The shear line, the northeast monsoon—locally known as "amihan"—and the easterlies are expected to bring cloudy skies with scattered rain showers to parts of Luzon and the Visayas on Sunday, Feb. 23, according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA).
