00:00The Commission on Elections in the Forest Products Research and Development Institute of the DOST

00:06agreed that the roles that will be used in the 2025 National and Local Elections will be included in the monitoring.

00:16The Commission is now preparing to properly conduct the 2025 National and Local Elections.

00:22It also assures that the roles that will be used in the elections will be included in the monitoring,

00:27such as the roles.

00:28This was first mentioned to the Forest Product Research and Development Institute or FPRDI,

00:33the Department of Science and Technology,

00:35that it will ensure that the roles that will be used here will be included in the standards.

00:39According to FPRDI Senior Research Specialist Amy Beatrix Habon,

00:43they will be able to assess the roles used in the ballots.

00:46The thermal paper that comes out after a voter votes,

00:50the folder used for voting,

00:53the paper seal used, and others.

00:56According to Habon, their pulp and paper testing laboratory is the sole certifying body accredited by the Commission.

01:02We see to it that the machine is okay because we do verifications on the machines.

01:09We have daily calibration aside from the external calibration from outside calibrators that we use.

01:18We see to it that we maintain properly the machines.

01:22That's why we have ISO 17025.

01:25That's our system.

01:27We have monthly verifications.

01:31Their analysts assess the process while doing collaborative testing.

01:36She explains that each material has its own standard depending on how it is used.

01:41Before the paper is tested, the testing laboratory needs to be in the right condition,

01:48such as the temperature of 23 degrees Celsius.

01:52The laboratory runs 24 hours a day to ensure that the testing is in accordance with the standards.

01:59All the companies that participated in the Comerleck bidding go through this process.

02:03If there is a winner, Comerleck will bring it to FPRDI to ensure that both papers were used.

02:10Along with their assessment is the weighting of the paper using a machine called analytical balance.

02:16Using a caliper or thickness tester, the thickness or thickness of a paper is measured.

02:20This is important especially if there are specifications in the printers and the ink should be absorbed immediately.

02:26Using a paper manager, the brightness is measured,

02:29especially if it needs to be clear to read what is written on a paper

02:33and opacity or if what is printed on the back of the paper is readable.

02:37To see if the paper is durable, the paper goes through a tear tester.

02:42If it is quick to tear and a stiffness tester to make sure that it will not break easily.

02:47It will help with integrity, environmental and price.

02:53One of the things we are looking at here is the price.

02:59So that our agencies do not have to pay a high price for our countrymen to go to the right place.

03:10There is quality at the right price.

03:12Aside from Comerleck, along with some of the services provided by FPRDI,

03:16is the procurement service of the Department of Budget and Management for various supplies of government agencies.

03:22The LTO, DepEd, BIR, NPO and even from the private sector.
