00:00We are still together on Medea TV. Thank you for remaining faithful to us. Here are the
00:19titles of your newspaper.
00:21The Academy of the Kingdom of Morocco and the French Academy of Medicine signed yesterday
00:26an agreement for cooperation in the field of scientific and intellectual meditation.
00:30We are talking about it in Zonest.
00:35Between threats of repose and calls for dialogue, the reactions are multiplying after the customs
00:40offensive launched yesterday by the American president in Latakia.
00:46In Senegal, the National Assembly adopted yesterday a law revising the amnesty voted
00:52under former president Macky Sall, an initiative criticized by the opposition.
01:00Before developing these titles, we start this edition first in Morocco, where the head of
01:04diplomacy, Nasser Bourita, received yesterday in Rabat the President of the Andean Parliament,
01:10Gustavo Pacheco Villar, who took the opportunity to express his support for territorial integrity
01:18and the sovereignty of Morocco on its Sahara.
01:20He also congratulated on the progress and development dynamics that the Southern Provinces
01:26know, a dynamic that testifies to the emergence of Morocco under the leadership of His Majesty
01:32the King Mohammed VI, especially in terms of infrastructure and energy transition.
01:40The Academy of the Kingdom of Morocco and the French Academy of Medicine is organizing
01:44today in Paris the Franco-Moroccan Day of Health.
01:48Many experts and professors specialized in the field of hospital and training are taking part.
01:54On this occasion, Professor Najia Hajaj Hassouni, dean of the College of Health, will receive
02:03a medal as an associate member of the French Academy of Medicine.
02:11The day before yesterday, the two institutions signed a framework agreement for cooperation
02:15in the scientific and intellectual medical field.
02:19The agreement aims to promote partnerships and exchanges between the two academies,
02:25the hospital centers, the medical faculties and the research institutions of the two countries.
02:34Back in the Kingdom, where in the face of global inflation and successive droughts,
02:39the government, as you know, took exceptional measures in 2023 and 2024 to support the importation
02:47of OVAN to Leïd Al-Akha.
02:50The cost of the operation is 437 million dirhams, figures announced by the Ministry of Agriculture,
02:57Maritime Fishing, Rural Development and Forestry, which has enabled the importation
03:02of nearly 875,000 OVAN heads to Leïd Al-Akha.
03:15For Spain, this is not an intelligent way to face the challenges of the moment.
03:20Germany is asking for a place to show its muscles while dialoguing with the United States.
03:27A dialogue that China favors for the moment.
03:29You will have understood, the reactions are multiplying after the customs offensive launched
03:34by the American president, which affected several countries in the world.
03:40Morocco, which is not among the most targeted countries, is not spared by these measures
03:46taken by Donald Trump.
03:47These products will now be taxed at 10% at the entrance of the American market.
03:53It is a turning point on the international economic scene.
03:58All products imported to the United States from more than 180 countries will be subject
04:03to massive customs rights.
04:05These new taxes vary between 10 and 49% depending on the countries and their degree of commercial
04:12reciprocity with respect to American products.
04:15A decision that redraws the contours of global trade.
04:20If Morocco is not among the most targeted countries, it is still not spared.
04:25Moroccan products will therefore be subject to what Washington qualifies as reciprocal
04:30taxation, a minimum rate of 10%.
04:33This is a level considered as aligned with the current rights applied by Morocco on American
04:39products.
04:40A measure that risks weakening some Moroccan exporters, already faced with a slowdown
04:48of global demand.
04:49Compared to its Maghreb neighbors, Morocco benefits from a more lenient treatment.
04:55Tunisia will now face a tax of 28% and Algeria of 30%.
05:01These rates reflect, according to the Trump administration, a lack of tariff reciprocity.
05:07In this context, the 10% tax imposed on Morocco can be interpreted as a tacit recognition
05:14of the relative commercial openness of Morocco vis-à-vis the United States.
05:18But it is still not free of consequences.
