    same concept as my bike mirror. tightening causes the tube inserrted to expand. that is whyits slitted. not sure about effectiveness in a leak tho.

    The nut, bolt and washer act upon the rubber tube which by resistance from the bolts other end causes the rubber tube to expand which restricts the water flowing out.
