02:22Yes, viewers, to discuss our topic this time, 100% export deficit,
02:27a natural resource that must be stored in the country for 12 months,
02:31we have been connected via Zoom with Mr. M. Rizal Taufiq Rohman.
02:35He is the head of the Indef macroeconomic and financial center.
02:38Hello, Mr. Rizal, how are you?
02:41Hello, Mr. Rizal, how are you?
02:43Thank you, Mr. Rizal, for taking the time.
02:45Then we also have Mr. Tungkot Sipayung,
02:48Executive Director of PAMOIL, Agribusiness Strategic Policy Institute.
02:53Hello, Mr. Tungkot, how are you?
02:55Hello, Mr. Rizal, how are you?
02:58Thank you for taking the time.
03:00And before discussing further, we will review first, Mr. Rizal,
03:05how do you see when it comes to the implementation of the PPP No. 36 of 2023 so far?
03:10Indeed, it is the basis of the law of the implementation of the DHA storage obligation.
03:15Does the implementation set in the regulations
03:18already have a significant impact on Indonesia's economy?
03:23Yes, hopefully.
03:25So if we look at this deficit,
03:29the deficit itself is a state asset,
03:33in the form of capital,
03:36both for foreigners, especially gold and other valuables.
03:40It is indeed designated by Indonesia as a principal.
03:44For what?
03:45For the sake of economic stability.
03:47Well, it turns out, if we look at where my origin actually comes from,
03:51maybe we have to equate the deficit with that.
03:54That deficit is from DHA, one of them.
03:57And indeed, this DHA is the main contributor
04:03to the state deficit reserve.
04:06And if we look at it,
04:09then after DHA, foreign investment,
04:12then foreign loan,
04:14then there is a limitation of labor and also tourism,
04:17as well as exporters and the economy itself.
04:19The reserve is still there.
04:21Well, if we look at it,
04:23even though the trading surplus is as large as US$ 4.9 billion in January 2020,
04:31but this condition is caused by a decrease in the value of imports,
04:36as large as 2.7% year-on-year,
04:39compared to the increase in exports itself.
04:42Moreover, if we look at the trade deficit,
04:46with China also increasing,
04:49US$ 1.4 billion,
04:51pushed by machine imports,
04:54mechanical goods,
04:56and other equipment.
04:58And what does this show?
05:00The surplus that occurs is very temporary,
05:05and then it is also very fragile.
05:09And it does not reflect a strong export strength.
05:14And especially if we look at the results of economic growth in 2020.
05:20What does it mean?
05:22About 28% of Indonesia's total exports
05:26originate from major commodities such as goods,
05:30then also goods and commodities,
05:32as well as CPOs.
05:34Of course, if we talk about this commodity export,
05:39it shows a decrease both in volume and in value
05:44due to the volatile price at the global level.
05:48Well, how about this implementation?