05:21Several sectors of Moroccan exports, notably in the agri-food sector, textiles or industrial
05:27components, could see their competitiveness eroded on the American market.
05:32Recall that in 2024, the United States and Morocco recorded a major trade imbalance
05:39in favor of the United States.
05:42American exports to Morocco reached $5.3 billion, i.e. 37.3%, while imports from Morocco
05:52were limited to $1.9 billion, i.e. 12.3%.
05:59No respite for Gaza.
06:00Israel announced yesterday that its army had begun to break up the Palestinian enclave
06:05and to seize large areas of territory to force the Hamas Palestinian movement to
06:10send hostages to defend the city of Gaza.
06:141,163 people have been killed since the Israeli bombings on this Palestinian territory two weeks ago.
06:221,163 dead, i.e. 97 during the last 24 hours.
06:27Yesterday, the National Assembly of Senegal adopted a law revising the amnesty voted on
06:35by former President Macky Sall by removing torture, murder and murder charges, an initiative
06:42criticized by the opposition.
06:44According to our correspondent in Dakar, Marie-Madiop Echenga.
06:49The law proposing the interpretation of the amnesty law has been voted on by the majority
06:55of Senegalese MPs.
06:58It aims to bring justice to the victims of the events related to the political events
07:03that occurred between 2021 and 2024.
07:06The text aims to clarify the scope of the application of the amnesty law by excluding
07:12all criminal or correctional offences, such as torture, acts of barbarism, murder or murder.
07:21The law has an extremely broad scope, covering all offences of a correctional or criminal nature,
07:27as long as they relate to demonstrations or may have a political motivation.
07:32It opens the way, as they say, it opens the doors to all windows.
07:38Of course, anyone can take advantage of it.
07:41Nervis can take advantage of this provision.
07:44We have said that in order for Senegal not to be condemned in front of international institutions,
07:50the law must be in accordance with the treaties that we have freely signed and which have
07:55a higher value than the law.
07:57This law has also been the subject of several hours of intense debate between MPs and the opposition.
08:04Let's talk about this famous bill.
08:08This law that was on Senegalese society.
08:11This accounting regulation law.
08:13So, Mr. President, I say one thing.
08:16My honorable colleagues.
08:18Those who want to vote for the law, vote for it.
08:20But I remind you that those who wanted to abrogate it were there, in this room.
08:24And they promised abrogation to Senegalese.
08:27And I answered them, abrogate it.
08:29And at that moment, the consequences were made.
08:31They ignored the consequences.
08:33It's their problem.
08:34We knew and we knew the consequences.
08:36So, interpretation that is not one.
08:39Interpretation that is a modification.
08:42Okay.
08:43But we will continue this fight.
08:45It will not stop here.
08:47Are you for or against impunity for blood crimes?
08:52And that, our colleague Ahmadouba took the initiative to say that he is against impunity for blood crimes.
08:59This is what PASTEF, during the 14th legislature, in the group Yeoui Askanoui,
09:04had also pronounced to say that we are against impunity for blood crimes.
09:10This is why we did not vote for the 2024 amnesty law.
09:14At the time, the president of the parliamentary group, who immediately presented himself here,
09:19was the promoter of the law.
09:22And it is she who maintained the ambiguity and the blur
09:26that justified this interpretation law today.
09:30Because there is no interpretation law without blur.
09:33There is no interpretation law without ambiguity.
09:36There is no interpretation law without obscurity.
09:39From 2021 to 2024, nearly a thousand people have been arrested and prosecuted
09:44under different chiefs of accusations, including the current President of the Republic
09:48and his Prime Minister, during political events that also caused the death of more than 80 people.
09:55Facts that had been amnestied under the magisterium of former President Macky Sall.
10:01Today, this new law comes according to its initiators.
10:05The truth is that everything is wrong.
10:10L'Esport in this newspaper with Morocco, which is no longer very far from its best position
10:14in the FIFA rankings of the men's teams,
10:17since it is now in second place in the latest update published this morning
10:22with six points of the year in two meetings after their victory against Nigeria and Tanzania
10:29in the African zone for the World Cup 2026.
