There was a time when the tribe of Jurhum ruled over Mecca. This tribe had been residing in Mecca since the time of Prophet Ismail. Initially, they were very good people in terms of their character and conduct, but gradually they inclined towards immorality. The chief of the tribe, Amr bin Harith Jurhumi, was a good man. He made great efforts to change the people's ways and lifestyle, but the people had become so accustomed to indulgence that no one heeded his advice.

Seeing the continuous moral decline of his people, Amr bin Harith thought that if his tribe continued living this way, one day they would face divine punishment. Therefore, it would be better to hide the gold and other valuable items collected in the Kaaba Fund so that if divine punishment were to befall them, at least the wealth of the Kaaba would remain safe.
