00:08De La Rosa files a petition for certiorari and prohibition with the High Court, which

00:12is dominated by judges appointed by Duterte when he was president.

00:16The petition seeks a temporary restraining order to prevent the Philippine government

00:20from working with the ICC and Interpol.

00:22It also asks the High Court to rule that it is unconstitutional for the government to

00:26cooperate with the ICC.

00:29De La Rosa was Duterte's first national police chief and was the chief implementer

00:33of the drug war.

00:34He was named in one of the previous reports of the ICC prosecutor, but it is unclear whether

00:39he too will be implicated in the ICC case.

00:43This is not the first time that an ICC-related petition was filed with the Supreme Court.

00:47In a 2021 ruling, the High Court said the Philippines must still cooperate with the

00:52ICC in criminal proceedings that began before the country withdrew from the court in 2019.
