:10The Minister is referring to the Foreign Secretary's calls with counterparts and engagement.

03:15Can he give more evidence of those discussions?

03:18Have Ministers undertaken an assessment of the terrorist infrastructure based in Pakistan?

03:22Has the Minister had discussions with the Pakistan Government on this matter?

03:26And can Ministers give assurances that there are sufficient measures in place

03:30to ensure that no British aid to Pakistan,

03:32either bilaterally or through multilateral sources,

03:34has ended up in the wrong hands?

03:37With these questions in mind,

03:39the diaspora communities here in the UK have strong links to both India and Pakistan,

03:43as the Minister has said.

03:44So can he give an update on the actions that will be taken to prevent the escalation of tensions

03:49impacting on communities in our country?

03:52Can he give details of extra-consular capacity and support

03:55the UK will be given to the High Commissions in both countries

03:58and provide consular support to British nationals in Pakistan and India?

04:03And finally, will the Minister now be more forecoming with the House

04:06about the Government's assessment as to who carried out the terror attack in Kashmir,

04:11whether they were working with any other malign actors,

04:14and whether he is working through the security implications for the UK?
