00:00I would like to ask the Minister of Energy and Water Transformation to state the ministry's
00:09actions in connection with the minister's efforts to speed up the flood-related projects.
00:16And how much costs does the government have to bear given that this project was cancelled
00:24at the end of last year? Thank you.
00:28For your information, the Ministry of Energy and Water Transformation, or PETRA for short,
00:35through the Ministry of Water Resources and Transportation, or JPS, is always trying to
00:40reduce the impact of floods in all countries in a straight line. For this purpose, the
00:46ministry is taking a structural and non-structural approach. Through a structural approach,
00:54PETRA, through JPS, is implementing a flood-related project, including a high priority flood-related
01:00project, which is TBBT. The implementation of this project includes the scope of building
01:06and raising the level of various flood-related infrastructures such as dams, floodwalls,
01:11control structures, pump houses, water doors, reservoirs, including working to expand and
01:17deepen the river. Through a non-structural approach, PETRA, through JPS, is providing
01:23flood prevention plans throughout Malaysia with the aim of providing a comprehensive
01:29flood planning and management. As of the fifth rolling plan for 2025, 50 flood prevention
01:36plans have been prepared and six are being built, while three are planned to be built
01:44starting June 2025. As of the fifth rolling plan for Malaysia's 12th, 136 flood prevention
01:52plans have been completed with a total cost of Rp22.86 billion. Of the total, 35 projects
02:01are in the pre-implementation stage and 73 projects are in the implementation stage. The Government
02:08has re-evaluated the flood prevention plans after 2022. To give priority to critical
02:16areas, first and foremost, based on the management process and establishing appropriate contracts
02:21as well as adhering to the rules and regulations set by the Ministry of Finance. The Ministry
02:26is committed to implementing flood mitigation projects as this increases the risk of flooding,
02:31especially in areas that are often affected by disasters. JPS is working closely to implement
02:39projects at a faster pace and at a more effective cost. Among the proposed projects are all
02:44related to land acquisition and the design process will be re-examined to speed up the
02:50project preparation time. With cooperation from all parties involved, the project is expected
02:55to be implemented up to 12 months earlier than the proposed preparation time. Thank you.
