00:00An independent report into the flooding incident which resulted in the deaths of a couple in
00:05Liverpool in 2023 has been published. Elaine and Philip Marker were tragically killed in
00:10the flooding incident on Queen's Drive in Mosley Hill. Flood sensors, signage and barriers were
00:14installed in response to the tragedy, as well as replacement gullies, upgraded street lighting and
00:20pothole maintenance. Now a report commissioned with engineering firm Mott MacDonald as an
00:25independent party has been published. The report noted there'd been a long history of flooding
00:30incidents on Queen's Drive, with anecdotal evidence suggesting that the section of the road
00:34where it passes beneath Briardale Road bridge has flooded since the 1950s. The main cause of
00:40flooding at Queen's Drive has been determined as hydraulic capacity issues within the sewer network
00:45during rainfall events experienced during Met Office yellow and amber weather warnings for
00:50heavy rain or thunderstorms. The report said the combined sewer network in the area cannot
00:55cope with the volume of water that falls in a short period of time.
