00:48It is purest fashion.
00:50I have never seen or witnessed anything in my life.

00:59We're currently working with his attorneys and following their direction on the rest of the case
01:04and how we want to be able to pursue justice for Mr. Clifford Owensby.
01:28If you look at his tone, his tone scared our client.
01:37And then it continued to escalate because the client is asking for a white shirt, meaning a supervisor.
01:45So as the officer continues to be aggressive, our client continues to be more fearful of his life,
01:54knowing about what's been happening to other African Americans throughout this nation.
02:07We had another case like this several months back, a somewhat similar case to this.
02:13If I think back to Jack Runzer, who is, he's deaf, he's mute, he has cerebral palsy.
02:21And upon him being confronted by DPD, of course, they could not communicate with him.
02:27They didn't realize that he was deaf and mute.
02:30They didn't realize that he has cerebral palsy.
02:34But they basically took at face value the words of the caller who said that this gentleman appeared to be impaired.
02:47Dayton is a great place.
02:49And we have citizens that are resilient.
02:52Dayton is a great place to live and to work and to raise a family.
02:55But just as many other communities, there's systemic racism that still exists.
03:01It has to be dealt with at face value.
03:04So hopefully this will be a learning point for the other police officers within the department.
