00:04to the local governments that wanted to buy rice from the National Food Authority
00:09but they are short of funds.
00:11According to Palace Press Officer Undersecretary Claire Castro,
00:15the D.A. announced the readiness to let them borrow first.
00:19The only thing left to do is to ask the FDI for this.
00:23First, the D.A. predicted that 70 LGUs
00:26will be allowed to buy NFA rice under the National Food Emergency Security
00:33to sell the cheap rice to their suppliers.
00:36But for now, only a few LGUs are able to do this
00:41due to problems with the funds and the process.
00:46We had a meeting with Secretary Laurel of the Department of Agriculture.
00:52I asked him about the sentiments of other local government units
00:59that they can't afford to buy NFA rice.
01:05So I asked them, how about the LGUs that don't have funds
01:09to buy NFA rice for their constituents?
01:13What the D.A. Secretary Laurel told us is
01:17that they can borrow rice from the FDI
01:24and they have 30 days to allow it.
01:28So if someone pays them to sell the rice for their constituents,
01:33then they can pay after.
01:35So the good news is that the LGUs don't have to pay cash
01:38because they can't afford to buy NFA rice.
01:41So they can ask the FDI and they will be given.
