Many believe a universal basic income could bring economic security for everyone amid the coronavirus pandemic — and beyond. How exactly does it work?

This is a major, major shock for many low-income people

and with a sizable universal basic income,

they wouldn't have to worry about their everyday needs.

You know, just being able to shop for groceries

and satisfy their everyday needs.

A universal basic income is an amount of cash

given to everybody within a geographic area

like a country or a city or a state.

And there are no conditions to receiving this cash.

So you don't have to do anything.

Everybody qualifies.

The purpose of a universal basic income

is to provide a direct relief to every single American

for the duration of this crisis.

And this is a major, major shock for many low-income people.

is to ensure economic security for all.

Everybody receives it.

So nobody's gonna fall through the cracks.

And because it is cash, everybody can spend it

however they see fit in whichever way best serves them.

Today with the coronavirus,

this is another example of a shock

that where people are deprived of income all of a sudden

and the U.S. social safety net being so limited,

it's something like a basic income

that legislators decided to give people

in the short run in the U.S.

You know, I'm standing for this very

dramatic seeming proposal

that every American gets $1,000 a month

starting at age 18 until the day you die.

And yes, it does stack on top of social security.

The more you put all sorts of conditions

and people have to jump through hoops,

they have to fill all sorts of forms.

And that means that even people who on paper might qualify

may not receive the cash that they qualify for.

really the UBI makes sure you're not missing anybody.

You're really making sure that everybody

has an income to count on.

So a universal basic income is not designed

to replace work or replace anything for that matter.

The key with the basic income is the freedom aspect.

So because everybody receives it,

no matter what, that means people can choose

to work or not to work.

They can choose different activities,

whatever they see fit.

So it's not designed to replace work.

There are many different schemes,

but the commonality is that

there are different kinds of taxes.

So, you know, Andrew Yang,

one of his main things was to have a sales tax

or value added tax.

So that's one way you could expand the income tax.

You could, like Elizabeth Warren proposed,

put a wealth tax and that could also contribute

to finance it.

You could use a carbon tax or a broader tax

on environmental damages to finance it.

So there's many avenues,

but the commonality is that it's a tax.

And all of the taxes I mentioned to various degrees

will disproportionately fall on richer people.

What is the future of the UBI?

It can be dated in its more modern form

to at least the 18th century with Thomas Paine.

And ever since there's been many different versions

that have been supported by various people,

including Martin Luther King,

including libertarian economists like Milton Friedman.

So there are many, very many different kinds of backers

of the basic income.

So the universal basic income has become much more popular,

especially in the U.S. recently,

in the past 10 years or so,

because there is a growing concern

that the U.S. social safety net is not strong enough.

So this would allow, for example,

but just among many other things,

to address potential job loss

that could occur under a bunch of circumstances,

including technology.

So if robots advances in robotics

and artificial intelligence were to destroy many jobs,

then this basic income could serve potentially

to smooth the transition

and make sure that everybody has money to live on.

A guaranteed income for people,

is that worthy of attention now?

Perhaps so.

Welfare, there's like requirements, like for example,

and my mom was on welfare for the first five,

And you'll get food stamps, but that's not cash.

And maybe food's not the biggest need,

because you could go over a family member's house seat

or a friend's house seat, et cetera, et cetera.

But maybe paying the car notice,

or maybe paying gas, et cetera, et cetera.

So there's a lot of things that you can do

to make sure that people have a guaranteed income.

So I think that's a big part of it.

So this gives people more agency

to kind of make the best decision

as to which needs should be prioritized for the family.

What the research has shown is that

this kind of additional spending for poor families

makes a huge difference.

And what the research shows is that this cash transfers,

when people receive a UBI,

it really improves health as well as education.

And that's really concentrated

on the most disadvantaged children.

So these kinds of transfers really help the next generation

to be lifted out of poverty

by improving what we economists call human capital.

So higher education, better health.