10:34The Lions of the Atlas are ahead of Colombia and Uruguay,
10:37who both have a 0-2 score and a defeat in their elimination pool for the North American World Cup.
10:45Higher in the rankings, Argentina remains in the lead,
10:49but the novelty is in second place with Spain.
10:52Spain, which surpasses France to become the new dolphin of the Albiceleste.
10:57La Roja, in particular, takes advantage of its invincibility in the quarterfinals
11:02in two games against the Netherlands to pass in front of the Blues,
11:06beaten by Croatia on the way, before reversing the situation at home.
11:13It is a beautiful consecration for the Moroccan amateur golf.
11:16The young champion and hope of this discipline, Sofia Shelef Sakhali,
11:20participates in the prestigious Tournament d'Augusta National Amateur in the state of Georgia.
11:27The young nugget of the Moroccan golf finished the first day with a card of 70,
11:32that is, two shots on the par,
11:34which allows her to place herself in the 13th position of the general ranking
11:38after the first day of competition.
11:40An honorable score that could allow her to pass the established quota on 36 holes
11:46and thus be part of the first 30 to continue her adventure
11:51at the Champions Retreat Golf Club.
11:56Sofia Shelef Sakhali, the rising young star of women's golf in Morocco,
12:02returns on the course of this talented golfer,
12:05whose portrait is signed by Ilhan Belada.
12:09Hello, my name is Sofia.
12:11I played in the Strixen Junior Tour and I was first in the 11-12 category.
12:19She was barely 11 when Sofia Shelef Sakhali won this trophy.
12:23Today, at 15, the young golfer already embodies the future of Moroccan golf.
12:28Club in hand for eight years, this native of Agadir
12:31has quickly developed a passion for this address and precision sport.
12:36A member of the Road to the Tour program of the Moroccan Royal Golf Federation,
12:41Sofia Shelef Sakhali benefits from a quality training to develop her potential.
12:48As I represent Morocco internationally, I am very proud to represent Morocco
12:54and I know that my results will make Morocco proud.
13:01The talented golfer is already shining on the scene of African and world golf.
13:05In 2024, Sofia Shelef Sakhali performed exceptionally.
13:10She won individual and team titles at the All-Africa Challenge Trophy.
13:16She finished third at the R&A Junior Open in the United States.
13:21In 2025, she qualified for the prestigious Augusta National Women's Amateur.
13:26She also made the cut during the last edition of the L'Alamelliem Cup,
13:31a performance that she also achieved during her two previous competitions.
13:38It was a great moment for me to meet Patrick Arrington and to have hit a few balls with him.
13:43He is very nice, very nice and he gave me some tips for life in general.
13:49So I'm very happy to find Hassen 2 and the L'Alamelliem Cup.
13:53It's a perfect opportunity for a meeting like this
13:56and for the Ladies European Tour and the PGA Champions to meet.
14:02It was an incredible meeting.
14:04Her early talent and her unwavering determination make Sofia Shelef Sakhali
14:08one of the most promising golfers of her generation.
14:11Between studies, training and competition, Sofia Shelef Sakhali juggles with an exemplary discipline,
14:17a seed of a champion who only asks for glory under the spotlight of major tournaments.
14:24Let's go straight to the guest of the big news of the midday.
14:29The United States, as you know, has decided to impose customs rights of at least 10%
14:34on all imports with higher rates for dozens of countries,
14:40including those of the EU 20% and China 34%.
14:43The announcement was made yesterday by Donald Trump.
14:45What impact on global trade?
14:48Will Moroccan exports be affected?
14:51Let's talk to economist Mohamed Benchikroun,
14:56who is with us live from Marrakech.
14:58Mohamed Benchikroun, hello and thank you for accepting our invitation.
15:09Mohamed Benchikroun, can you hear me? Hello.
