All right, let's start this conversation, Chair Pia C. Muglas,

about the number of indigenous Filipinos in the country.

How many are they?

And what are the interventions of the NCIP

so that the number of Filipinos in the country can be reduced?

Yes, Ma'am Diane,

the number of indigenous Filipinos in the country is estimated to be around 14 million plus.

66% are found in Mindanao,

33% in the north,

and almost 3% in Visayas.

The National Commission on Indigenous Peoples,

or Pambansang Komisyon ng Mga Katutubong Pamayanan,

was formed by our government

to form and implement the programs, projects, and methods

to strengthen the rights of our indigenous peoples in their land,

in their own government, in justice, and in human rights,

and especially in their cultural integrity.

The NCIP exists to coordinate with the other national government agencies.

We cooperate, we are united in their programs

so that their mandates can be fulfilled.

Just like, of course, the National Anti-Poverty Commission,

our DSWD,

where we used to be a part of,

and now we have been transferred to the Office of the President.

We are also with the DOH, the DALG,

and other offices or agencies

where the NCIP helps to improve the quality of life of our indigenous Filipinos.

That's a lot of money, P14 million,

that your agency is contributing.

And it's great that you mentioned the convergence,

the cooperation of various agencies

so that they can have access to government services.

Now, in terms of the rights of these IPs,

how can we ensure that they are protected

and have access to their rights?

Here in our convergence or coordinative efforts

and cooperation with various agencies,

we ensure that they are protected

because this is also the mandate of our office,

to recognize, respect, protect,

and especially protect their rights and rights in the land of our ancestors.

and we are looking at the goals and duties of our female members

There are many challenges.

a lack of access to health, education,

and economic opportunities for our fellow citizens.

we are focusing more on helping different agencies

and to give them equal attention,

especially when it comes to the rights of our fellow citizens

in our Magna Carta for the Poor,

that they need adequate food,

what we call high and sustainable health care,

and other decent work and employment

that we can provide to our fellow citizens.

because some of our RIPs, or most of them,

are in remote areas.

So, how do we make sure

that we can provide quality education to them?

Our agency, Ma'am Diane,

we have a program,

what we call the Educational Assistance Program,

where we can reach our young people

in remote areas

and encourage them to study well

and provide assistance in their studies.

But it does not end here, Ma'am Diane.

What we are doing,

because of what you were saying earlier,

when a project comes in,

what is our assurance that they have a share?

Not only do we get royalty shares,

but also benefits such as education.

Here in our associations,

together with our proponents

who enter our land of Ninuno,

we make sure that they get benefits

when it comes to education.

Because of this,

we are saying and encouraging our proponents

so that they can study and be educated,

that women are preservers of culture,

Our women are the center of strength

of a future generation.

They become community leaders

using their cultures,

their talents,

and their skills

when it comes to showing their beauty,

their identity,

and especially in history,

I mentioned in the Gawad Pilipino Awards

that the first national hero

is an indigenous woman, Gabriela Sina,

who hails from a Tingyan community.

So, they are really strong

and our indigenous women

have a unique character.

Especially when they become community leaders,

they lead their own communities.

They also become political representatives.

In our Indigenous Peoples' Mandatory Representatives,

in the whole country,

we have 5,200 plus IPMRs,

and almost 28% of them are women.

So, we see that they become culture bearers,

history keepers,

and traditional law practitioners

who have a big role in national history,

peace, and prosperity

of our indigenous peoples and our society.
