In order to avoid conflict of interest,
00:03
applicants are also allowed to establish a new company
00:06
or use a company that is not related to the vehicle industry
00:09
for the purpose of applying for PPKM license.
00:12
This is intended to create a division of the industry
00:15
and avoid a situation where the company that owns the vehicle industry
00:19
to pass the vehicle through the PPKM itself.
00:23
The letter of application to the three companies that were elected on February 7th
00:28
requires the company to ensure the infrastructure,
00:32
equipment, labor and other needs within 24 months
00:36
before the license is issued.
00:38
If the company fails to meet the requirements in the set time,
00:42
the license will not be given.
00:44
In this development period,
00:46
MOT through JPJ will carry out continuous monitoring
00:50
to ensure that the company appointed
00:52
meets all the requirements and PPKM operating standards that have been established.
00:56
The operating license will only be given
00:58
after the company meets all the requirements of the regulations
01:01
and equipment and is ready to start the operation.
01:05
If all the technical criteria are met,
01:07
then the operating license will be given.
01:09
If the company fails to meet all the requirements within 24 months,
01:13
the operating license will not be given.
01:15
There is no question of EOT.
01:17
I am also very concerned about the safety of the road.
01:22
I do not want a company that is not authorized to be given a license.
01:25
Of course, all companies that are given a license
01:28
must meet all the criteria.
01:30
Secondly,
01:31
there is one aspect that many people do not talk about.
01:34
They only talk about 8 months.
01:36
It is true that this 8 months,
01:38
the company has established an SPV
01:41
to enter the application for this vehicle inspection.
01:45
But the important thing is,
01:47
this 8 months,
01:49
the company has already paid Rp 20 million
01:51
and it has another business.
01:53
It is not a new company.
01:54
It is not a 2 ringgit company.
01:55
A company that has Rp 20 million
01:57
has enough capital.
01:59
And for your information,
02:00
this company owns a lot of land.
02:03
All three directions are land.
02:05
So we have to have confidence in these companies.
02:08
And the important thing is,
02:10
the vehicle inspection must be successful.
02:12
Once they have met all the criteria,
02:16
equipment and facilities,
02:18
there must be a vehicle inspection.
02:20
Every company must have a licensed vehicle inspection.
02:24
How is it licensed?
02:25
They take the employees,
02:27
they must go through a special course first.
02:29
A course established by the JPJ.
02:31
An assessment by the JPJ
02:32
on the human resources.
02:34
Only then can it be licensed.
02:35
Only then can the vehicle inspection function be carried out.
02:38
So the process is quite long
02:40
and also very detailed.
02:42
And all this process,
02:44
I do it openly.
02:46
There are no secrets.
02:48
If I want to be secretive,
02:50
I don't need to be public
02:52
about the company's name.
02:54
So there is nothing to be secretive about.
02:57
The important thing is,
02:58
we want to open this market
03:00
so that the vehicle inspection market
03:02
is more competent,
03:04
more competitive,
03:05
and more choices for users.
03:07
If there is an issue of integrity in Puspa.com,
03:09
it will not be compromised.
03:11
And we are doing various operations now.
03:14
There is also a compromise operation from the JPJ officers
03:16
to enter Puspa.com
03:18
and see what they are doing.
03:19
Whether it is correct or not.
03:20
If there is an issue of integrity,
03:22
it will not be compromised.
03:24
That is the first thing.
03:25
The second thing,
03:26
I hope,
03:27
and I also have to give advice to the bus operators,
03:32
if they know that the vehicle inspection
03:34
has its own requirements,
03:36
they have to make sure
03:38
that they meet the requirements.
03:40
For example,
03:41
they have a tire.
03:42
Some people change a tire
03:43
that is not suitable for a person.
03:45
They change one tire
03:46
at the tire shop
03:47
to pass the inspection first.
03:49
Then they go out
03:50
and change the tire that is not good.
03:52
Those are the things that we must stop.
03:54
That is what I call
03:56
an integrity-less inspection.
03:58
But Puspa.com said
03:59
when they inspected,
04:00
it was okay.
04:01
The tire was okay.
04:02
They entered the inspection center,
04:04
the tire was good.
04:06
When they went out,
04:07
they changed the tire that was not good.
04:08
So we have to take action
04:10
against the tire shop.
04:12
The tire shop is not under the JPJ.
04:13
The tire shop is under the KBDN.
04:15
Only then can they enter.
04:16
So these are the efforts
04:17
that involve many agencies
04:20
that sometimes
04:21
complicate our work.
04:23
But we know
04:25
in our society,
04:27
they are sometimes so creative
04:29
to find a way
04:31
to avoid the regulations.
04:33
But whatever it is,
04:34
the message we want to convey is
04:35
this vehicle inspection
04:37
is for safety.
04:38
It is true,
04:39
as was said,
04:40
we want to open this market
04:41
so that the monopoly is broken.
04:43
More industry players.
04:45
So that we can both
04:46
increase the quality
04:47
of vehicle inspection
04:48
to ensure safety
04:50
on the road.