15:12Finally, Donald Trump has officially declared a trade war with the rest of the world.
15:43The US economy would benefit from increasing tariffs.
15:47This is a protectionist thought, a conservative thought.
15:52This will lead to a progressive demobilization of the world's industrial supply chains.
16:00This will create a metamorphosis, an evolution in the global economy.
16:05Effectively, the repercussions will be on tariffs for households,
16:08not only for American households, but for the households of the countries of the world,
16:12for a tariff inflation.
16:14When China integrated the WTO in 2001,
16:18it was a breakthrough for the global economy.
16:21The world, the prices of elementary manufacturing products,
16:26have experienced a drastic drop,
16:28and this to the benefit of the purchasing power of households.
16:30Trump's decision will have consequences, including price increases
16:35for elementary manufacturing products for all countries of the world.
16:38If I follow you, we must expect heavy damage today.
16:45Indeed, the first consequence in the short term is a price increase,
16:50an even stronger inflation,
16:52which will affect the countries that are the pioneers of the global ecosystem,
16:58namely the United States, China, and the European Union.
17:01Countries with strong economies will also experience an inflation,
17:08but with less significant damage.
17:12This is a huge risk for Trump,
17:17because his electoral target is the blue collars,
17:21which means workers and farmers.
17:24This is his decision.
17:26An increase in customs tariffs will result in an increase in imported products,
17:33which will have repercussions in the short term,
17:36an inflation, but for Donald Trump,
17:38his vision is that in the long term,
17:40this vicious decision will push American importers
17:47to think about changing the economic model,
17:51instead of thinking about local industrialization.
17:54So, a demobilization,
17:56a dislocation of global supply chains and logistics,
18:01so in the short term, damage,
18:03but maybe in the long term, if the bet is won,
18:06it will be a reindustrialization of the American economy.
18:11So finally, the Spanish Prime Minister is right when he says
18:15that it is not at all smart to face the challenges of the hour
18:20by taking such measures.
18:24Indeed, this is a risk that can be perceived as crazy, as very risky.
18:32Maybe it's gambling, maybe he's trying to negotiate it.
18:40We don't know the official plan, the secret plan,
18:44but if we are going to analyze this decision in a normative way,
18:50all economists will agree
18:53that this decision will have repercussions
18:57on the increase of basic products,
19:02such as household products, industrial products,
19:05manufacturing products, agricultural products,
19:09agri-food products.
19:11Because when we talk about, for example,
19:13just trading between the United States and China,
19:17one is the customer and the supplier of the other.
19:20So, these are countries that are intertwined,
19:23economies that are intertwined, that are interdependent.
19:26China exports all manufacturing products,
19:29electronic products,
19:31products essential to the survival of American households.
19:34And the Americans also export high-end products to China
19:41because China has also become a large consumer market.
19:45So, we are going to have repercussions on the short and medium term.
19:53This morning, the President of the European Commission, Ursula von der Leyen,
19:58stated that the Europeans were ready to react
20:02and were already working on a new countermeasure train.
20:06Should we expect a response from most of the targeted countries?
20:13So, the reactions will be relative to each country,
20:16depending on the economic situation,
20:19depending on the identity of the diplomatic policy
20:25or the foreign relations policy that each country maintains.
20:30So, certainly, China and the European Union,
20:34due to their economic weight,
20:36due to their ability to intimidate Donald Trump,
20:42will indeed react by a form of reciprocity
20:45and to show their discontent by increasing tariffs.
20:49This is quite legitimate.
20:52So, we are in a form of arm-wrestling.
20:54We are in a trade war.
20:56Other countries, which are a little more economically vulnerable,
20:59which do not have a great influence on the American economy,
21:04have no choice but to suffer
21:07or, in fact, to absorb a little bit of American desires or ambitions.
21:15Why not?
21:16Less powerful countries, such as Taiwan,
21:19or, for example, Southeast Asian countries,
21:21will try to reduce tariffs on American products exported to these countries.
21:27They will say, OK, no problem, we will reduce it, don't worry.
