00:00On Tuesday, the BJP government of Delhi presented its budget for the year 2025-2026.
00:08Chief Minister Rekha Gupta presented this budget in the Parliament.
00:12After 27 years, the BJP government came back to power in Delhi.
00:16In this first budget, CM Rekha Gupta took care of every section and every area.
00:22In the budget, basic infrastructure, education, health care, clean water supply, development of shelters and pollution control have been focused.
00:34For the first time in the budget, Rs. 500 crores have been invested for the cleanliness of Yamuna.
00:40The ministers of the Delhi government and BJP MPs praised this budget and called it a historic and magnificent budget.
00:49It is a historic budget. It is a magnificent budget.
00:51The Chief Minister has chosen all the sections of this society.
00:54The focus on infrastructure of this budget is extraordinary. This has never happened before.
00:59The water board has been given Rs. 9000 crores for the water and sewage line.
01:03The money given to PWD has never been given this much.
01:06PWD has been given separate money for the road and flyover.
01:10The education sector has been given about Rs. 20,000 crores.
01:13There is also a contribution for the construction of a new CM Shree school.
01:17There is also a contribution for the construction of APJ Abul Kalam's language lab.
01:21There is also a contribution for the branding of the tourism department.
01:24There is also a contribution for the film festival.
01:26I feel that this is a historic budget.
01:28It will touch all the sections of the society and will fulfill the needs of Delhi.
01:32For the first time in Delhi, a government has given a budget of Rs. 900 crores for Yamuna.
01:39The money given to the water board is also for the cleanliness of the sewage.
01:42Rs. 40 crores has been given for the construction of the STP and the decentralized sewage.
01:47In addition to this, the flood department has also been given a contribution for cleanliness.
01:51So, all this package is for the cleanliness of Yamuna.
01:56A budget of Rs. 1 lakh crores has been given in 33 days.
02:0031% has been increased.
02:02This is the first time in the history of this country that a state has done this much.
02:07Our government has started implementing Narendra Modi's vision of development
02:11with the help of better fiscal management.
02:14And under the leadership of Chief Minister Rekha Gupta,
02:17it has started implementing the resolution of a developed Delhi.
02:22In education, the previous government allocated a budget of Rs. 16,000 crores.
02:28Out of which, they have spent only Rs. 14,000 crores.
02:33And this time, we have provided a budget of Rs. 19,600 crores.
02:39Not only will the infrastructure of education be improved,
02:44but to improve the quality of education,
02:47we have started implementing schemes such as Science of Living,
02:50New Era in Entrepreneurship and Employability.
02:59We will continue this.
03:01The budget has been very good.
03:03Especially the outlay of Rs. 1 lakh crores.
03:06This is the first time in the history of Delhi that such a budget has been presented.
03:09Some departments where there was a severe need for money,
03:13all those departments have been allocated adequate funds.
03:16So, overall, it is a good budget.
03:19I think every segment, every department, every department's work has been taken care of.
03:25It is a historic budget that will change the fate of Delhi.
03:28It will take the speed of development of Delhi by a bullet train.
03:32The budget of Rs. 1 lakh crores,
03:34our Chief Minister has given a grand historic budget.
03:37And the development of all the departments of Delhi will take place in this.
03:41From Juggi Jhompli to Delhi's infrastructure,
03:44that will also change rapidly.
03:46The budget was settled on political conditions.
03:49Opposition Aam Aadmi Party called it an air-to-air budget.
03:53Opposition leader Aadishi challenged the government
03:56and said that the government should keep the economic survey at the threshold of the assembly,
04:00which will make the milk of the milk and the water of the water.
04:04If it is described in one line,
04:09then it is an air-to-air budget.
04:13This budget of Rs. 1 lakh crores,
04:20has no basis in any economic analysis.
04:25And today's budget in the assembly,
04:29which was presented by the Honourable Chief Minister Rekha Gupta,
04:34after seeing it, it became clear
04:38that why the Indian People's Party did not keep the economic survey at the threshold of the assembly.
04:49If this budget of Rs. 1 lakh crores had any basis in reality,
04:56if the government was actually getting a revenue of Rs. 1 lakh crores,
05:02then the economic survey would have been on the threshold of the assembly.
05:08But they did not keep it.
05:10They did not keep it because from their air-to-air budget,
05:16the air would have been released on the basis of the economic survey data.
05:21The milk of the milk and the water of the water would have become water.
05:25The people of Delhi and the people of the country would have come to know
05:30that on the basis of fake figures,
05:34on the basis of air-to-air figures,
05:37this budget has been presented today.
05:41I challenge the government of the Indian People's Party
05:47to keep the economic survey on the threshold of the assembly.
05:52To keep the entire revenue figures of the economic survey on the threshold of the assembly.
06:01With that, the milk of the milk and the water of the water of the air-to-air budget would have become water.
06:08On the other hand, the Congress said that the budget of Delhi was disappointing.
06:12Congress leader Haroon Yusuf raised the Delhi government in a dilemma regarding the prices of electricity.
06:18The Indian People's Party used to say that the per kilowatt charges that were increased,
06:25and the way our pension trust was,
06:30even today 7% is charged for it.
06:33Even today, per kilowatt, if you have a load of 10 kilowatts or 5 kilowatts,
06:43then you have to pay Rs. 550 to Rs. 600 for 5 kilowatts.
06:49Rs. 10,000 to Rs. 1,400 without spending a unit.
06:53I was hoping that this government, as much as it was talking about tolerance,
06:58that it would give some relief.
07:00But I think that the kind of indication that is being given,
07:04the Delhi people will again increase the tariffs on electricity,
07:09because the DRC is listening.
07:12And I think that the amount that has been given to Discoms,
07:15the amount that was monetized, Rs. 27,000 crores,
07:19the government of the Common Man Party did nothing about it.
07:23What is its roadmap? How will it be done?
07:27And the money that has been collected from the people of Delhi,
07:30what will they do about it? Will they take account from Discoms?
07:33Especially the 200 units of electricity that are free,
07:36it has not been audited till date.
07:39And I was hoping that to give relief to the people of Delhi,
07:43they would take such a step.
07:45Nor was there any detailed plan for the ration cards,
07:50that today, about 50 lakh people in Delhi are not getting ration.
07:55And I was hoping that something would be done about it,
07:57but I was very disappointed to see the budget.
08:00With the budget of Delhi,
08:02according to the party line,
08:04the leaders may have to be seen separately,
08:08but through this, changing the form of the capital
08:11will be a big challenge for the government of Rekha Gupta.
