00:00One of Penang's most critical waterworks upgrades has been unexpectedly delayed by the moon.
00:07The ongoing new moon phase is causing intense high tides,
00:11raising river and groundwater levels and flooding pits dug for underground pipe installations,
00:17hampering progress.