21:31But for a more pioneering country in the world economy,
21:35they will respond by reciprocity.
21:38And finally, in this table, there are no winners,
21:42there are no losers either.
21:45No, there are only losers on the short term.
21:50The losers are the purchasing power of households,
21:53it is inflation.
21:55And then there are also the losers,
21:59it is all the structural work that has been done over many years
22:04to have an economic globalization,
22:06to have a worldwide logistics supply chain.
22:10Because when we have interdependent economies,
22:13this is a vicious way of leading to frontal wars.
22:18Economic interdependence allows a better peace and a rebalancing of political forces.
22:25So the first losers are the purchasing power of households.
22:30Now, on the medium and long term,
22:32it will all depend on the capacity of each country to be able to restructure
22:37if Trump continues towards this protectionist madness.
22:43Mr. Benchcombe, the new taxes announced by Donald Trump,
22:47don't they go against the rules of the World Trade Organization today?
22:53Because in the end, it's protectionism, you said it.
22:58Of course, what is really strange is that we have a country
23:03that is always faithful to a liberal, ultra-liberal thought,
23:10which is the United States, which is now thinking of reclining on itself.
23:14And we have a China that has a protectionist, even communist tradition,
23:18which is now taking liberalism and is not in agreement with these ideas.
23:23So we are in a turmoil of the political vision undertaken by each country.
23:29Yes, the WTO will certainly react to a communiqué by manifesting their disagreement,
23:38because this is in fact a disloyalty to the basic foundations of commercial equity in this country,
23:47because we cannot facilitate a trade towards a country,
23:55and the other reacts by protectionism.
23:58Because when Donald Trump blames China
24:03for benefiting from this momentum of globalization trade,
24:09it must also be said that the United States has gained a lot,
24:12has benefited a lot from the opening of the Chinese economy in world trade
24:16through price reduction, through the increase in the purchasing power of American households.
24:22So we must not think in a disconcerted way,
24:26and think that everyone has been benefited for a certain period.
24:29Now the United States thinks differently,
24:31but the consequences must be shared by all the countries of the world.
24:35Today, Moroccan products are taxed at 10%.
24:39Does this affect the exports of the kingdom,
24:43especially textiles, food and the automotive industry,
24:47the main Moroccan export to the United States?
24:52Unfortunately, I think so.
24:57It could have an impact because, according to economic rules,
25:01when a product does not have a very high added value,
25:05it cannot withstand an elasticity of prices.
25:09And above all, what we export is easily replaceable.
25:15For Morocco, what we export are food products, agricultural products,
25:21automotive parts, aeronautical parts,
25:26and these products are easily elastic,
25:30they react to the elasticity of prices,
25:33and therefore an increase of 10% could actually impact us.
25:37And that is the consequence of an economic model
25:41that is based on a competitiveness by the cost,
25:45and not a competitiveness by the added value.
25:49So unfortunately, yes, it could have a negative impact,
25:53but it is also in our right to react and to show
25:57that this does not suit either Morocco or the United States
26:01for this protectionist policy.
26:03So this also risks compromising the Moroccan ambitions
26:08of expansion towards the North American market?
26:16I think it is our duty, as Moroccan colleagues,
26:21to support the TTIP and also the Moroccan TTIP exports.
26:28So if there is an increase of 10%,
26:31the Moroccan government must be able to react
26:34by accompanying it financially, by accompanying it with tax exemptions,
26:40so that the Moroccan economy remains competitive,
26:43despite these disturbances that come from outside.
26:48It is a form of patriotic thinking,
26:55it is a form of patriotic national economic policy,
26:58to protect national economies to maintain their competitiveness
27:02at the international level.
27:04Mohamed Benficrou, thank you.
27:06Thank you for all these details.
27:08Thank you for answering our questions.
27:11Thank you, it was a pleasure.
27:14And that's it for this edition.
27:16Thank you for following us.
27:18We will be back in a few moments with more news.
